EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Community
Redevelopment Agency Board (CRA), approve and authorize the Chairman to execute a
Commercial Building Improvement Grant Agreement between the Community Redevelopment
Agency and Things I Like by Catherine, LLC, in the amount of $50,000 for the property located at
3954 Bayshore Drive, Naples, Florida 34112 located within the Bayshore Gateway Triangle
Community Redevelopment Area.
OBJECTIVE: To renovate an existing residential unit and convert it to a commercial gallery and retail
space to assist in revitalizing the neighborhood through the Commercial Building Improvement Grant
(CBIG) established by the Bayshore Gateway Triangle Community Redevelopment Area (BGTCRA).
CONSIDERATIONS: The purpose of the grant program is to provide an incentive to revitalize the area
by providing a matching grant to encourage the private sector to upgrade/rehabilitate their property. The
CBIG requires applicants to provide a project cost -match of at least 50% with the remaining project
dollars supported by Tax Increment dollars generated from the BGTCRA district.
FISCAL IMPACT: Sufficient funds are available in the BGTCRA Project Fund (787) and Project No.
50198.
GROWTH MANAGEMENT IMPACT: The proposed improvements will further the goals, objectives
and policies outlined in the Community Redevelopment plan.
ADVISORY BOARD RECOMMENDATION: On June 9, 2020 the Bayshore Gateway Triangle
Local Redevelopment Advisory Board recommended approval of the grant 8-0.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a
majority vote for Board action. - JAB

GRANT AGREEMENT BETWEEN CRA AND GRANTEE FOR COMMERCIAL BUILDING
IMPROVEMENTS FOR BAYSHORE GATEWAY TRIANGLE COMMUNITY
REDEVELOPMENT AREA
THIS AGREEMENT ENTERED this —day of , 2020 by and between the Collier
County Community Redevelopment Agency (hereinafter referred to as "CRA"), Things I Like By
Catherine, LLC (hereinafter referred to as "Grantee").
WITNESSETH:
WHEREAS, Collier County Ordinance No. 2008-61, as amended, authorizes the CRA to award
and administer CRA grants such as the Commercial Building Improvement program; and
WHEREAS, Grantee has applied for a Commercial Building Improvement Grant in the amount
of $50,000; and
WHEREAS, the CRA has determined that Grantee meets the eligibility requirements and was
approved for a grant award in the amount of $50,000 on the date first written above (CRA Approval").
NOW, THEREFORE, in consideration of the mutual covenants contained herein and other
valuable consideration, the parties agree as follows:
Grantee acknowledges to the CRA that Grantee has received a copy of the Collier County
Community Redevelopment Agency Commercial Building Improvement Grant Program
Information and Application (hereinafter referred to as "Grant Program"), that Grantee has
read the Grant Program and that Grantee has had ample opportunity to discuss the Grant
Program with Grantee's counsel or advisor. Grantee further acknowledges to the CRA that
Grantee understands and agrees to abide by all the terms and conditions of the Grant
Program.
2. Things I Like By Catherine, LLC, is the record owner of property located at 3954 Bayshore
Drive, Naples, Florida, 34112.
3. Grantee has agreed to make certain improvements to the property pursuant to the grant
application submitted to the CRA on the date first written above attached hereto as Exhibit A
and incorporated herein by reference.
4. Grantee agrees to complete the construction of the commercial building improvements by
July 14, 2021. Grantee also agrees to fund at least 50% of the costs of the commercial
building improvements. Grantee is prohibited from paying contractors and/or vendors with
cash. All payments for approved projects must be in the form of a check or credit card
drawing on funds from Grantee's accounts. All receipts and invoices must reconcile against
payments.
5. The CRA has approved a grant to Grantee in the amount of $50,000 to be administered
pursuant to the terms of this Agreement based on an estimated cost of $118,824. If the actual

