EXECUTIVE SUMMARY
Recommendation to approve the selection committee’s ranking and authorize staff to enter into
contract negotiations with Kaufman Lynn Construction, Inc., for a contract related to Invitation
for Qualification (“IFQ”) No. 20-7754-ST, “Construction Manager at Risk (“CMAR”) for the
Heritage Bay Government Center.”
OBJECTIVE: To retain a firm to provide CMAR professional services for the Heritage Bay
Government Center to obtain a high level of schedule and cost control for the project.
CONSIDERATION: On April 22, 2020, the Procurement Services Division released IFQ No. 20-7754-
ST, “CMAR for Heritage Bay Government Center,” to 28,961 contractors. Interested contractors viewed
one hundred fifty-one (151) solicitation packages, and the County received ten responsive and responsible
proposals by the May 22, 2020 deadline, with one “No Bid” from SDP, Inc. d/b/a SDP Consultants Corp.
A selection committee met on June 8, 2020, scored each of the ten proposals and shortlisted the following
top four contractors for oral presentations:
• Owen-Ames-Kimball Company
• DeAngelis Diamond Construction
• Kaufman Lynn Construction, Inc.
• Manhattan Construction Company
On June 12, 2020, the selection committee reconvened, heard oral presentations from those four
contractors and reached a final ranking as noted below.

Staff is recommending authority to begin contract negotiation with the highest ranked firm, Kaufman
Lynn Construction, Inc.
Subject to the Board’s approval of staff’s recommendation, and consistent with the terms of the
solicitation and Florida Statutes Section 287.055, staff will bring a negotiated contract back to the Board
for approval at a subsequent meeting. If a proposed agreement cannot be reached with the highest ranked
firm, staff will continue negotiations with the remaining firms in ranked order.
FISCAL IMPACT: Phase 1 (Government Service Center) of this project is funded by the Collier
County Tax Collector’s Office and the related contract for that portion of the work will be negotiated
separately between the Tax Collector and the contractor. Phase 2 (EMS Station) of the project has
secured funding through the infrastructure sales tax program and will be funded by Pro ject 55211 in
accordance with the previously approved FY 2020 budget.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.-SRT
RECOMMENDATION: Recommendation to approve the selection committee’s ranking and authorize
staff to enter into negotiations with the number one ranked firm, Kaufman Lynn Construction, Inc., for a
contract related to Invitation for Qualifications No. 20-7754-ST, “Construction Manager at Risk
(CMAR),” for the Heritage Bay Government Center,” and if staff is unable to reach a proposed agreement
with Kaufmann Lynn Construction, Inc., it will continue negotiating with the remaining firms in ranked
order, so that an agreement can be brought back to the Board at a subsequent meeting.

INTRODUCTION
The Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this
Construction Manager at Risk (CMAR) Invitation for Qualifications (IFQ) Solicitation (hereinafter, “CMAR IFQ”) with the intent
of obtaining proposals from interested and qualified Construction Managers in accordance with the terms, conditions and
specifications stated or attached. The Contractor, at a minimum, must achieve the requirements of the Qualifications,
Specifications, or Scope of Work stated.
BACKGROUND
Collier County is pursuing the development of a Government Center within the Heritage Bay PUD to support the growing
population of the County.
The project will be constructed on 6.33 Acres of Collier County Owned property located approximately one quarter mile north of
the intersection of 951 and Immokalee Road and immediately north of the Naples Community Hospital (NCH) Northeast Facility
and west of Heritage Bay Vistas (see Attachment A: Location Map).
The Project is driven by three main factors. First, extensive master space planning at the County level determined that a government
services center at this location would better serve the growing population. Next, long term planning involves locating facili ties
further north and east to relocate, over time, away from flood prone and high hazards areas along the coast. Additionally, the Collier
County Emergency Medical Services (EMS) Division has identified a need for an additional operation at this location to prov ide
timely emergency medical services to citizens of Collier County.
This space planning study done in conjunction with Stantec identified several potential facilities that could be located on t he
property based on the identified needs of Collier County G overnment and various constitutional offices.
Following the space planning study, Collier County requested a report that included conceptual site plans to determine acreag e and
general sizing needs. The conceptual plans and cost estimates were used to de velop the budget and preliminary project concept.
It is important to note that the concept plans and space planning document should only be used for a base understanding of th e
Project. Currently, the design team is working to re-evaluate the needs identified in the report, solicit feedback from various
stakeholders and create an updated concept plan and phasing recommendations that will be used to guide the Project through th e
rest of design and construction.
The County is interested in pursuing the project in four (4) phases as shown below:

Phase 4: Parking Structure
A key component of this project relates to the schedule. The selected CMAR firm w ill be expected to complete their work in an
expeditious manner in order to meet the goals of the project.
As shown in the space planning study, the Collier County Tax Collector’s Office is the majority stakeholder in the Government
Services Center. They intend to move into the Phase 1 Building in June 2021 at the expiration of their current lease agreement. All
project tasks shall be planned and completed on a timeline that facilitates this move -in date.
The CMAR shall work closely with the design team and authorities having jurisdiction on permitting efforts to facilitate the
quickest start of the site’s physical development and Phase 1 and 2 construction. Collier County fully expects the Constructi on
Manager to work with the design team and employ all creative methods necessary to move the project forward to an on time and
successful opening of the Government Services Center and each subsequent phase.
Collier County EMS has historically utilized a protype design, modified and updated over several years, to construct new stand-
alone EMS stations. The design team will be matching the layout and function of our previous EMS stations for this project. T he
most recent iteration of this prototype is EMS Station 25 at Hacienda Lakes, Permit Number PRBD201901005 04.
Phase 3 and 4 have been planned only at the conceptual level and include the design and construction of a Collier County
Government Building up to five stories tall and a potential parking structure to accommodate the parking needs of the overall
Government Center.
Our intentions for these phases remain subject to the programming effort that will be facilitated by the design team and may
ultimately include the design and construction of any facility type that best serves the needs of the County and maximizes the use of
the project site.
The project will be constructed in phases but it is the County’s intent that the CMAR will work with the County and design te am
running overlapping phases so that as a phase is going through a Board approved guarante ed maximum price (GMP) contract
amendment, the subsequent phase will follow quickly to meet the project timeline until the entire Project is completed.
This request for construction management services will result in an award for the Preconstruction Phase with the option of adding
the Construction Phase Services. The Construction Manager will be expected to work with the Design Team through the design
phase in order to develop the best construction design for the most efficient installation.
The chosen Construction Management firm must be creative, understand value design/engineering, and excel at proactive project
management and detailed project accounting. The Project will be constructed in phases as outlined below. It is the County’s i ntent
that the Construction Management firm will work with the Design Team to run overlapping designs so that as a phase is going
through a Board approved guaranteed maximum price (GMP) contract amendment, progress on the subsequent phase will continue
and to ensure progress on all aspects of the project. The phasing will be used for cost containment/management while also working
expediently to construct the overall site and multiple building as soon as practicable.
TERM OF CONTRACT
County reserves the right to modify this scope during negotiations for budgetary reasons.
The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approv al
of the final payment.
Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
The Construction Manager’s work may commence with pre -construction services phase as a part of the comprehensive
Construction Manager at Risk contract. Pre-construction services are included with the Construction Manager’s responsibilities
with the design phase of the Project. Prior to commencing construction of the Project, the Construction Manager will assume the
risk of delivering the Project through a GMP contract amendment. The Construction Manager will be responsible for construction
means and methods and will be required to solicit bids from qualified subcontractors to perform the work. During the construc tion
phase, the Construction Manager shall be solely responsible for performance of the Project and shall function in the role of an
independent General Contractor. That role may include, but not be limited to, the following during each Phase as indicated be low.
It is anticipated that Collier County will enter into a comprehensive agreement for services with the selected firm to provide the
following services:

