EXECUTIVE SUMMARY
Recommendation to appoint a member to the Public Transit Advisory Committee.
OBJECTIVE: To appoint a member to the Public Transit Advisory Committee, to fill a vacant term
expiring on March 22, 2021.
CONSIDERATIONS: The Public Transit Advisory Committee was originally established as an ad hoc
committee on February 26, 2013, by Resolution No. 2013-50, to make recommendations to the Board of
County Commissioners in matters related to transit policies, issues, programs and plans to pr ovide mass
transit services to the citizens of Collier County. On March 22, 2016, the BCC adopted Ordinance No.
2016-07, which converted the committee from an ad hoc to a regular advisory committee, and reduced the
membership from 9 to 7 members. Members of this committee shall include one representative designated
by the District School Board of Collier County and, if possible, include representatives from large
employers, health care related services, social services and transportation and planning professionals. At
least two representatives shall be passengers of the system. Terms are three years. A list of the current
membership is included in the backup.
Mr. Harold Weeks resigned from this committee on February 25, 2020. The vacancy was advertised and
the following applications received:

Neither of the applicants meet the health care, social services, or transit rider categories. After speaking
to both of the candidates the PTAC committee felt that Mr. Browne’s background and experience offered
more to the committee. Given the difficulty in finding an applicant who falls into these ca tegories, Staff
recommends Mr. Browne’s appointment.
COMMITTEE RECOMMENDATION: That Devon Browne be appointed to the Public Transit
Advisory Committee to fill the remainder of a vacant term which expires on March 22, 2021. A
recommendation memo is included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the appointment.

Recommendation to the Board for filling one vacant position.

The Public Transit Advisory Committee received two applications for one prescribed vacancy.
The applicants have been evaluated based on their potential contribution to the PTAC and are
recommended on those criterions to be eligible for the committee.
Both Mr. Browne and Mr. Nelson have applied to serve as representatives consistent with the
PTAC governing ordinance established by the Collier County Board of County Commissioners
(BCC).
Based on Mr. Browne’s experience in Transportation logistics, this member will be an asset to
the committee by providing feedback and advice as it pertains to efficiency to transit operations.
Based on Mr. Nelson experience in civic participation and affiliation with local academia, this
member will be an asset to this committee by providing feedback and advice as it pertains to
improving community/academic engagement.
