EXECUTIVE SUMMARY
Recommendation to direct the County Manager to work with the Naples Senior Center (NSC) team
to explore opportunities to locate on public property or other alternative private sites in the county.
OBJECTIVE: To ensure that our seniors have a dedicated facility that meets their needs and is
compatible and complimentary to their neighbors.
CONSIDERATIONS: On June 23, 2020, the Board was scheduled to hear items 9A and 9B regarding
the rezone of a property near a residential area of urban Golden Gate Estates. The proposed rezone
intended to allow a 30,000 square foot senior center adjacent to single family estates lots. The Oakes
Estates neighborhood association is vehemently opposed to this use in their residential neighborhood. The
item was pulled by the applicant perceiving that a super majority of the Board was not ready to approve
that use in the residential neighborhood.
Collectively, I believe we all agree as elected officials and residents of our community that senior services
are a community priority. We recently acquired the Golden Gate golf course and approved a partnership
with a builder to develop housing that is affordable and made senior housing a dedicated portion of that
project. During hurricanes we prioritize adequate shelter space for our seniors. We are also looking at
expanding the Golden Gate library and senior center campus to enhance and expand our senior services.
With the understanding that providing senior services and sheltering seniors is a high priority for this
Board, I would like to recommend that we partner with the NSC to explore other options. We should
make every effort to look at our parks and other County assets and try and incorporate the NSC group
through a public private partnership. By partnering with NSC on a joint project, we can develop a senior
center that not only provides senior services but also could act as a dedicated senior shelter during
hurricanes. This partnership would be looked favorably by grant agencies and could be structured to give
NSC the autonomy they seek.
NSC plans to bring back the agenda items in the fall. Before we hear the proposed rezone again, I would
like to seek concurrence to direct the County Manger or his designee to work with NSC to explore all
options for a different site for this dedicated facility. I think we have nothing to lose in this endeavor and
much to gain. We also owe this effort to the Oakes Estates community.
FISCAL IMPACT: None at this time.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners directs the County Manager to work
with the NSC team to pursue a public private partnership on public property and alternatively explore
other private sites before the proposed rezone comes back to the Board for consideration.

To all it may concern:
In the very near future you will be assembling your submission for a Collier County
Growth Management Plan Amendment and PUD to the County Planning Commission for
their consideration and recommendations to the Board of County Commissioners.
These applications are requesting the Naples Senior Center be granted the right to convert
5 residential lots totaling nearly 14 acres to commercial/institutional zoning allowing
them to construct and operate a 30,000 square foot facility at the comer of Oakes
Boulevard and Autumn Oaks Lane.
A majority of neighborhood residents have indicated in writing their strong opposition to
this change in zoning of these residential lots for the following reasons:
The use planned by the NSC is inconsistent with the character of a residential
neighborhood, especially a semi -rural neighborhood like ours.
Based on the theories the NSC is using to justify the rezone they request, any
property that is adjacent to the subject property could apply for similar zoning
change and increasingly intensive uses.
Our neighborhood association has worked hard over the past 20 years to eliminate
commercial creep into our neighborhood and this would reverse the momentum of
those efforts.
There is no compelling reason that the location NSC has chosen is reasonably
appropriate except that they claim they cannot afford land that is currently zoned
for their purposes. This neighborhood association believes that this view is in
essence a request for our neighborhood to bear the burden of their hope to reduce
the capital expense of their mission. Please see the attached illustration showing
other properties currently for sale and recently sold that have zoning consistent
with the NSC's purposes.
At the N I M held on September 25, 2019, there was overwhelming opposition to
the project with only a handful of supporters.
To date, we have received over 220 Opposition Letters from residents living in
the Oakes Estates Neighborhood yet we have not received a single letter of
support.
We respectfully request that you include this letter in any and all of the materials you
plan on submitting to the Planning Commission and the Board of County Commissioners
as our strong opposition to any change in the zoning of the subject properties for any use
other than Residential Estates Designation.