1. The selected Construction Manager will participate in design reviews as the Consultant produces progress sets of plans and
specifications. Pre-construction services shall be compensated on a time and material basis utilizing a negotiated fee schedule and
negotiated “not-to-exceed” price. Negotiations of the fee schedule shall be based initially upon the rate schedule to be submitted by
the proposer in the negotiation process.
2. The cost of materials and services during the construction phase will be compensated based on a Guaranteed Maximum Price
to be negotiated by the County, or the County’s designee, and Construction Manager following substantial completion of design
plans and specifications prepared by the Consultant.
1.1 Pre-Construction Phase:
(From award through design and engineering and concluding with the acceptance of the GMP as evidenced by
execution of amendment to the agreement for the Construction Phase).
Pre-construction services by the Construction Manager (CM) may include, but may not be limited to the
following:
• Provide detailed cost estimating and knowledge of marketplace conditions.
• Provide project planning and scheduling for both design and construction phases.
• Provide for construction phasing and scheduling that will minimize interruption to site operations and
by means of a comprehensive logistics plan.
• Provide a site utilization plan for all construction activities.
• Develop a scheduling process as requested by the County.
• Provide preliminary and detailed scheduling analysis as needed throughout the Project.
• Provide a Schedule of Values prior to finalization of the GMP including identifying prospective
subcontractors, suppliers and sub-trades acceptable to the County.
• Provide recommendations on sub-contractors, materials, and amenities at the facility.
• Provide alternate systems evaluation and constructability studies.
• Advise the Project Team of ways to gain efficiencies in project delivery and reduce overall delivery
time.
• Provide long-lead procurement recommendations and identify items that have the potential to be
procured by the County.
• The Project will be an open book. All savings, including unused Owner’s Allowance, shall be returned
to the County. The CM shall competitively select all construction subcontracts and other work
appropriate for the competitive selection using cost and other factors.
• Provide copies of bids and quotations solicited from prospective subcontractors, suppliers and sub-
trades.
Note: The County will decide for when the Construction Manager will procure a minimum of three (3) bids
or demonstrate a good faith effort acceptable to the County that demonstrates attempts to obtain three (3)
bids.
• Single source or sole source recommended procurements shall be preapproved by the County.
• Participate in regularly-scheduled project coordination meetings throughout the design phase of the
Project.
• Participate in constructability reviews throughout the design phase of Project.
• Assist in the permitting processes. Collier County will pay for all required permit fees.
• Provide value engineering throughout Project.
• Continually evaluate quality, safety, and environmental factors. Develop requirements for safety,
quality assurance, and schedule adherence.

• Advise County regarding green building materials and methods, as well as recommendations for
building life span and efficient operations.
• Review final plans and specification for completeness and ADA compliance.
• Provide estimating throughout the Project and as listed below.
• Submit an estimated cost review and detailed by line item budget at the following stages or phases:
• At completion of the Design Development Phase 30%.
• At completion of 60% of the Construction Documents Phase.
• At completion of 90% of the Construction Documents Phase.
• At completion of 100% of the Construction Documents Phase.
• Submit GMP for review and negotiation
• Review all drawings, specifications and documents to ensure coordination between disciplines. Identify
constructability needs that may have an impact on Final Guaranteed Maximum Price (G.M.P).
• Establish, implement and maintain quality control standards.
• Review and analyze long lead items and impact on design and construction schedules. Develop a
‘critical path schedule’ at each stage of the design.
• The CM shall make a genuine effort to stimulate interest in the PROJECT and maximize participation
of potential qualified subcontractors in the selection process with emphasis placed on recruiting and
using local, small and/or minority businesses.
• The CM shall monitor conditions in the construction market to identify factors that will or may affect
costs and time for completing the PROJECT; and make analysis as necessary to (i) determine and
report on availability of labor, materials, equipment, potential subcontractors and possible impact of
any shortages or surpluses of labor or material, and (ii) in light of such determination, make
recommendations and take action as may be appropriate with respect to long lead procurement,
separation of construction into subcontractor packages, sequencing of work, use of alternative
materials, equipment or methods, other economies in design or construction and other matters that will
promote cost savings and completion within the schedule time.
1.2 Construction Phase:
(Commencing after the preconstruction Phase)
Construction services by the Construction Manager may include, but may not be limited to the following:
• The County shall pay for all permits. The CM shall pull the Building Permit and shall be responsible
for delivering and posting the Building Permit at the Project Site prior to the commencement of
construction. The County and Consultant shall fully cooperate with the CM when and where
necessary.
• All projects require detailed code compliance inspection during construction in disciplines determined
by the Permitting Authority. These disciplines normally include, but are not necessarily limited to,
structural, mechanical, electrical, plumbing, and general building. The CM shall notify the appropriate
inspector(s) and the County, no less than 24 hours in advance that the work is ready for inspection and
before the work is covered up. All inspection shall be made for conformance with the applicable
ordinances and building codes. Costs for all re-inspections of work found defective and subsequently
repaired shall not be included as Project costs and shall be borne by the CM or as provided in the
contract between CM and subcontractor.
• The CM shall maintain sufficient off-site support staff and competent full-time staff at the Project Site
authorized to act on behalf of the CM to coordinate, inspect and provide general direction of the work
and progress of the subcontractors and the CM shall provide no less than those personnel during the
respective phases of construction. The CM shall not change any of those persons unless mutually

