06/09/2020 EXECUTIVE SUMMARY Recommendation to amend and extend Agreement No. 16-6621 with Cornerstone OnDemand, Inc., to provide software products for the County’s online and on-demand workforce learning, development and performance management processes. OBJECTIVE: To continue the use of the Cornerstone OnDemand, Inc. (“Cornerstone”) web-based Learning Management software tool, which provides online and on-demand learning options to County employees and to add a Performance Management tool to allow agency managers to more effectively establish goals and manage position competencies; oversee staff development planning; allow for continuous feedback between management and staff; and provide tools to conduct performance reviews. CONSIDERATIONS: In 2016, following the competitive issuance of Request for Proposal No. 16-6621, the County approved the use of a web-based Learning Management software tool providing for online and on-demand learning options for County employees. Since implementation, the County has been able to enhance the quality and scope of learning resources available to support our talent development strategy and make training continually available to team members. In a one-year period, over 2,100 users had 35,000 unique interactions with the Cornerstone Learning system for compliance and professional development training. The platform offers in excess of 2,000 course titles for professional development in a variety of areas including business skills, technology, leadership and management, health and well- being, compliance and safety, office productivity, communication, customer service, and personal development. On average, employees completed 16 classes in a 12-month period, at a cost per user of $36.50. In addition to continuing the Learning Management platform, this request also includes expanding utilization of the Cornerstone to add the Performance Management platform. Currently, the County’s Performance Management process (Talent Development Plan Review, or “TDPR”) is accomplished using a fillable PDF document to evaluate the progress and work accomplishments for permanent employees in full and part-time established positions at various times throughout their career: three-month, six-month, annual and special reason evaluations. TDPRs would be completed more efficiently in a streamlined online system. Addition of the Performance platform is anticipated to reduce the time for team members and their managers to complete the evaluation process by up to 20%. This will be accomplished by providing managers a more effective way to establish goals and manage position competencies; oversee staff development planning; allow for continuous feedback between management and staff; and centralize the location for all performance data, even if an employee moves between divisions or departments. The system can assign different weightings to Key Result Areas, as well as number ratings, if desired, and produce detailed and comprehensive reports. As this is the same platform the County uses for monthly compliance training, County staff are already familiar with and successfully using the technology. Staff also recommends approval of the attached amendment providing for these additional services as an exemption from the competitive process as permitted by Procurement Ordinance Number 2017-08 at Section 8, subsection 9, allowing for the continued acquisition of the Learning Management software tool from Cornerstone to include the accompanying products and services necessary to maintain the existing online and on-demand learning options to County employees, as well as adding the Performance Management tool. One-hundred eighty (180) days prior to the expiration of the proposed five-year agreement term, staff will perform a market analysis to evaluate pricing and system capabilities for comparable software to 16.E.2 Packet Pg. 1500 06/09/2020 determine whether it is in the best interest of the County to re -solicit for a new learning management or recommend a five-year renewal with Cornerstone. FISCAL IMPACT: The fiscal impact of renewing the current learning platform along with the addition of Performance Management is $130,125. One-time costs in FY2020 and FY2021 for implementation and technical services are estimated not to exceed $100,000. For the remainder of the contract period, costs will increase annually by 2.5%; the exact costs will be based on number of system users. Funding will be available in the Human Resources Division budget in FY2021 and beyond in support of the Board’s operating departments. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval.- SRT RECOMMENDATION: To approve an exemption from the competitive process and the attached proposed Fourth Amendment to Agreement No. 16-6621 providing for the continued use of the Cornerstone OnDemand, Inc.’s web-based Learning Management software tool providing online and on- demand learning options to County employees, as well as adding a Performance Management tool, and authorize the Chairman to sign the attached amendment. AGREEMENT#16.6621 for Learnins Manasement Svstem (LMS) THIS AGREEMENT, made and entered into on this \S' day of 2016, by and between Cornerstone OnDemand, Inc., authorized to do business in the State of Florida, whose business address is 1601 Cloverfield Blvd., Suite 600S, Santa Monica, CA 90404 (the "Contractor" or "Cornerstone") and Collier County, a political subdivision of the State of Florida, (the "County" or "Client"): WITNESSETH: AGREEMENT TERM.
