EXECUTIVE SUMMARY
Recommendation to authorize the necessary budget amendments to reallocate Public Utilities
Department project funds.
OBJECTIVE: To remain in compliance and meet the demand throughout the water and wastewater
systems.
CONSIDERATIONS: In preparation of future construction awards, budget amendments that optimize
the use of existing funds are necessary. These will be used to fund the construction, construction
administration, construction inspection, materials, and permitting costs. Projects to benefit from the
reallocated funding are listed below.
The following three budget amendments are within Fund 412 Water User Fee Capital Projects. Projects
to benefit from this reallocated funding are listed below. The total for all three projects is $2,490,022.88.
Fund 412 Project 70129 Vanderbilt Beach Road Water Main Replacement Airport Rd to US 41:
The reallocated funds will provide for the construction to replace the existing watermain on
Carica Road and Hickory Road from Goodlette Frank Road to US 41. ($490,000 budget
amendment)
Fund 412 Project 70135 South County Regional Water Treatment Plant (SCRWTP) Reactor No.
4: The reallocated funds will provide for the construction of a new lime softening reactor tank at
the SCRWTP. ($1,500,000 budget amendment)
Fund 412 Project 71067 Distribution Repump Station TSP: This reallocation is from a
combination of sources. In includes revenue received in the amount of $183,442.76, not
budgeted in FY20, from Florida Department of Transportation Utility Work Agreement. The
source project is complete, and the revenue received is to be recognized and reallocated for the
construction of new pumps and piping at the Carica Booster Pump Station in addition to
$316,580.12 from other projects within Fund 412. ($500,022.88 budget amendment)
The requested two budget amendments from both Fund 412 Water User Fees Capital Projects and Fund
414 Wastewater User Fees Capital Projects Reserves is $1,759,000 and these funds move into the project
listed below.
Fund 412 Project 70194 NE Utilities Facilities: The reallocated funds will provide for the design
of new Tamiami wells, raw water pipelines and electrical lines for the NE Water Plant. ($879,500
budget amendment)
Fund 414 Project 70194 NE Utilities Facilities: The reallocated funds will provide for the design
of new Tamiami wells, raw water pipelines and electrical lines for the NE Wastewater Plant.
($879,500 budget amendment)
All projects will be procured separately in accordance with the County’s Procurement Ordinance.
FISCAL IMPACT: Budget amendments in the total amount of $4,249,022.88 are required to reallocate
funds within Fund 412, Water User Fee Capital Projects and Fund 414, Wastewater User Fee Capital
Projects.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK

GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
RECOMMENDATION: To authorize the necessary budget amendments as set forth in the above Fiscal
Impact section.
