EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment for an additional FY 2019/2020 SHIP
program allocation of $104,264 and FY 2019/2020 Program Income of $82,006.64, and authorize an
extension of FY 2017/2018 funding from June 30, 2020 to December 30, 2020.
OBJECTIVE: To support housing affordability in Collier County.
CONSIDERATIONS: The State Housing Initiatives Partnership Program (SHIP), created by the passage
of the 1992 William E. Sadowski Affordable Housing Act, provides funding to local communities to
promote and advance affordable housing initiatives. Funds are generated through documentary stamp tax
on real estate transactions. Under the SHIP Local Housing Assistance Plan (LHAP) eligible strategies
serve as a guideline for the use of all SHIP funds. Collier County and the City of Naples receive funds
from the State of Florida through the Florida Housing Finance Corporation (FHFC) to undertake eligible
strategies.
To prevent a disruption in service, on June 11, 2019 (Agenda Item #16D8), the Board of County
Commissioners (Board) approved an estimated award in SHIP funding. These funds are to be used to
implement SHIP Program strategies outlined in the 2019/2022 LHAP that was approved by the Board on
April 23, 2019 (Agenda Item #16D1).
On September 10, 2019 (Agenda Item #16D13) the Board approved an increase in SHIP funding of $261,
as the actual allocation was for $599,931.
For State Fiscal Year 2019/2020, Collier County has been awarded an additional $104,264 for a total
award of $704,195.

On April 13, 2020, FHFC approved the Community and Human Services’s request to continue to expend
FY 2017/2018 funds through December 30, 2020. FHFC does not require the Board Chairman to sign a
document for the extension to take effect. FHFC’s approval is attached as back-up to this Item.
FISCAL IMPACT: The Budget Amendment recognizes actual grant revenue of $104,264 that will be
available from the Florida Housing Finance Corporation, of which ten percent (10%) will be used as
Administrative funds and $82,006.64 in 2019/2020 program income of which five percent (5%) will be
used as Administrative funds. All funds will be available in SHIP Grant Fund (791), 33613. The proposed
action does not have an impact on the General Fund.
LEGAL CONSIDERATIONS: No legal issues are raised by this Item which is ready for Board action.

GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.

Extension Request for Expenditure of SHIP Funds for Fiscal Year 2017/2018
The Florida Housing Finance Corporation is in receipt of your correspondence dated April 9, 2020
requesting an extension of the expenditure deadline for the SHIP Program for Fiscal Year 2017/2018.
According to Rule 67‐37, which governs the SHIP program, exceptions to the timeframe, are allowable
under certain conditions, as detailed below:
The funds deposited to the local housing assistance trust fund must be spent within twenty‐four months
from the end of the applicable State fiscal year. Exceptions to this time frame must be approved by
Florida Housing Finance Corporation SHIP Program Administrator or a majority vote of the Review
Committee on a case‐by‐case basis. Exceptions will only be granted for good cause. Examples of good
cause are natural disasters, requirements of other State agencies, adverse market conditions, and
unavoidable development delays. Adequate documentation detailing the reasons for the requested
extension as well as a timeline for completing the expenditure of funds must be submitted to the
Corporation before an extension will be granted, e.g., project status, work plan and completion
schedule, commitment of funds, etc. The Corporation may require a local government requesting an
expenditure extension to receive technical assistance through the Catalyst program to evaluate the
need for an extension.
Florida Housing believes that your current situation warrants an extension based on the reasons
presented in your correspondence. Therefore, your deadline to expend funds for the 2017/2018 fiscal
year is extended by six (6) months. The new deadline is December 31, 2020. We do stipulate, however,
as a part of this extension, when requested, the County provide the Corporation a written update
outlining the status of the current spending.
Please keep in mind that you are still required to submit an annual report by September 15, 2020.
The Corporation commends your continuing efforts to benefit the citizens of Florida through the SHIP
Program. If we can be of assistance to you in the administration of your SHIP Program, please don' t
hesitate to contact us.
