EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a subrecipient agreement with the
David Lawrence Mental Health Center for $84,750 as part of a one-year Building Bridges Between
Jails and Community-Based Treatment for Opioid Use Disorder Grant Award.
OBJECTIVE: To develop a medication-assisted treatment program for incarcerated, and soon to be
released, opioid users within Collier County jail.
CONSIDERATIONS: America’s correctional facilities are at the epicenter of the opioid overdose crisis.
Nationally, nearly one in five people entering local jails have an opioid use disorder (OUD). The high
prevalence of OUD in the jail population is especially concerning given the high rates of overdose post -
release. Individuals with OUDs who leave jail untreated also may continue their drug use, which may
contribute to recidivism and reincarceration. Implementing Medication-Assisted Treatment (MAT) in
jails and enhancing collaboration between jails and community providers is required to change the course
of the opioid epidemic.
Collier County was selected to participate in a nine-month planning process for counties committed to
implementing medication-assisted treatment in jails and collaborating with community partners. Coaching
and technical assistance were provided to develop a comprehensive continuum of care model that targets
the jail population and builds bridges between those who are in custody with community-based treatment
and supervision.
On March 24, 2020, Agenda Item #16D4, the Board of County Commissioners (Board) approved the
master Subaward Agreement between the Collier County Board of County Commissioners and the
Institute for Intergovernmental Research (IIRR). The total award is for $93,750 for one -year commencing
March 1, 2020 and ending February 28, 2021.
This funding opportunity, supported by the Bureau of Justice Assistance (BJA) and the Center for Disease
Control and Prevention, will make $84,750 available to David Lawrence Mental Health Center to
implement a community integration MAT project. The funding will be used to establish a MAT Care
Team which will consist of a MAT Care Coordinator (CC), who is a bachelor's level clinician with
experience in human services and substance use treatment services, a MAT Peer Specialist (PS), who has
experienced recovery from a substance use disorder, and a supervisor, who will ensure that all the
program goals are met. The MAT CC and PS will provide education, training, and resources to identify
inmates who can benefit from MAT upon release from the Collier County jail.
FISCAL IMPACT: The proposed actions described in this executive summary have no new fiscal
impact. This project is budged in the Human Services Grant Fund (707), Project 33671. There is no match
required for this program.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact due to this request.
RECOMMENDATION: To approve and authorize the Chairman to sign a subrecipient agreement with
the David Lawrence Mental Health Center for $84,750 as part of a one -year Building Bridges Between