agreed to by the County and CM. In such case, the County shall have the right to approval of the
qualifications of the replacement personnel. The County shall have the right to request to replace the
staff at the Project site at any time during the construction.
• The CM shall continue to provide current scheduling information and provide direction and
coordination regarding beginning and finishing dates, responsibilities for performance and the
relationships of the CMAR's work to the work of its subcontractors and suppliers to enable them to
perform their respective tasks so that the development of construction progresses in a smooth and
efficient manner in conformance with the overall Project Schedule. The Project Schedule shall include
all phases of procurement, approval of shop drawings, change orders in progress, schedules for change
orders, and performance testing requirements.
• The CM shall hold job-site meetings at least biweekly with the Construction Team, or more frequently
as required by work progress, to review progress, discuss problems and their solutions and coordinate
future work with all subcontractors. The CM shall prepare and maintain a record of such meetings and
distribute copies as necessary.
• If directed by the County, the CM shall review the design for the purpose of identifying major
equipment and/or material purchases that may be advantageous for the County to purchase directly
from suppliers as a tax cost saving measure. Once items have been identified and quantified by the
CM, and approved by the County for direct purchase, the County will issue purchase orders and
process payment for invoices approved by the CM. The CM shall prepare and be responsible for all
quantities, descriptions, specifications, guarantees, payment schedules, etc., and all other required
information to be included in the County issued purchase order.
• The CM shall maintain files that adequately support the competitive solicitation process chosen and
followed by the CM. At minimum, the CM shall provide to the County assigned Project Manager a
summary bid tabulation depicting all bids received broken down by discipline and clear indication of
the selected sub-contractor(s). Should the CM not select the lowest bidder in any instance, a written
description as to why the lowest bidder was not selected must be provided within the bid tabulation
summary.
• The CM shall develop and maintain a program acceptable to the County to assure quality control of the
construction. The CM shall be responsible for and supervise the work of all subcontractors, providing
instructions to each when their work does not conform to the requirements of the Project Plans and
Specifications and the CM shall continue to coordinate the work of each subcontractor to ensure that
corrections are made in a timely manner so as to not affect the efficient progress of the work. Should a
disagreement occur between the CM and the Design Consultant over the acceptability of the work, the
County, at its sole discretion and in addition to any other remedies provided herein, shall have the right
to determine acceptability.
▪ Prepare the overall project schedule and provide periodic detailed updates.
▪ Participate in regularly-scheduled project coordination meetings.
• Serve as the general contractor during construction. Maintain sufficient on-site staff for the duration of
the Project.
• Coordinate with the County, other agencies, utility companies, and other parties as necessary.
• Obtain County approval on all formats and reporting structures.
• Provide long-lead procurement recommendations and, subject to the County’s authorization, initiate
procurement of long-lead items.
• Identify items that have the potential to be procured by the County.
• Arrange for procurement of materials and equipment.
• Schedule and manage site operations.

• Prepare, bid, and award bid packages for labor and materials, and manage the resultant
subcontracts/purchase orders.
• Provide quality controls.
• Bond and insure the construction.
• Comply with all federal, state and local permitting requirements.
• Address and resolve Project Team issues.
• Maintain a safe work site for all project participants.
• Maintain a system for review and approvals of shop drawings.
• Develop, maintain and record all construction documentation. Work with engineer/architect to deve lop
record drawing. Coordinate post-completion activities, including the assembly of guarantees, manuals,
closeout documents, training, and final acceptance.
• Provide a billing system acceptable to the County for invoicing and payment approval process.
Incorporate cost control and accounting systems, acceptable to the County and Clerk of Courts – who
processes all of the County’s accounts payables, to be maintained throughout construction.
• Job Site Requirements. The CM shall provide each of the following activities as a part of its services
hereunder:
o Maintain a log of daily activities, including manpower records, weather, delays, major decisions,
etc.
o Maintain a roster of companies on the PROJECT with names and telephone numbers of key
personnel.
o Establish and enforce job rules governing parking, clean-up, use of facilities and work discipline.
o Provide labor relationships management and equal opportunity employment for a harmonious
productive PROJECT.
o Provide and administer a safety program for the PROJECT to meet OSHA requirements. Monitor
for subcontractor compliance without relieving them of responsibilities to perform work in
accordance with best acceptable practice.
o Provide quality control program.
o Provide miscellaneous office supplies that support the construction efforts which are consumed by
its own forces.
o Provide for travel to and from its home office to the Project Site and to those other places within
County as required by the PROJECT.
• Warranty and Warranty period:
o Coordinate and monitor the resolution of remaining “punch-list” items.
o Coordinate the 11-month walk-through warranty inspection with the County
o Coordinate, monitor and resolve all warranty complaints to the satisfaction of the County during
the one-year general warranty period.
CONSTRUCTION MANAGER AT RISK (CMAR) PROCESS
1.3 The selection process will involve a two-step proposal review to minimize Proposers’ costs in preparing initial
qualification proposals and expediting the review process. The Proposers will initially s ubmit a qualifications proposal
which will be scored based on the criteria in the Scoring Criteria for Development of Shortlist, which will be the basis for
short-listing no less than three (3) firms.
The Proposers will need to meet the minimum requirements outlined herein in or der for their proposal to be evaluated and
scored by the COUNTY. The COUNTY will then issue an invitation for oral presentations (Step 2) to at least the top three
short-listed firms and produce a final ranking for approval by the Board of County Commissioners (BCC). Upon approval
by the BCC, the County will enter into negotiations with the top ranked firm(s) to establish cost for the services needed.
With successful negotiations, a contract will be developed with the selected firm, based on the negotiated price and
technical components. The COUNTY plans to include an Owner’s Allowance in the contract for items such as changes in
scope and permit acquisition. The Owners’ Allowance will be used only at the County’s direction. The negotiated contract
will then be brought before the Board of County Commissioners for approval and aw ard of contract at a Board of County
Commission Meeting.

Contact with County Staff including Commissioners and/or Selection Committee members: Upon advertisement of this
CMAR IFQ, Proposers responding to this CMAR IFQ and members of their team, are prohibited from contacting
Commissioners, members of County Staff or Selection Committee Members (including advisory members) regarding the
submittals for this project prior to presentation of a recommendation to the Board o f County Commissioners (except as
may be necessary for contract negotiation purposes). All inquiries shall be directed to the Procurement Strategist or
Procurement Director or her designated representative.
1.4 The COUNTY will use a Selection Committee in the Construction Manager at Risk Invitation for Qualifications (CMAR
IFQ) selection process.
1.5 The intent of the Step 1 scoring of the qualification-based proposal is for Proposer to indicate their interest, relevant
experience, financial capability, staffing and organizational structure.
1.6 Based upon a review of these qualification proposals, the short-listed firms will be requested to submit Step 2, to make oral
presentations.
1.7 The scores from the CMAR-IFQ - Step 1 used for short-listing for this Project will not be carried forward for the Step 2 of
this selection process.
1.8 The intent of the Step 2 oral presentations is to provide the firms with a venue where they can conduct discussions wi th the
Selection Committee to clarify questions and concerns before providing a final rank.
1.9 After review of the Step 2 oral presentations, the COUNTY will rank the Proposers based on the discussion and clarifying
questions on their approach and related criteria, and then negotiate in good faith an Agreement with the top ranked
Proposer.
1.10 If, in the sole judgment of the COUNTY, a contract cannot be successfully negotiated with the top -ranked firm,
negotiations with that firm will be formally terminated and negotiations shall begin with the firm ranked second. If a
contract cannot be successfully negotiated with the firm ranked second, negotiations with that firm will be formally
terminated and negotiations shall begin with the third ranked firm, and so on. The COUNTY reserves the right to
negotiate any element of the proposals in the best interest of the COUNTY.
SCORING CRITERIA FOR DEVELOPMENT OF SHORTLIST:
For the development of a shortlist, this evaluation criteria will be utilized by the COUNTY’S Selection Committee to score each
proposal. Proposers are encouraged to keep their proposals concise and to include a minimum of marke ting materials. Proposals
must address the following criteria:

Tie Breaker: In the event of a tie at final ranking, award shall be made to the proposer with the lower volume of work
previously awarded by the County. Volume of work shall be calculated based upon total dollars paid to the proposer in the
twenty-four (24) months prior to the CMAR IFQ submittal deadline. Payment information will be retrieved from the
County’s financial system of record. The tie breaking procedure is only applied in the final ranking step of the selection
process. In the event a tie still exists, selection will be determined based on random selection by the Procurement Services
Director before at least three (3) witnesses.

