EXECUTIVE SUMMARY
Recommendation to approve “After-the-Fact” contract Amendments, Attestation Statements, and
Budget Amendments between the Area Agency on Aging for Southwest Florida, Inc., and Collier
County Services for Seniors to extend the Community Care for the Elderly, Alzheimer’s Disease
Initiative and Home Care for the Elderly Programs grant period for sixty (60) days or until a new
2020 contract is executed.
OBJECTIVE: Provide uninterrupted support services to Collier County Services for Senior s’ (CCSS)
frail, elderly clients.
CONSIDERATIONS: The Community Care for the Elderly (CCE), Alzheimer’s Disease Initiative
(ADI), and Home Care for the Elderly (HCE) Programs are federal program initiatives that provide
assistance to older persons and caregivers. These programs are the only federally funded support service
programs directed solely toward improving the lives of older people. Collier County receives these funds
through the Florida Department of Elder Affairs and administered by the Area Agency on Aging for
Southwest Florida, Inc. (AAASWFL).
The current Standard Contract for these programs was approved by the Board of County Commissioners
(Board) on September 10, 2019, (Agenda Item #16D2), and has an expiration date of June 30, 2020.
Historically, during June, the CCSS Program receives an amendment extending the expiration date for the
upcoming grant cycle. The amendment received this year extends the existing grant agreement for sixty
(60) days, or until a new agreement is executed, whichever comes first.
This Item is being presented “After-the-Fact” because Collier County received the contract extension
request on May 28, 2020, from the grantor agency and is required to return it within thirty (30) days. This
time frame makes it impossible to process the document for the Board’s consideration. Pursuant to CMA#
5330 and Resolution No. 2018-202, the County Manager authorized the Public Services Department Head
to sign the agreement. Collier County received the final agreements back from the grantor agency on June
15, 2020. This Amendment is being presented for Board ratification. Collier County, as the Lead Agency,
is responsible for responding to seniors’ needs and managing the spending authority for the Federal and
State Funded Services for Seniors programs.
CCSS is also responsible for the collection of client co-payments for the CCE and ADI Grants, with a
specified collection goal established by Community and Human Services Division (CHS) and approved
by AAASWFL FY19-20, the ADI co-payment goal requires a final adjustment to increase the Co-
payment budget. Collier County was notified by AAASWFL that we will be receiving additional funding
in the amount of $16,000 to provide additional services for ADI clients in the final amendment as
determined in the 60-day extension.

FISCAL IMPACT: Funding from the Department of Elder Affairs via the Area Agency on Aging under
the 2019 grant award is available in Human Services Grant Fund (707), Projects 33626 (CCE), 33624
(ADI), and 33628 (HCE). Budget Amendments are also required to increase the co -pay budget for ADI
(33625) by $4,110 and increase the ADI budget (33624) by $16,000.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: The underlying Agreement expressly contemplates an extension by
mutual assent of the parties. This Item is approved for form and legality and requires a majority vote for
