EXECUTIVE SUMMARY
Recommendation to authorize the electronic submission of the County Incentive Grant Program
(CIGP) Application with the Florida Department of Transportation to fund a phase of Randall
Boulevard from 8th Street NE to Everglades Boulevard in the amount of $6,725,000.
OBJECTIVE: To receive authorization from the Board of County Commissioners (Board) to submit a
County Incentive Grant Program (CIGP) application to the Florida Department of Transportation (FDOT)
for a phase of Randall Boulevard from 8th Street NE to Everglades Boulevard in the amount of
$6,725,000.
CONSIDERATION: On January 30, 2020, Collier County was informed that FDOT was requesting
projects for CIGP priorities for fiscal year 2025/26. FDOT will consider projects subm itted before July 1,
2020, for CIGP funding. CIGP funds are awarded to projects which relieve congestion on the State
Highway System and are consistent with established plans in the area. The Randall Blvd. Project from 8th
St. NE to Everglades Blvd. is eligible for CIGP funding.
Collier County will expand Randall Blvd. from 8th St. NE east to Everglades Blvd. from a 2 -lane rural
road to an expandable urban 4-lane that can accommodate a future 6-lane facility if necessary. This
Project will improve approximately 2.9 miles of Randall Blvd. The Project will create a better east-west
corridor that will reduce congestion and improve traffic flow in the estates and accommodate future travel
demand through 2045. Randall Blvd. is currently operating at a level of service (LOS) D and projected to
have a deficient level of service by the year 2023. This Project will reduce congestion, enhance regional
mobility for people and goods, improve safety, and improve emergency evacuation.
Randall Blvd. is classified as a Minor Collector. It is one of the very few east-west corridors in the
Estates. The existing Randall Blvd. typical section consists of two undivided 12 -foot lanes with unpaved
shoulders and open drainage system, within 50 feet of ROW. In May 2019, Collier County completed the
Randall Blvd. and Oil Well Rd. Corridor Study. This planning study evaluated the potential roadway
network improvements near Randall Blvd. and Oil Well Rd. it was based on the transportation needs of
Collier County in the northern estates' area and east of I-75. The study process developed the alternative
that the Board of County Commissioners approved and the Project in this grant request.
The design of Randall Blvd. from 8th St. NE to Everglades Blvd. is currently in the County's FY20-FY24
5 Year Work Program, which is tied to the County's Capital Improvement Element (CIE). The Planning
Study for the Project was completed in May 2019, and the County is anticipating placing additional phases
in the upcoming 5 Year Work Program. If the Project is awarded a grant, the CIE can be amended or
updated, as appropriate.
Approval of this item will authorize the Department Head of Growth Management to submit all required
documents electronically.
FISCAL IMPACT: The projected costs are estimated at $6,725,000 for design. The Project is currently
in the County's FY2020/2024 Five Year Capital Work Program. The grant amount requested is
$3,362,500 or 50% of the project costs for the design phase. The County is required to provide a local
match of $3,362,500 (50%) from one or more of the following sources: impact fees, gas taxes and/or
general fund revenues. Source of funds will be determined at the time of the award, and budget
amendments will be brought to the Board for approval.
GROWTH MANAGEMENT IMPACT: This Project is consistent with the County's Growth

This letter is in response to the request for Collier County CIGP priorities for fiscal years
2025/2026. We believe that the Randall Blvd. from 8th St. NE to Everglades Blvd., approximately
2.9 miles, is an excellent candidate for CIGP funding.

Collier County will expand Randall Blvd. from 8th St. NE east to Everglades Blvd. from a 2-lane
rural road to an expandable urban 4-lane to a 6-lane facility. This project will improve
approximately 2.9 miles of Randall Blvd. The project will create a better east-west corridor that

The advanced construction of Randall Blvd. from 8th St. NE to Everglades Blvd. is currently in the
County’s FY20-FY24 5 Year Work Program which is tied to the County’s Capital Improvement
Element (CIE). The Planning Study for the project was completed in May 2019 and the project is
anticipating placing additional phases in the upcoming 5 Year Work Program. If the project is
awarded a grant, the CIE can be amended or updated, as appropriate
The design and Right-Of-Way (ROW) for the project is in the Collier MPO’s 2040 Long Range
Transportation Plan Cost Feasible Plan in FY2021-25. The project will meet all applicable federal,
state and local requirements, including Americans with Disabilities Act (ADA) requirements.

Typical Section – the four-lane typical section is shown above with the ability to provide one
additional lane in each direction in the future by widening to the inside with a 44-foot center
median. This typical section is a 4-Lane Expandable to 6-lanes with curb and gutter.
3. Detailed description of how the project would reduce congestion on the state highway
system:
This project is one of the higher priority projects (Ranked 16th) in the Collier MPO’s 2040
LRTP. This indicates that there is a considerable need for this transportation infrastructure
improvement to relieve the capacity constraints on the network.
Randall Boulevard is an east-west facility that serves as a primary connection to Immokalee
Road (CR 846) for the existing and future developments of Orange Tree, northern Golden Gate
Estates, rural residential areas, and future planned development. Immokalee Road (CR 846) is
categorized as a Freight Distribution Route and a High Crash Corridor in the Collier 2040
LRTP and is also a designated emergency evacuation route. The roadway is critical in
facilitating movement of local and regional traffic (including truck traffic) in northern Collier
County. Additionally, Immokalee Road (CR 846) is one of three east-west connections to I-75
in Collier County and is the only east-west connection from I-75 in northern Collier County
that connects to northeastern Collier County. Immokalee Road is critical in facilitating
movement of local and regional traffic including truck traffic in northern Collier County as it
connects to I-75, Oil Well Road, and SR 29 (other designated regional transportation network
facilities).
Randall Blvd. is classified as a Minor Collector. It is one of the very few east-west corridors
in the Estates. The existing Randall Blvd. typical section consists of two undivided 12-foot
lanes with unpaved shoulders and open drainage system, within 50 feet of ROW. According