EVALUATION CRITERIA NO. 1: ABILITY OF PROFESSIONAL PERSONNEL (25 Total Points Available)
1a. This criterion measures the ability of Proposer’s team personnel as shown by their level of experience on projects of
similar type, size and complexity. This criterion measures how well the team is staffed to address all facets of the project.
It measures how well the team is organized to deliver the project for the COUNTY. Preference will be given to teams with
knowledge and experience with local construction and regulatory conditions and who demonstrate a strong commitment to
team collaboration proximate to the project site. Preference will also be given to teams (both individual within the teams
and the companies making up the team) that have worked together on successful delivery of similar projects. It measures

the overall level of the team’s qualifications to successfully complete the project.
1b. Describe the organizations corporate structure, divisions, principals and corporate leadership, hierarchy, key personnel
by position, and job responsibilities. Indicate the office location in which the project will be managed from.
1c. Describe the proposed Project team. Provide resumes and history with the Proposer, as well as career history elsewhere
including dates of employment. Provide qualifications, relevant experience, and resumes for the Construction Manager and
all key staff to be assigned to this project. Id entify roles of project Executive/Director, Preconstruction Manager, Project
Manager, and General Superintendent. Identify the longevity of employment of key staff of the Proposer. All personnel
assigned to the project by the proposer shall not be reassign ed to other projects without the prior written approval of
Collier County.
a). Indicate Project Manager’s experience in construction management at risk of (Multi-Use Business Park or
similar) type and similar types of projects.
b). Indicate Project Superintendent’s experience in similar project supervision. The superintendent shall be
assigned to this project full-time and be on-site during all construction.
c). Indicate any Project on-site staff specializing in support of the technical requirements of the Project.
c). Indicate qualified office support staff and equipment sufficient for project support and execution.
EVALUATION CRITERIA NO. 2: CERTIFIED MINORITY BUSINESS ENTERPRISE (5 Total Points
Available)
Submit certification with the Florida Department of Management Service, Office of Supplier Diversity as a Certified
Minority Business Enterprise.
EVALUATION CRITERIA NO. 3: PAST PERFORMANCE (25 Total Points Available)
3a. This criterion measures the Proposer’s past experience with projects of comparable nature, similar in size, type,
duration and complexity as this project along with evidence of satisfactory completion, both in time and with in budget, for
the past TEN (10) years. The Proposer’s team will be evaluated on past services provided for projects of similar nature -
(Multi-Use Business Park or similar) projects of the size and scope of this project, including the experience the team
members proposed on this project have together on the previous projects presented. Experience with all elements of the
project scope as generally described herein will be evaluated, with specific emphasis on experience addressing the
technical, community and project delivery categories. The Proposer’s team’s minimization of change orders will be an
important consideration. Preference will be given to similar services constructed within the last 5 years in proximity to the
proposed project.
The Proposer shall indicate successful Construction Manager at Risk experience with (Multi-Use Business Park or similar)
projects of similar size and scope. The Proposer shall furnish a list of representative projects, with a minimum of three (3)
having been performed for public owners. The list shall include, as a minimum, the following information for each project
listed:
a. Nature of the proposing entity (e.g., corporation, partnership, sole owner, joint venture, etc.)
b. The address and location of the office responsible for provision of the majority of services for the project.
c. Name, address, telephone number and contact person where construction management services have been
provided. Contact persons shall include project manager and department head.
d. A description of the project.
e. The role of the Proposer.
f. The original and final contract amounts for the project.
g. The project fee and the original and final contingency amounts.
h. The original and actual time of completion.
i. The specific safety record (number of lost workdays/total workdays worked or similar) for the projects listed.
j. A list of trades self-performed and percentage of overall project construction cost that was self -performed.
k. Examples of experience in providing engineering review services that are applicable to the design being
undertaken by the project.
3b. The County requests that the Proposer submits no fewer than five (5) and no more than ten (10) completed
reference forms from clients whose projects are of a similar nature to this solicitation completed within ten (10)
years as a part of their proposal. References to include no more than one Collier County project. Provide
information on the projects completed by the Proposer that best represent projects of similar size, scope and complexity of
this project using form provided in Attachment A – Form 5. Proposer may include two (2) additional pages for each
project to illustrate aspects of the completed project that provides the selection committee information to assess the

4a. Written overview of the Proposer team’s resources available to complete the services requested in the schedule
outlined in the scope of services. Describe the project approach to deliver successful pre-construction services to (Multi-
Use Business Park or similar) type and similar projects. Include topics such as cost estimating, value engineering,
scheduling, best practices, BIM Modeling, constructability review, permitting and bidding. Describe the Proposer’s quality
assurance, safety and closeout programs. The Proposer should illustrate to the COUNTY how they propose to approach the
project and assemble the resources to meet each phase and each major element of the project. (Limit response to 3 pages)
4b. Describe the Proposers approach to deliver successful Construction Management services. Include topics such as
coordinating and constructing (describe type of project and aspects of project critical to successful completion as required
by Division). (Limit response to 2 pages)
4c. Describe Proposers subcontractor management and outreach plan. Describe Proposers approach for competitively
administering and evaluating bid packages. Identify a list of potential subcontractors within the major trades that have a
successful long-term business relationship with the Proposer. Identify specialty trades and list subcontractors specifically
and technically critical to the success of this project. Briefly describe each subcontractor’s qualifications, experience and
past teamwork with the Proposer. (Limit response to 2 pages + listing of trade subcontractors that may be considered)
4d. A conceptual level schedule should be included as a separate page to illustrate concepts of design and permitting time,
sequencing of the major elements. (Limit schedule to 1 page, 11” x 17” page size and 40 activities maximum)
4e. Written overview of Proposer team’s concept and approach to managing the overall cost of the project. (Limit response
to 5 pages). Include in the 5-page response specific information on past project performance that demonstrates the
Proposer’s ability to meet the County’s budgets including change order history on similar projects.
EVALUATION CRITERIA NO. 5: RECENT, CURRENT, AND PROJECTED WORKLOADS OF THE FIRM

5a. This criterion measures the team’s proposed resources for the project and their availability to complete all elements of
this project with regards to the closeout of recent work, current workload, and projected projects that could impact the
completion of this project. List all completed and currently active projects that the Proposer has managed/is managing
within the past five (5) years.
5b. In addition, list all projected projects that Proposer will be working on. Projected projects will be defined as project(s)
that the Proposer has been awarded, but the Notice to Proceed has not been issued , and any future commitments. Identify
any project that the Proposer worked on concurrently. Describe Proposer’s approach in managing these projects. Were
there, or will there be, any challenges for any of the listed projects. If so, describe how the Proposer dealt, or will deal,
with the projects’ challenges.
EVALUATION CRITERIA NO. 6: FINANCIAL STRENGTH AND LIABILITIES OF THE FIRM

6a. Provide audited financial statements for the last three years, current credit rating, current net worth, leverage,
profitability in relation to size, liquidity and overall financial stability. Any claim of confidentiality on financial
statements should be asserted at the time of submittal. The Proposer’s failure to provide the information as instructed may
lead to the information becoming public.
6b. All Proposers and key firms of the Proposer’s teams shall disclose and provide a written explanation regarding any and
all construction-related litigation, major disputes, contract defaults, and/or liens within the last 5 years, even if the provider
considers that such may have little or no significance to County.
6c. The Proposer shall provide a summary of bonding value capacity, single project bonding value limits, value of current
bond commitments, and current available bonding capacity. The Proposer shall also identify the Proposer’s history of any
and all Notice to Cure and/or Demand Notice on Performance and/or Payment Bonds.
6d. If the Proposer is a joint venture, the above information provided should encompass the joint venture and each of the
entities forming the joint venture.