costs are less than $100,000 to construct the improvements, the grant amount shall be reduced
dollar for dollar in CRA funds as determined by ratio of matching private funds required.
Unless prior disclosure is included in the grant application, no Grantee, or any immediate
relative of Grantee, shall serve as a contractor or subcontractor for the construction of the
improvements and no Grantee, or any immediate relative of Grantee, shall receive
compensation for labor for the construction of the improvements. An immediate relative of
Grantee shall include mother, father, brother, sister, son, daughter, aunt, uncle and cousin or
family member by marriage to include mother-in-law, father-in-law, brother-in-law and
sister-in-law. Grantee has verified that all contracts who have provided bids for the approved
work are actively licensed by Collier county or the State of Florida. Grantee acknowledges
that the total grant award shall not exceed the sum of lowest bids/price quotes for all projects.
Grant funds for work performed by contractors shall only be disbursed upon verification that
said contractors are actively licensed by Collier County or the State of Florida.
7. Grantee agrees to obtain all necessary permits and submit any required plans to the County's
Growth Management Department. Upon completion of the work, Grantee shall submit to the
CRA staff a Project Summary Report, two 8 inch by 10 inch photos showing the
improvements a list of materials and construction techniques used, a list of architects and/or
contractors, and any other information specific to the project or requested by the CRA staff.
The CRA, through its staff, shall confirm that the Commercial Building Improvements were
constructed pursuant to the terms of the application approved by the CRA.
8. Within forty-five (45) days after confirmation that the improvements were constructed
pursuant to the terms of the approved application, the Grantee shall be issued a check in the
amount of the grant. However, if the Grantee fails to make the improvements pursuant to the
terms of the approved application, or if the improvements are not completed by July 14,
2021, the grant shall be deemed revoked and Grantee shall not be entitled to funding.
9. This Agreement shall be governed and construed pursuant to the laws of the State of Florida.
10. This Agreement contains the entire agreement of the parties and their representatives and
agents, and incorporated all prior understandings, whether oral or written. No change,
modification or amendment, or any representation, promise or condition, or any waiver, to
this Agreement shall be binding unless in writing and signed by a duly authorized officer of
the party to be charged.
11. This Agreement is personal to Grantee, and may not be assigned or transferred by Grantee or
to Grantee's respective heirs, personal representatives, successors or assigns without the prior
written consent of the CRA.
12. Should the property be transferred , sold, or the Grantee otherwise divested of its interest, or
fail to maintain the improvements during the five-year period following receipt of grant
funds, the CRA must be reimbursed the grant funds.

13. This Agreement shall be recorded in the Public Records of Colfier County, Florida.

enough to put replacement flooring down, and hauling the debris away — broom swept upon
compfetion of work. NOTE: There will be some residue, however, it will be smooth, ff you req
additional grinding to virgin concrete (free of significant residue) there will be an additional charge of uire
$1.00 per square foot.
The majority of flooring removals are typical. Until we start, we often don't know what is under the
flooring material. Materials such as sound barrier, membrane, rubber, cork, PrOflex, other
waterproofing or a significant amount of float or mud bed may be discovered. We will notify you once
we are aware of the additional material_ Removal of that material will be subject to an additional
cost of $1.00 per square foot depending on the type of material found and the additional time it takes
or additional debris created. The majority of the time these materials will as much as double our
removal time and create significant wear on our equipment.
PLUMBING: When starting a removal, we wfil coordinate with the site manager in regards to shutting
off the water to the property. We will use compression caps to stop water flow if there is dripping
after the shut off valve is closed. Please note we do not remove valves. In many cases, valves or
pipes due to age or condition leak. It is always recommended that a plumber is called into any site
Nhere plumbing was cut or moved immediatelyfoilowfng the demolition.
Du5T/1DIiRT: Construction is a dirty business. Our team members will open windows as needed and
urn off the A/C unit, leaving it off while they work to limit the amount of dust in the ducts. Our best
>uggestion is the homeowner or contractor to cover/protect any items that may be impacted or
emove items including furniture from the area completely. Our team's priority is to get the demolition
;ompleted. Please do not think of us as a moving service. Moving a few items back and forth is
formal and is included free of charge,, significant moving of furniture (more than a few minutes) will
icur a charge. We offer plastic and flooring protection at an additional fee when arrangements are
lade in advance. A small amount of protection is included; this should only take a few minutes.
