EXECUTIVE SUMMARY
Recommendation to authorize the Chairman to sign three (3) applications for facilities impacted by
Hurricane Irma to the State Department of Economic Opportunity for competitive Community
Development Block Grant - Disaster Recovery funding in the amount of $2,499,298.38.
OBJECTIVE: To obtain Community Development Block Grant-Disaster Recovery (CDBG-DR) funds
for projects impacted by Hurricane Irma.
CONSIDERATIONS: In response to presidentially declared disasters, Congress may appropriate
additional funding for the Community Development Block Grant (CDBG) program as Disaster Recovery
grants to rebuild the impacted areas and provide crucial seed money to start the recovery process. In
response to Hurricane Irma, the U.S. Department of Housing and Urban Development (HUD) provided
federal funding to the State of Florida for declared disaster making funds available for necessary expenses
related to disaster relief, long-term recovery, restoration of infrastructure and housing, and economic
revitalization in areas affected by Irma.
On March 28, 2020, the Florida Department of Economic Opportunity announced the second round of
CDBG-DR funding. The total state allocation available is $100 million. The state is required to allocate
no less than fifty percent (50%) of the funding to the most impacted counties affected by Hurricane Irma.
Collier County qualifies as one of the fifteen (15) most impacted and distressed counties. Competitive
grant applications are due on June 30, 2020.
CDBG-DR projects must meet the National Objective of benefiting low to moderate-income persons
(LMI). CDBG-DR funding is subject to Federal requirements including the Uniform Relocation Act
(URA), Davis-Bacon, Section 3, 2 CFR Part 200, and Limited English Proficiency. Also, CDBG-DR
funding is subject to the Stafford Act’s provision prohibiting duplication of benefits. No one can receive
CDBG-DR funding for losses that have already been paid by insurance or another funding source. This
means that projects cannot have received insurance or Hazard Mitigation Funding. CDBG-DR funding
does not require a match and is one-hundred percent (100%) federally funded.
The three (3) proposed projects were advertised in the Naples Daily News on May 28, 2020. A public
meeting with invited local jurisdictions, public agencies, health care organizations, and the Seminole
Tribe was held on June 1, 2020. There were no public comments received and no other municipalities,
public agencies, tribes, or healthcare organizations expressed an interest in applying for funds.

Greenhouse and Storage Facility an integral role in teaching self-sufficiency
and sustainability. Without these structures, it
is impossible for the extension office to fulfill
all aspects of its mission.
FISCAL IMPACT: This item seeks authorization to submit three (3) CDBG-DR grant applications with
a total project value of $2,499,298.38. CDBG-DR funding does not require a match and is one hundred
percent (100%) federally funded. If any of these projects are selected for funding by DEO, Grant award
agreements and Budget Amendments will be brought to the Board of County Commissioners (Board) at a
future date. The CHS Division is eligible for five percent (5%) administration fee for each funded
project.
LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires a majority
vote for approval. -JAB
GROWTH MANAGEMENT IMPACT: Award and implementation of these grants will further some
Goals, Objectives, and Policies of the Growth Management Plan.
RECOMMENDATION: To authorize the Chairman to sign the three (3) applications to the State
Department of Economic Opportunity for competitive Community Development Block Disaster Recovery
funding in the amount of $2,499,298.38.