OFFICE/GARAGE TEAM: The team chosen for this center (Matt

parking garages. They are currently working on JM Family Enterprises
Office and Garage, one of the largest office campuses in South Florida

K. ENGINEERING REVIEW SERVICES
The project included the relocation of a storm water canal which
encroached on the east side of the building footprint. The design
envisioned creating a 500-foot long, 8’x7’ culvert along the north
and west side of the property which would connect to the existing
canal on the west side. The culvert design included two drainage
collection structures on the northwest and northeast side of the
system (Special Structure 4 and 3 respectively.) Special Structure
3 was designed to collect water from pipes that ran underneath
Sample Road, connecting the site’s storm water canal to the off site
system. The precast panels for the ground floor of the city hall had
a 3-month lead time and the schedule anticipated that during this
time, the site would be cleared, the culvert built and the foundations
poured. However, when we started excavation for the culvert, we
discovered that the pipes which Special Structure 3 was supposed to
tie into were not at the location nor of the size indicated on the plans
the civil engineer had used to design the structure. This halted the
construction of the culvert on the north end of the site as the civil
engineer had to redesign the collection structure, which was a two-
months process.
Since we were required to maintain water flow at the same output
throughout construction, which meant that the canal could not be
infilled until the alternate flow was established, this unforeseen
condition threatened to delay start of the structure. Instead, working
closely with the Sunshine Water District, the team devised a phased
building plan, reshaping the canal on the east side of the site,
creating a temporary canal and filling in portions of the old canal, so
that the construction of building foundations could be completed on
time.

working with FEMA on a grant for hurricane hardening. This
facility was initially designed to withstand 185 MPH winds, but
was increased to withstand a 192 MPH wind event and will serve

The City project required the removal of 120,000 sf. of existing
roofing materials and roof decking materials as part of the
“Building Hardening” or Hurricane Shelter standards. We
sequenced the activities to allow us to phase the removal and
replacement of the metal decking and roofing which then allowed
the commencement of interior activities that were on the critical
path of our schedule. By working south to north in phased
construction we were able to maintain our monthly schedule
milestones. The key to this phased scheduling was the input,
coordination and cooperation of the sub contractors and the
skilled execution by our superintendent and project manager.

Knowing from the beginning that the project had to be completed
by October 2017, the team decided to pull separate permits
for demolition, foundation, structural/shell, interior and site.
This fast track approach, where construction started prior to
the completion of the design, required the entire team to be
committed to the schedule for a “just-in-time” design and speedy
buy-out of scope.
For example, the interior drawings were completed two weeks
before the team was scheduled to pour the slab on the second
floor - just in time to coordinate in slab rough. In some cases,
the speed with which construction occurred meant that certain
design decisions were made in a design assist with selected
trade contractors. This was the case with the ductwork plan. The
structure was designed and material released before MEP was
calculated, so the mechanical contractor devised a plan to marry
the mechanical requirements with the structural components
while also considering optics, since the ductwork would be
exposed in various areas throughout the building. Strategically
located openings were incorporated into the structural steel
beams to allow maximum ceiling heights through the office
space.

This building was designed as an emergency operation center
and 911 dispatch call center for the City of Coconut Creek as well
as select surrounding participating Cities. The electrical system
is designed to operate on utility power, with the capability of
(2) primary and (1) supplementary redundant systems to supply
uninterrupted power. If utility power is interrupted, the 600KW
generator reacts. This generator is fueled by a 5,000 gallon diesel
underground tank capable of keeping the generator and entire
building operable for a week. In a situation of the generator
becoming inoperable there is a UPS battery back-up system that
would support the continued operations of the 911 call center
on the second floor. This system is made up of 6,000 pounds of
batteries capable of supporting it’s electrical load for over 400
hours. If by some chance the batteries run out and the primary
generator is still down, the system was designed to be able to utilize
a second generator brought in to back feed a panel from the parking
lot that would support and provide power to the 911 call center,
while one of the two primary redundant power supplies are brought
back on-line or preferably the utility power.

Fire Department to ensure this Fire/EMS Station with adjacent
maintenance and warehouse building met the standards of the
Hollywood Fire Rescue team. From the bay doors to the sleeping
quarters, each space was built with care and attention to detail.
KL presented various options for the bay doors and priced out
each, speaking in detail about pros and cons for each option from
an operations as well as maintenance point of view. This type of
engineering review services is what we offer our municipal clients
on each project.

Kaufman Lynn was brought on very early in the design process
to provide construction pricing and cost savings alternatives to
examine the viability of a variety of potential uses for the first
floor of a 1,000 space, four-story parking garage. The overall goal
of the project is to eventually have retail spaces on the exterior
of the bottom of the garage once the funds are available. While
the original scope outlined three options, after some team
brainstorming, the options expanded to six (garage only, garage
with retail, garage with future retail, garage with FAU public safety
offices, garage with Utility hub for future campus expansion and
garage with an 800 KW roof PV system.) The question was: What
could FAU afford now? The problem was: The architect needed
additional time to provide concept drawings for FAU’s additional
use requests which would compress our preconstruction schedule
from 30 days for three options to just 10 days for ALL six options.

PROJECT APPROACH
While established processes create the framework for our interactions, we never lose sight that each project is unique.
That’s why the approach outlined below SPECIFICALLY addresses the unique components and requirements of the
Heritage Bay Government Center for Collier County. See the Additional Information tab for a description of services
including our extensive Building Information Modeling process we will apply to your project
COMPONENTS OF YOUR PROJECT
The Heritage Bay Government Center includes multipe building types, each with unique uses and considerations.
KL understands each of the uses. This knowledge and experience allows us to focus on the nuances that make each
building function effectively. Following are a few of the items we address:
SITE PLAN EVALUATION
We have looked at both options and if there is even a slight chance of having
the future parking garage, we strongly recommend going with the site plan that
includes it. The reason is that the location of the Phase 3 building determines
the shape of the future parking garage. To maximize your budget on the future
parking garage you will want it to be a rectangle shape for site efficiency and
potential cost savings. This site plan takes that into account.
At first glance it seems that the decision can wait until Phase 3 for the placement
of the building, but that might not be the case. If there is to be shared
underground infrastructure amongst the buildings then that decision would
have to be made up front to accommodate the site-work package for all phases,
which will result in the lowest cost both today and in the future for the later
phases.
SURVIVABLE STRUCTURE
Our team is acutely aware of the need for your facilities to remain
in operation during a crisis and respond quickly when called upon.
During an emergency or natural disaster, these buildings need to
function. The entire building envelope, including the roof, exterior
walls, doors, windows, air intake louvers, etc., will be tested to resist
the hurricane/tornado force winds and pressures, as well as having
the capabilities to withstand large missile impacts. There should be
no “weak link” in the envelope that could jeopardize the structural
integrity of the facility.
Both tilt-wall and masonry structural systems can achieve the required durability, however, each system has its
advantages and disadvantages. We will discuss in detail with the design team to select the most appropriate system
for your project.

