Agenda 06/09/2020 Item #16D 7 (COVID-19 Emergency Funding Program Grant Application)06/09/2020 EXECUTIVE SUMMARY Recommendation to approve the “After-the-Fact” submittal of an FY20 Bureau of Justice Assistance COVID-19 Emergency Supplemental Funding Program Grant Application in the amount of $223,627 for the purchase of Personal Protective Equipment for Collier County Sheriff's Deputies. OBJECTIVE: To use grant funding to purchase Personal Protective Equipment (PPE) for Collier County Sheriff’s Deputies. CONSIDERATIONS: On March 30, 2020, the Bureau of Justice Assistance (BJA) issued funding allocations to multiple counties in the state of Florida for the Emergency Supplemental Funding Program in response to the COVID-19 pandemic. Collier County was allocated funding in the amount of $223,627 under this program that will be used by the Collier County Sheriff’s Office (CCSO) to purchase PPE for deputies. The PPE purchased is to specifically minimize deputy’s exposure to pathogens while on duty, thus providing a safer working environment. The CCSO additionally will use the funding for providing proper training to deputies for using the PPE. Training will include educating officers on the donning and doffing of PPE as well as the risk of self-contamination and will allow deputies to remain aware and properly informed of regulations when using PPE. By purchasing PPE and providing necessary training, CCSO will be better prepared for the next year with preventative measures and safer protocols in dealing with COVID-19. In addition, CCSO will prepare policy guidance for officers when dealing with COVID- 19 exposed residents. The funding opportunity was announced on March 30, 2020, with a due date of May 29, 2020. Due to the collaboration between multiple agencies, CMA #5330 authorizes the County Manager to approve the submittal of grant applications followed by “After-the-Fact” approval by the Board of County Commissioners (Board) at the next available Board meeting. The County Manager approved the submittal of the application on May 26, 2020. FISCAL IMPACT: If awarded, a Budget Amendment will be needed to recognize grant funding in the amount of $223,627 in Human Services Grant Fund (707) at a future Board meeting. There is no match required for this grant. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Situated in Southwest Florida, with 2,305 square miles, Collier is the largest county in Florida geographically, and the 17th most populous. The population estimate in 2018 was 378,488, with most concentrated along the Gulf Coast. In the span of 30 years Collier County grew from 85,000 permanent residents in 1980 to an estimated more than 378,488 in 2018. As can be expected, the population increases during our winter months with returning seasonal residents and tourists from around the world. The influx of this culturally diverse group often requires immediate and specialized assistance. Collier County includes the incorporated cities of Naples and Marco Island as well as the agricultural and fishing communities of Immokalee and Everglades City. A sharp contrast in population characteristics exist between the city of Naples, on the Gulf Coast, and Immokalee, a largely migrant farm worker community located inland. Naples is often cited as having more millionaires per capita than most other places in the United States. In Immokalee, 42.4% of the residents are at or below the poverty level, while in Naples, the poverty level is 10.6%. Collier County overall has a high number of uninsured adults at 22.8% compared to state population of 16% (US Census Estimates, 2019). According to the World Health Organization (WHO) Coronaviruses are a large family of viruses that may cause illnesses in animals or humans. COVID-19 is an infectious disease that primarily affects the lungs and is now a pandemic affecting many countries globally. Below is a table that shows all COVID-19 positive cases reported as of May 20, 2020. People can catch COVID-19 if they breathe in these droplets from a person infected with the virus, for that reason, social distancing is critical. In addition, the droplets can land on objects/surfaces and people can become infected by touching these objects, for that reason is important to wash your hands regularly. CCSO will use the BJA Coronavirus Emergency Supplemental Program to pay for the precautionary measures and Personal Protective Equipment specific to minimizing exposure to pathogens and to protect our Deputies. Collier County Sheriff’s Office goals and objectives during the COVID-19 Pandemic are to: • To educate CCSO staff on the Coronavirus and preventive measures and to ensure all staff are following established preventive measures. BJA Coronavirus Emergency Supplemental Funding will also help CCSO to be better prepare for next year with preventive measures (safe protocols and practicing dealing with COVID-19) and Deputies training. CCSO training department will implement fit testing requirements, and provide training on the donning and doffing of personnel protective equipment. This can help provide officers with the confidence that the PPE provided to them will work in the given situation and that they have it on appropriately. CCSO will also educate officers regarding the risk of self-contamination, which can be especially problematic when donning and doffing PPE. Depending on the level of protection required, CCSO will train on the best method in the donning process to prevent rips from occurring in protective coveralls and to assist in taping zippers and cuffs. • Personal Protective Equipment, cleaning supplies and disinfecting/sanitizing services that CCSO will like to obtain and that will be beneficial during this pandemic are: facemasks, respirators, wipes, gowns, safety eyewear, gloves, disinfectant/bleach, toilet paper and hand sanitizer, hand sanitizing stations are full and operational with adequate refills/replacements. With the supplies, CCSO plans to train officers on how to 16.D.7.a Packet Pg. 1153 Attachment: APP DOJ BJA COVID-19 (12472 : FY20 BJA JAG COVID-19 Grant Application) clean and disinfect duty belts and gear prior to reuse should they come into close contact during an apprehension. • To develop a Continuity of Operations Plan for a reduced workforce of 10, 20 and 30. Staffing substitution and triage when personnel test positive for coronavirus. • To create new policy to prevent the spread of COVID-19. Equally important is for CCSO to stay aware and properly informed of regulations related to the use of PPE. Simply seeing something in the media or hearing something from a fellow first responder often does not provide enough information for an informed decision about disregarding regulatory requirements or protocols. Thus, PPE changes are limited at this time to one industry and one aspect of the regulations. Failure to fully comprehend changes like this could not only endanger the safety of an individual because a fit test might be overlooked but may place CCSO at risk of failing to comply with applicable regulations. Current federal and state occupational health and safety protocols have been in place to protect the safety of first responders long before the current pandemic. These protocols are designed not only to protect the individual from infection but also work to protect the individual's family and the community from secondary exposure to an individual who became contaminated from their failure to properly use PPE. (a) Policy Development: (1) CCSO will develop standards for containing the spread of the virus including screening and identifying those with possible exposure. (2) CCSO will develop a written policy to separate people wo are symptomatic from others, to include protocols on transportation and steps on proper interaction. (3) Written protocol to train staff on how to respond to an active case of Coronavirus, this will include guidance on second level reviews to determine if a person can be released instead of booked so that they can receive care and treatment 16.D.7.a Packet Pg. 1154 Attachment: APP DOJ BJA COVID-19 (12472 : FY20 BJA JAG COVID-19 Grant Application) (4) Comprehensive policy on paid sick leave • Facility modifications to include but not limited to; replace all door systems for touch free in order to reduce the contamination risk among employees.
