I. MEETING CALLED TO ORDER AND QUORUM CHECK
Meeting called to order at 1:10 p.m. and quorum was present.
II. EXECUTIVE DIRECTOR’S REPORT
Mr. Schmidt mentioned about the Memorial for Ian Groom on May 26, 2004 at
Immokalee Airport. Robin Doyle mentioned about the courtesy car at the Immokalee
Airport being run down. Steve Price said a car was needed to entice people to come to
our Airports to compete with the other Airports in the area. Tammie Nemecek and Gene
Schmidt visited with the FAA in Orlando about the potential Safire lease at the
Immokalee Airport.
III. APPROVAL OF AGENDA
Agenda approved as published.
B. ADMINISTRATIVE
1. Safire Lease
Denny Baker said the FAA wants a revision of the Safire Lease.
2. Budget Sub-Committee Report
There was a discussion about making changes to the budget prepared by the staff. It was
concluded that the Budget Sub-Committee was not specific in their recommendations.
The Authority asked the Budget Sub-Committee report back to the Authority the specific
changes to the staff’s budget they are recommending.
3. Use Agreement
Steve Price would like to have a lease that is less restrictive than 180 days for the Airport
Authority in the event they would like to do something else with the land. Tom Palmer
did not want the Airport Authority to change their minds on a whim. Marla Ramsey
stated that they would put asphalt sidewalks for bicycle paths and walkways. Tom Palmer
said the lease currently did not allow for it. Ellen Chadwell said it was not their intention
to make it a problem if the Airport Authority should want to get it back, just give them
some notice. Steve Price was afraid that information we were to input today may not be
good tomorrow as the opportunities availed themselves. Dennis Vasey said the FAA
requires that the Airport gets fair market value for the use of the land. Tom Palmer asked
if they took care of the property would that be considered fair market value? Jim Peterka
said we all want to do this deal and need to speak with the FAA about it.
Robin Doyle made a motion that we go to the FAA and find out how to complete it.
Mr. Peterka seconded the motion.
Jack Reynolds who is retired from the FAA was at this meeting and told the Authority
they would require fair market value by appraisal and the FAA would look at it as a trade
off.
Steve Price said we could give them a presentation. Jack Reynolds said to show where
the county is putting money into the airports with records and it should not be a problem.
It was decided that Steve Price, Bob Titus and Gene Schmidt will draft the letter and Jack
Reynolds will review it.
C. CAPITAL IMPROVEMENTS
D. OLD BUSINESS
1. Florida Architectural
On April 14, 2004 Denny Baker asked the DCA for a six month extension on the
requirement that he secure 22 jobs by July 15.
2. Sale of the 182
Gene Schmidt rejected the bids as they were less than half of the value. Dennis Vasey
wants to put the plane up for sale again.
3. Skytruck
Steve Price met with Skytruck and they have FAA certification for their aircraft and
cannot wait to proceed.
4. Everglades Airpark
Everglades City will take all liabilities and duties to ensure the Everglades Airpark will
continue as an Airport.
4. E. NEW BUSINESS
1. FAA Safety Seminar
John Kirchner said the FAA Safety Seminar was a success. Ralph Hester, Patrick Lee and Ian
Groom were sponsors for the seminar. Gene Schmidt will write the Thank You letter. John
Kirchner thought in light of the fact that Ian Groom had passed away last week, that we
should have a remembrance of him at the airport. They are having a service on May 26, 2004
at 11:00 a.m. Tom Palmer suggested to put up a plaque in memory of Ian Groom as opposed
to renaming the terminal or a street due to the difficulty. This way we could have it done in
time for the ceremony.
Robin Doyle motioned for the staff to draft a resolution for the plaque. Jim Peterka
seconded it. All were in favor.
Tom Palmer asked that John Kirchner write the memorial for the plaque as he knew him
best.
2. Board Procedures
Robin Doyle asked if the Board had procedures on whom the staff takes their directives. Tom Palmer said the Airport Authority
cannot give directives to the staff. Dennis Vasey said he does not get responses to his e-mails that he sends to Gene Schmidt so he
cc’s the staff. Steve Price suggested that the nature of his e-mails were not inviting of a response so he could understand their
reluctance. Robin Doyle said as long as we were clear that there were procedures and everyone understood them then no further
problems should arise.
Robin Doyle stated no action.