PROJECT APPROACH
PHASE 1 – GOVERNMENT BUILDING
We have studied your concept floor plans and have some initial observations based on our experience and even the
current COVID-19 situation. It is the KL plan to be a PROACTIVE PARTNER bringing our experience and knowledge for
Collier County and Stantec to consider during preconstruction.
EXTERIOR GLASS ENTRY:
This is the main focal point of the building and there are 3 main glass systems
that can be used which vary in cost. We will provide you the information you
need to get the cost, look, and performance that you are looking for in all
components. This is important since it is a two-story feature that will be costly.
First Floor: The main purpose in this floor is the interaction of the public with the clerks.
One decision, especially heightened during this Covid-19
pandemic, is the decision to use a barrier for the County
workers and the public. We will help the team evaluate
solutions that consider:
• Height: Full or partial height
• Size of opening and if that opening is always there or a window that
can be closed
• Material: Glass or plexi-glass solutions are available.
• Security level: More and more of our public agency clients are
evaluating using bullet proof glass and we can provide cost data if you
want to consider it in this location or any other spaces.
Second Floor: The key to success on this floor is to provide flexibility and a
good performing space for the Town Hall Meeting Space.
Flexibility can take many forms and one way
is to provide space that can be divided up if
needed. The Town Hall Meeting Space is an
area where you may want to use a partition to
allow that space to be used in different ways.
One effective solution that will not take up floor
space is using a ceiling mounted system as
pictured.
One thing that we would discuss with the design team is if it is possible to
stack the IT rooms. Depending on the needs of the room this will help with
cabling and the backup cooling needs for the spaces.

PROJECT APPROACH
PHASE 2 – EMS STATION
We understand this station will be based on the EMS Station 25. With 11 Fire/EMS
Stations built in South Florida we understand these facilities. The following are just
some of the details and knowledge we will bring to this component of the project.
Apparatus Bay Construction:
A major factor in the function of a Fire/EMS
station is the quality and durability of the
apparatus bay. Successful construction of this
area of the facility is not just about achieving
a good-looking finished floor, but how it is
built below that finished floor. The strength of
the substrate is the key factor for a successful
apparatus bay.
KL inspects and verifies every step of construction specifically the stabilized sub-base, rock base material, thickness
and flexural mix of concrete with reinforcing steel of the apparatus bay construction.
Transition Apron:
The weight of fire trucks can chip the edge of the concrete drive where the building
meets the drive apron. This is usually due to the change thickness which is often
engineered by different engineers under the architect.
KL will work with the design team and their engineers in order to provide a
thickened apron slab at the building foundation in order to prevent chipping and
cracking in the future.
Dorm Rooms:
A key satisfaction factor for personnel has proven to be the ability to
control the temperature in their own space. The traditional system (VAV)
is one that just enables the control of air flow volume. The newer and
preferred system by personnel is the VRV system that allow temperature
control at the room level.
Technology:
An EMS station is full of technology that is different than the
Government Building component (described earlier in this section). Many of these systems will be provided by
different vendors and possibly installed by different subcontractors.
KL will take ownership of the process and coordinate all systems even if it is a direct purchase by the County to ensure
that when we turn over the facility it is fully functional and has been tested and commissioned.

CONSTRUCTION MANAGEMENT APPROACH
GENERAL CONSTRUCTION
Our entire management approach is focused on fulfilling the objectives and program of Collier County and its
stakeholders within the budget and on schedule. We draw on our extensive expertise of municipal office and public
safety facilities such as fire/EMS stations to assist your architect in creating a complex that maximizes your budget, is
completed on time and of the highest quality. In addition, our management approach is designed to establish clear
responsibilities and a process to assure quality service, customer satisfaction, prompt conflict resolution, a high
quality product and timely initiation and completion of all work.
Though there are three distinct phases to this project - preconstruction (design), construction and post-construction -
the critical components of scheduling, cost, and quality control span both preconstruction and construction.
Establishing Communication and Accountability From Day One for a Smooth
Process
Immediately upon being selected we will hold a kickoff meeting for all team members for a thorough review of the
current status of the project and to clearly define roles and establish all necessary lines of communication.
After the initial kick-off meeting, we suggest weekly meetings with the entire team for complete and accurate
exchanges of information and maximum accountability. During each meeting we review all vital project log
information. At the conclusion of the meeting, the team reviews the master action list to make sure that everyone
knows what they are responsible for and when the information is due.
Communication: Keeping Everyone Informed and Involved
Construction is a collaborative activity, pooling the knowledge and
experience of many people. After an initial kick-off meeting, we
suggest weekly meetings with the entire team for complete and
accurate exchanges of information and maximum accountability.
Kaufman Lynn Construction (KL) uses Procore, an on-demand
construction software platform designed to facilitate document
management and team communication. By hosting documents
online, they are available to all team members. Owners have
24/7 access to contract documents, change orders, RFI’s, meeting
minutes, schedules and progress photos. All team members can
access the information in real time (24/7) on their tablets, phones
or computers to keep everyone up to date on progress. RFI’s are
tracked and users can easily see the status. Even more importantly
the process of responding to an RFI is as simple as sending an email,
which assures use of the software by team members.
Coordination of Trades - Sequencing of Work and Managing of Shop Drawings
We are adept at sequencing work and masters at holding our contractors to their agreed upon schedule. Because of
our reputation and longevity in the market, we attract the best subcontractors who have a history of integrity, loyalty
and quality (along with competitive prices). Before construction begins our subcontractors and suppliers are required
to submit their final sequencing, durations and level of detail schedule. The final construction schedule is then
incorporated into each subcontractor’s contract.

access to all project information on multiple platforms.

CONSTRUCTION MANAGEMENT APPROACH
To ensure an accurate scheduling process for all shop drawings
and submittals, we create a comprehensive procurement schedule
as a primary section to our overall CPM schedule. Each submittal
and scheduling activity is clearly identified with early start, late
start, early finish and late finish dates and then made part of
the critical path of the project. This section of our critical path
schedule is monitored daily and updated weekly at a minimum.
Then it is distributed to our project subcontractors and suppliers.
Prior to commencement of construction, we create a
comprehensive shop drawing/submittal log with our project
management software, PROCORE. This log is updated daily and
reviewed at all weekly subcontractor and owner meetings. The
status section of this log alerts all parties responsible for the next
step in the submittal/shop drawing process and provides them
with a deadline that is derived directly from the critical path
schedule.
LEVERAGING TECHNOLOGY FOR
BETTER CONSTRUCTION
In-House Expertise
Kaufman Lynn has an in-house BIM department with specialists
who are actively researching, testing, and implementing solutions
for our clients. As both construction and applied software
specialists, the KL BIM department has a suite of tools to address
the everyday unique solutions that present themselves during the
design validation and construction phases. We have the technical
skills to develop our own BIM models and apply BIM specific
workflows as opportunities emerge.
Our capabilities include:

