Motion to accept staffs recommendations to open beach facilities to
normal hours — Approved 3/2 (Commissioner Taylor and Commissioner
Solis opposed);

Commissioner Taylor,
As Chair of the Board's Economic Development Program, I think it important to advise you and the other
Commissioners of my serious concern and objection to the conduct of the Clerk's Office as outlined in the email
below received from Ms. Beverly Brown, Executive Assistant to FGCU President Dr. Mike Martin. The Clerk should
honor the terms of a Board approved contract that was legally entered into between consenting parties, as
determined by your County Attorney. Moreover, any concerns by the Clerk with the term or administration of a
Board approved contract should be worked through my office and not by an attempt to circumvent established
policy and procedure by contacting the vendor for a separate, unauthorized negotiation. No payment requests
have been submitted or contract amendments requested by FGCU. Therefore any intervention or interference in
this Agreement by the Clerk's Office at this time is unwarranted, if not inappropriate. The Clerk's actions have
created anxiety and uncertainty among the FGCU leadership about the County's intentions and has cast doubts
about the trustworthiness of our new partnership.
Anything you can do to help "shore up" the relationship with the FGCU team would be much appreciated.

Please see the below message from the President's office at Florida Gulf Coast University. It appears the Clerk's office
has contacted the President's Office repeatedly and insisted upon a meeting with him to discuss policies and payment of
the contract that was approved by the Board on Tuesday.
I received a phone call of concern from the University earlier today. I will reach out to the Clerks Office to ask that they
not contact our vendor directly — but thought that you should be aware of this.

Good afternoon, Sean,
On Wednesday, May 27 our office was contacted by the Collier County Clerk of the Court's office requesting a
meeting with President Martin regarding the Naples Accelerator Contract that was an agenda item at the
Tuesday, May 25 Collier County Board of Commissioners meeting. I explained that Dr. Timur and Dr. Kauanui
would need to be in attendance at this meeting, as they were instrumental in helping to shape the contract.
also asked the purpose of the meeting and was told that the Clerk of the Court and the Inspector General
would need clarification regarding the contract "to determine how FGCU would get paid".
After some discussion here, we feel that this meeting should certainly include you, and most likely would not
need President Martin's attendance. If possible could you help coordinate the scheduling of a meeting, that
would include Dr.'s Timur and Kauanui, and the Collier County Clerk of the Court and Inspector General?
