EXECUTIVE SUMMARY
Recommendation to approve the FY20 Program of Projects grant application submission for the
Federal Transit Administration, 49 U.S.C. 5307 FY20 CARES Act grant funds to support the
Collier Area Transit System operational, capital, and administrative costs in the amount of
$8,158,684 and authorize the submission through the Transit Award Management System, accept
the award and authorize any necessary Budget Amendments
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System.
CONSIDERATIONS: On April 9, 2020, the Federal Transit Administration (FTA) issued a funding
allocation in the amount of $9,188,742 from the Coronavirus Aid Relief and Economic Security Act
(CARES) in response to the COVID-19 pandemic. Collier County is located within the Bonita
Springs/Naples Census Urbanized Area; therefore, a portion of the 5307 CARES Act funding is shared
with Lee County. The amount allocated to the Bonita Springs/Naples Urbanized Area is $9,188,742 based
on the allocation issued on April 9, 2020. The apportionment allocation designated for CAT is $8,158,684
and $1,030,058 for Lee County Transit. Staff is proposing the Program of Projects include the following:
1. Rolling Stock Enhancement including the purchase of one (1) 35’ Fixed Route Bus
2. Security Enhancements including but not limited to the purchase and installation of bus driver
protection barriers
3. Technology Enhancements including Fixed Route Software replacement and Farebox
replacements
4. Provision of Americans with Disabilities Act (ADA) Paratransit Trips for passengers
5. Operating Assistance for transit operations and fuel
6. Preventative maintenance for Rolling Stock

A grant application must be entered into the Transit Award Management System (TrAMS) to utilize these
funds. The application has been prepared and attached for the Board of County Commissioner’s (Board)
consideration. There is no match requirement for this grant application. After review and approval by
FTA, the grant award is electronically executed in TrAMS by the Public Services Department Head, who
serves as the Board-appointed designee. Public Transit & Neighborhood Enhancement (PTNE) and the
Office of Management and Budget grants compliance staff will also use the electronic system to manage
the project and submit all required reports.
As noted in the attachment, these funds are used for both capital and operational costs. Hence, it is
essential that funds be budgeted in time for the beginning of FY21. In light of these considerati ons, staff

is requesting pre-award authority from the Board to create the required budget appropriations for the new
fiscal year to ensure continued and immediate operational funding in the new fiscal year.
FISCAL IMPACT: A Budget Amendment is required in FY20 to recognize grant funding in the amount
of $8,158,684 in CAT Grant Fund (424) Project 33682. Up to $116,709 will be allocated to cover the cost
of administration for two (2) years. Administration costs are eligible expenses under the grant. There ar e
no match requirements for this grant program. The purchase of the bus will not increase the overall
current Fleet size used for operations.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
RECOMMENDATION: To approve the Program of Projects identified herein and authorize staff to
apply and submit the attached grant application for the FTA, 49 U.S.C. 5307 CARES Act grant funds in
the amount of $8,158,684 for FY20, and to exercise pre-award authority, accept the award, and
appropriate budget as needed to cover operations.

Application Executive Summary
This is a FFY 2020 Section 5307 application in the amount of $8,158,684 (100% Federal Share), this
application utilizes CARES Act funding to help respond to and recover from the COVID-19 pandemic.
FTA allocated $9,188,742 to the Bonita Springs UZA. Lee County has been allocated 11.21% of the
total allocation in the amount of $1,030,058 and Collier's portion is 88.79% of the allocation in the
amount of $8,158,684. The application is for Operating Assistance for the Collier Area Transit System
including but not limited to, Fuel, administrative expenses, Transit System Operations, and Capital
projects including replacement rolling stock purchase( 1 fixed route bus), preventative maintenance for
vehicles, Fixed Route software replacement, farebox replacement, purchase and installation of driver
protection barriers on vehicles.
Collier County has not applied for or received funding from FEMA or any other federal agency for any of
the projects listed in this grant. ? Collier County agrees that if it receives Federal funding from the
Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert
T. Stafford Disaster Relief and Emergency Assistance Act, a different Federal agency, or insurance

proceeds for any portion of a project activity approved for FTA funding under this Grant Agreement, it
will provide written notification to FTA, and reimburse FTA for any Federal share that duplicates funding
provided by FEMA, another Federal agency, or an insurance company.
Operating expenses will be broken down by the following categories and amounts:

Transit System Operations:$1,870,709
The Operational Expenses requested in this application were determined by assessing the current
Collier Area Transit budget needs in both the FY20 Fixed Route and Paratransit budgets. Collier
County understands that the expenses requested in this application are subject to review for their
reasonableness as part of the agency’s next Triennial/State Management Review.
Collier County will not be submitting an insurance claim for any of the projects listed in this grant
application. Collier County is the designated recipient of the FY20 5307 CARES Act funds.
Collier County will follow all 3rd party procurement policies as defined in C4220.1F (Third Party
Contracting Guidance).”

Project Description
This project includes FTA 5307 CARES Act funding at 100% in the amount of $8,158,684 to be used
for Capital and Operating expenses. The funding will have projects including but not limited to rolling
stock replacement, preventative maintenance, operating assistance for fuel, operating assistance for
transit system operations, and administrative expenses, technology enhancements, including fixed
route software replacement, and farebox replacements, ADA Paratransit operating expenses, and
security enhancements which include driver protection barriers to be installed on busses.
The useful life of the capital components of this project including the rolling stock replacement, driver
protection barriers, and technology enhancements are between 5-12 years.
A Program of Projects was developed using the CARES Act funding allocation to Collier County to
determine the projects included in this grant. Costs were determined by evaluating Collier Area Transit
System-wide needs to effectively enhance and maintain operations. Operating funds in this project will
cover costs incurred from January 20, 2020- September 30, 2022. Preventative maintenance funds will
cover costs incurred from October 1, 2020-September 30, 2021. Preventative maintenance costs are
for the maintenance and upkeep of the Collier Area Transit fleet.
Collier County will use the RFP (request for proposals) process as the procurement type for the capital
items purchased within this project.
Collier County has existing insurance coverage for the items listed in this project, no insurance claims

Collier County will purchase one 35 ft. bus for an expansion bus with necessary equipment for service
. The bus will be owned and maintained by Collier County and operated by the operations vendor. The
bus will be ADA accessible and will have a useful life of twelve (12) years or 500,000 miles. The
vehicle is owned by Collier County and maintained by Collier County's Fleet Management Division.
The operating vendor, MV Transportation Inc. was selected through an RFP process. MV
Transportation Inc. provides the drivers for all of Collier County's fixed route and paratransit vehicles.

Application Executive Summary: This is a FFY 2020 Section 5307 application in the amount of
$8,158,684 (100% Federal Share), this application utilizes CARES Act funding to help respond to and
recover from the COVID-19 pandemic. FTA allocated $9,188,742 to the Bonita Springs UZA. Lee County
has been allocated 11.21% of the total allocation in the amount of $1,030,058 and Collier's portion is
88.79% of the allocation in the amount of $8,158,684. The application is for Operating Assistance for the
Collier Area Transit System including but not limited to, Fuel, administrative expenses, Transit System
Operations, and Capital projects including replacement rolling stock purchase( 1 fixed route bus),
preventative maintenance for vehicles, Fixed Route software replacement, farebox replacement,

Collier County has not applied for or received funding from FEMA or any other federal agency for any of
the projects listed in this grant. ? Collier County agrees that if it receives Federal funding from the Federal
Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford
Disaster Relief and Emergency Assistance Act, a different Federal agency, or insurance proceeds for any
portion of a project activity approved for FTA funding under this Grant Agreement, it will provide written
notification to FTA, and reimburse FTA for any Federal share that duplicates funding provided by FEMA,
another Federal agency, or an insurance company.
Operating expenses will be broken down by the following categories and amounts:

The Operational Expenses requested in this application were determined by assessing the current Collier
Area Transit budget needs in both the FY20 Fixed Route and Paratransit budgets. Collier County
understands that the expenses requested in this application are subject to review for their
reasonableness as part of the agency’s next Triennial/State Management Review.
Collier County will not be submitting an insurance claim for any of the projects listed in this grant
application. Collier County is the designated recipient of the FY20 5307 CARES Act funds.