Maintaining the Schedule Despite Encountering Unforeseen Conditions
Example: Coral Springs Municipal Complex
The project included the relocation of a storm water
canal which encroached on the east side of the building
footprint. The design envisioned creating a 500-foot long,
8’x7’ culvert along the north and west side of the property
which would connect to the existing canal on the west
side. The culvert design included two drainage collection
structures on the northwest and northeast side of the
system (Special Structure 4 and 3 respectively.) Special
Structure 3 was designed to collect water from pipes that
ran underneath Sample Road, connecting the site’s storm
water canal to the off site system.
The precast panels for the ground floor of the city hall had
a 3-month lead time and the schedule anticipated that
during this time, the site would be cleared, the culvert
built and the foundations poured. However, when we
started excavation for the culvert, we discovered that the
pipes which Special Structure 3 was supposed to tie into
were not at the location nor of the size indicated on the
plans the civil engineer had used to design the structure.
This halted the construction of the culvert on the north
end of the site as the civil engineer had to redesign the
collection structure, which was a two-months process.
Since we were required to maintain water flow at the
same output throughout construction, which meant that
the canal could not be infilled until the alternate flow
was established, this unforeseen condition threatened to
delay start of the structure. Instead, working closely with
the Sunshine Water District, the team devised a phased
building plan, reshaping the canal on the east side of the
site, creating a temporary canal and filling in portions
of the old canal, so that the construction of building
foundations could be completed on time.

Kaufman Lynn has deep relationships with the area’s top trade subcontractors, including concrete, electrical, and
plumbing. With ongoing projects across Collier and Lee County as well as a recently completed project located
across the street from the Heritage Bay site, we are comfortable with all the local companies and site conditions. Our
knowledge, experience and relationships will benefit Collier County.
Thorough and Open Bidding Process is part of our transparent approach
Face-to-Face Workshops
Prior to bidding the project, we generate market awareness by initiating
project trade workshops.
These workshops provide all interested subcontractors and vendors the
opportunity to:
1) Meet with the project team
2) Review and discuss the plans and specification and the project in
general
3) Get clear understanding of timelines and sequencing of activity
These face to face sessions are invaluable to provide assessment of
the trade and vendor capability, notwithstanding workload and labor
resource. We are focused on using local subcontractors and vendors
whenever feasible, as this keeps revenue in the area, creates a sense of
ownership from employees, and minimizes response time to the project.
Prior to soliciting subcontractor bids, our estimating team prepares detailed scope packages based on the
construction drawings and specifications. Each scope package spells out exactly what needs to be included in the
bid, leaving nothing to interpretation by the subcontractor. In preparing the scope packages, the estimating team
pays particular attention to areas of potential overlap between trades. For example, though the plumbing trade is
responsible for installing gas lines, oftentimes gas lines are only included on the civil drawings, not the plumbing
drawings. Knowing that most trades will only review “their” plans, our team includes the gas lines in the written scope
package and includes a specific directive to the civil plans. Similarly, we typically use oils and interceptors in storm
drain connections. These interceptors can be installed on the storm drainage side, which is part of the plumbing
scope, or the underground utility storm collection system, which is part of the civil scope. When preparing the scope
packages, our team assures that a) the interceptors are not missed and b) that they are not duplicated in both the
plumbing and civil bids.

COST CONTROL
Cost Control during Preconstruction
Developing a Budget and Stretching the Value of Each Dollar
Kaufman Lynn Construction typically provide a first budget/estimate based on schematic plans and early
specifications. Some critical subcontractor input and a complete quantitative analysis with graphical take-off is
included at this point. We also perform a gap analysis to assure as best possible that no “holes” or “overlaps” are
evident in the estimated amount. Based on overall cost at this point, we introduce Value Management options to
assure the target budget is not exceeded.
Options Analysis: Saving Time & Costs While Maintaining High Functionality & Quality
We do not just provide accurate and reliable cost data for specified items, but we proactively provide alternative
approaches or “menu’s” for different aspects of construction installations and means and methods. These options
analyses can bring significant cost and time savings to the project while maintaining the high level of function and
quality envisioned. We identify alternatives for systems, materials, equipment and their associated cost and time for
evaluation and decision by the team. This on-going design menu log remains in place for discussion until the team
agrees to discard or implement an item. Before final construction document pricing, the project team reviews the
“Options Log” to assure that no good idea has been lost in the design process
Value Analysis and Value Engineering for Economical Impact Without Sacrificing Vision
In the Kaufman Lynn Construction world, Value Engineering optimizes the allocation of projected funds (the budget)
without reducing the quality of a project. Unlike many other construction managers, we do not simply try to find a
cheaper product that “cheapens the design,” we seek to find more economical but equal or better options that remain
consistent with the project team’s vision and life cycle limits.
Life Cycle Cost Analysis: Making Sure that “Less Expensive Now” Doesn’t Translate to “High
Long-Term Operations Costs”
Life cycle cost analysis is an integral part of the value management process, providing an assessment of costs
associated with each of the various options under consideration. The life cycle cost for the Fire Station/EOC is the total
economic cost of owning and operating the facilities. Life cycle costs can be applied to any component of a facility, but
generally focuses on the systems noted in the plumbing, mechanical and electrical plans and specifications.
A complete life cycle cost analysis will not only take into account the initial costs of equipment, materials and
installation, but also the cost of the future re-installations in present dollars. Utilizing our in-house multidisciplinary
estimating capabilities, Kaufman Lynn Construction guides the project team in making informed decisions in the
evaluation of all options brought to the table.

Constructibility Analysis
Ideally, we provide a constructibility analysis during the design-development stage, working with the design
professionals to identify design to construction inconsistencies, dissimilar materials issues, installation sequencing
voids, and options for systems and materials going into the final design.
Through this operations led process, we analyze critical building components including roofing materials, mechanical
systems, building envelope integrity, finishes, etc. After review, we provide the City a comprehensive listing of
discovery, with alternative solutions that incorporate the most cost effective approach for every area where there
are alternatives to be considered. We also analyze specific project exterior conditions and include thoughtful
recommendations to logistics, traffic flow, staging and parking.
Cost Control During Construction
Accurate Tracking Eliminates Surprises
Accurate cost control for construction projects can be
summed up in one key word, “continuity.” Continuity
requires effectively communicating how the estimate
was developed to the people who are responsible for the
development of job cost reporting. This is accomplished
through open lines of communication and established
accurate and highly detailed cost coding that both the
project manager and superintendent understand and
implement. The project manager and superintendent
are responsible for accurately cost coding all invoices
and subcontractor requisitions. Through Timberline
Accounting software, our accounting department then
inputs this information along with project payroll and
incidentals to create the Job Cost Report and Job
Transaction Report. These reports are then published
on a weekly basis for review by the project executive,
project manager and superintendent.
Cost control begins very early in the planning process. When all aspects of a project are properly considered in the
estimating phase, the project team can better concentrate on production, quality and cost savings. The P6 software
utilized by Kaufman Lynn includes a cost loading feature which enables us to input scheduled values for each trade,
general conditions, etc. into designated fields and project costs versus time with great accuracy creating accurate
cash flow projections and serving as additional support for monthly applications for payment. The input information
can be updated as necessary. When a project is managed effectively, the project team has a greater ability to spot and
capitalize on potential savings.
Accounting and Reporting
We Go the Extra Mile to Ensure Compliance and Transparency
For full transparency, we provide monthly accounting and simple to read job site manpower report with full back
up documenting our team’s hours worked, bill rates and labor burden rates. In addition we supply monthly detailed
“unbought scope” logs (buyout savings) that track money saved during subcontractor/supplier buyout for full
knowledge and transparency on savings since submitting our Guaranteed Maximum Price. Another procedure to show
full disclosure is our detail of job related expenses and usage of General Conditions. Our efforts to “go the extra mile”
to ensure compliance with all state mandates and beyond provided great security for all our owners.