to Collier County Plat Book 7, Page 11, an additional 50 feet of roadway easement exists for
a total ROW of 100 feet. A paved sidewalk exists for approximately 1/3 of a mile from 8th
Street NE on the north side of the road (outside of the existing ROW), at varying distances
from the edge of travel. The existing posted speed limit is 45 mph.
In May 2019, Collier County completed the Randall Blvd. and Oil Well Rd. Corridor Study.
This planning study evaluated the potential roadway network improvements near Randall
Blvd. and Oil Well Rd. based on the transportation needs of Collier County in the northern
estates area and east of I-75. The study process developed the alternative that the Board of
County Commissioners approved and what has become the Project discussed here. An
evaluation of all social and environmental effects and overall cost of the alternative was
completed as part of the study.
The study determined that the needs of this project were to reduce congestion, enhance regional
mobility and access between eastern Collier County and I-75 and improve safety and
emergency evacuation. Additionally, regional mobility is enhanced between I-75 and eastern
Collier County for both vehicles and freight. Regional mobility is further enhanced because
the project provides greater connectivity to the future regional network of future Big Cypress
Parkway (by others), the planned Vanderbilt Beach Road extension, canal bridges, and
intersection improvements at Immokalee Road and Randall Boulevard, just west of the project.
The proposed project will improve the multimodal connection in the County’s rural area. The
corridor will relieve traffic congestion on the State Highway System (SHS) (US41 and I-75)
and provide for the efficient movement of people, goods and services. The additional capacity
will provide for a more efficient connection between many community assets including
existing neighborhoods, a library, churches, a nearby hospital and commercial businesses.
While it is not on the State Highway System, the road is Federal Aid Eligible, as referenced in
the FDOT map below dated March 2, 2020.
This facility will improve travel reliability by decreasing travel times, reducing vehicle miles
traveled, reducing congestion and reducing emissions from idling vehicles.
This project will provide safety benefits to all modes of transportation by creating bike lanes
and sidewalks and reducing traffic congestion. Creating better alternatives to cars will help
encourage a mode shift. Reducing the number of cars on the road not only lowers road
maintenance, it also constructs a safer intermodal transportation system. The addition of more
modal opportunities within the existing right-of-way minimizes the network lifecycle costs and
environmental impact.

Besides the added capacity by reducing delays, there will also be a reduced need for road
maintenance. Reduced vehicle miles traveled on the roads means less maintenance, operations
and improvement costs to the parallel facilities. The project will also help reduce crashes
resulting in injuries by providing sidewalks for bicyclists and pedestrians where they currently
do not exist and thereby improving overall traffic operations.
Between January 31, 2005 and May 2, 2020 there have been 247 crashes in the project area.
Of those crashes, 3 have been fatal and 55 have had serious injuries. This includes 1 incident
involving a bicyclist and 1 involving a pedestrian. Below is a map indicating the crash
locations. The data was made available from the Collier County Crash Data Management
software.

The proposed project will improve the multimodal connection inside the County’s urbanized
area. The corridor will relieve traffic congestion on the State’s designated SIS facility (I-75)
and SHS (US41) and provide for the efficient movement of people, goods and services. The
additional capacity will provide for a more efficient connection between many community
assets including existing neighborhoods, schools and commercial businesses.
Without State assistance, the County will be required to wait until enough local funding is
collected to fund the project in full. This would further delay the traffic congestion relief of I-
75.

The projected costs for design are estimated at $6,725,000. The Project is currently in the
County’s FY2020/2024 5 Year Work Program. The grant amount requested is up to 50% of
the project design costs.
For these improvements to Randall Blvd. we are requesting funding in any amount up to the
50% match of the any phase as appropriate.

Constructability Review

The proposed project on Randall Blvd. has been studied in the previously mentioned
Corridor Study, therefore technical challenges have been identified and will be
mitigated as the project moves forward. Constructability challenges with the project
have been anticipated.

report dated 2014 indicates that there are 2 routes near the project limits which provide
service between Immokalee and the Collier County Government Center. The CAT
Routes provide service along Immokalee Road and Oil Well Road and have stops near
the Immokalee Road and Randall Blvd. intersection at the Fire Station 10 and at the
Shoppes at Orange Tree. The routes also make connections at the Intermodal Transfer
Facility and the Immokalee Health Department as well as the local middle and high
schools.

Hydric Pine Flatwoods (FLUCCS 6250 and 6259), Wetland Forested Mixed(FLUCCS
6309), and Wetland Shrub (FLUCCS 6318 and 6319). Impacts to surface waters include
Streams and Waterways (FLUCCS 5100), Major Canals (FLUCCS 5120) and Ditches
(FLUCCS 5140). The potentially affected wetland/surface water areas were evaluated
using the Uniform MitigationAssessment Method (UMAM) to assess their ecological
functions and determine the amount ofmitigation necessary to offset the loss. The
UMAM assessment of the USACE and SFWMD‐jurisdictional wetlands and surface
waters for the Recommended Alternative is estimated at 2.58 federal mitigation UMAM
credits (does not include potential ponds). The Natural Resource Report includes the
UMAM assessments.