Accounting For and Saving Every Penny
Kaufman Lynn Construction has extensive experience working with owners to implement an effective Sales Tax
Recovery Program as part of their project. Kaufman Lynn’s accounting department has worked on dozens of
projects that required a Sales Tax Recovery component and has become experts in running these programs to
the maximum benefit for our owners. Managing the Sales Tax Recovery Program is a collaborative effort that
incorporates the documentation requirements and sales tax savings goals of our owners in the design of the program.
We will bring our expertise to Pompano Beach and share our successful processes. We will then blend them with
the Town’s requirements and needs to make sure it creates a flawless, simplified process for the Town’s staff. We
follow through with communication at all levels with the subcontractors, vendors and suppliers to ensure that the
appropriate documentation flow is maintained throughout the program. Our project accountant meets with the
owner’s accounting staff prior to construction start up. The project accountant then creates a detailed accounting
requirements package that includes the forms and processes that conforms to the needs of our owners and
distributes the package to all subcontractors. This is followed by a mandatory accounting requirement meeting with
all subcontractors on the project where the accounting requirements package is discussed in detail. The package is
accepted, signed by the subcontractor and then becomes an addendum to their subcontract agreement. They assist
and guide the subcontractors through the process to ensure their paperwork is accurately submitted to facilitate
prompt payment for their services.
BUILDING COMMISSIONING
Prior to building commissioning and final equipment start-up, we review all systems with the respective vendors
technical team to review the proper sequencing, interface and controls. We then coordinate and execute the final
commissioning on the project, at which point we:
• Ensure that all systems and equipment are installed properly
• Test all systems for functionality and ensure that they operate and react as identified by contract documents
and manufacturer’s requirements
• Verify that all systems are accessible for operating and maintenance
• Verify that systems are working properly with respect to long-term life cycles and energy costs.
Special Considerations for a Government Facility
It is important that a government facility is fully operational upon turnover. In addition to standard building
commissioning we set up system checks into the close-out schedule for all major systems even if the vendor is not
under our contract. Such items may include:
• Department communications systems
• Remote building controls
• Security systems
• Storage equipment (electronic locking mechanisms; movable storage racks, etc)
• Cell reception within buildings
We include installers/vendors on-site during commissioning of systems to make instant tweaks as needed and to
retest. During the commissioning process, we work with your departments for simulated systems to test functionality.
At the end of the commissioning process we provide full documentation of testing procedures and results.
As we instruct and train the owner’s personnel on the building systems and controls, we videotape all meetings and
demonstrations for archiving and future use their staff and new maintenance personnel.

Communication: Keeping Everyone Informed and Involved
Construction is a collaborative activity, pooling the knowledge and experience of many people. After an initial kick-
off meeting, we suggest weekly meetings with the entire team for complete and accurate exchanges of information
and maximum accountability. Kaufman Lynn Construction (KL) uses Procore, an on-demand construction software
platform designed to facilitate document management and team communication. By hosting documents online,
they are available to all team members. Owners have 24/7 access
to contract documents, change orders, RFI’s, meeting minutes,
schedules and progress photos. All team members can access the
information in real time (24/7) on their tablets, phones or computers
to keep everyone up to date on progress. RFI’s are tracked and users
can easily see the status. Even more importantly the process of
responding to an RFI is as simple as sending an email, which assures
use of the software by team members.

In-House Expertise
Kaufman Lynn has an in-house BIM department with specialists who are actively researching, testing, and
implementing solutions for our clients. As both construction and applied software specialists, the KL BIM department
has a suite of tools to address the everyday unique solutions that present themselves during the design validation and
construction phases. We have the technical skills to develop our own BIM models and apply BIM specific workflows as
opportunities emerge.

KL uses technology to document and share information in real-time
with the whole team. The Heritage Bay Project will benefit from our
many ways of capturing and sharing information. From daily logs within
our web-based Project Management System, Procore, by our Lead and
MEP Superintendents to the utilization of cutting edge technology such
as Matterport (3D Interactive Imaging), KL will share and preserve the
information needed to build effectively. These 3D Interactive models
also allow the City to manage the completed facility more efficiently and
effectively.
BUILDING INFORMATION MODELING (BIM)

Using Technology to Coordinate Trades
A reliable BIM execution plan that is aligned with
project delivery needs helps facilitate quick and
confident decision making by project stakeholders. We
have a deep understanding of how BIM applications
during the design phases translate to the construction
phases. Our BIM department becomes an extension
of your design team day one to ensure we implement
the specific technological use cases identified for this
project. We supply the BIM group with processes and
procedures on our weekly BIM meetings to ensure
accountability and a proper follow through on all
proposed BIM workflows for this project.
Design Coordination
Leveraging models early on during design phases
increases engagement and allows people to ask the
right questions. This in turn promotes better decision
making for the project. We will take the lead in setting
up the BIM models ensuring timely submissions from parties and creating specific merged models for the project team
so that they can be leveraged for MEP, structural and architecture and interiors coordination. We archive consolidated
models at every major design iteration and attend meetings with the BIM model on hand to assist with design reviews,
target costing, schedule and constructability analysis.
Facilities Management and Interactive Documentation
The key challenge for owners developing a facilities maintenance program is keeping track of the numerous OEM
manuals, as-built documents and asset information required for preventive maintenance. We’ve found that BIM
technologies have substantially benefited design and construction teams to deliver a project, but the information that
is created is cumbersome for owners to access and use as part of their efforts to manage and maintain their facilities.
To solve this, we’ve developed an innovative solution that we call “Interactive Documentation” which enables you to
visually interact in 3D with your facilities, allowing you to quickly locate information that is important to your facilities
team. You can easily tag the 3D model of laser scans to store punch lists, contact information, asset data, operation
manuals, list Information, various PDFs, pictures, videos and external websites and much more. More importantly, this
solution does not require any high end computers and expensive software. All information can be accessed from your
mobile phone, ipad or standard laptop.
MEP coordination integrated with the structural model elimi-
nates possible obstructions during construction.

“Green” solutions can greatly reduce the operating costs of a new facility and may be desirable even if they require
higher initial costs. To find the best overall solutions for our clients, we start the process to sustainable design and
construction with a ‘question and answer’ workshop with LEED accredited in-house professionals and your staff. This
conversation allows us to set meaningful and affordable goals and objectives. Whether the goal is to achieve LEED
certification or not, we provide our clients a host of energy saving suggestions as well as alternative systems as part of
Kaufman Lynn’s Standard Operating Procedures.
Our team of 18 LEED Accredited Professionals and LEED Green Associates
has experience evaluating strategies, implementing practices, finding
resources and weighing cost/benefits for each option to blend budget
decisions with energy efficient, environmentally-friendly construction.
