EXECUTIVE SUMMARY
Recommendation to ratify the County Manager’s submittal of the FY20-21 Commission for
Transportation Disadvantaged Shirley Conroy Rural Capital Equipment Support Grant
application in the amount of $89,012.70 for the purchase of one (1) Ford Minibus and one (1)
vehicle alignment machine; and approve the authorizing Resolution.
OBJECTIVE: To use grant funds to enhance and maintain transit services in rural areas of Collier
County.
CONSIDERATIONS: The Shirley Conroy Rural Area Capital Equipment Support Grant is used to help
provide rural transportation in Collier County and is made available each year through an application
process administered by the Florida Commission for the Transportation Disadvantaged (FCTD). The
announcement for the grant was received on April 6, 2020, with a deadline for submittal of May 8, 2020.
The focus of this year’s grant application is the purchase of a Ford Minibus paratransit vehicle to replace
a vehicle that has met its useful life. Funding will also be used to purchase a vehicle alignment machine.
Currently, the Fleet maintenance facility at Collier Area Transit (CAT) Operations does not have a
machine to perform alignments on site. Currently, vehicles are sent to an alternate location several miles
away, at the County Fleet main site, where they are required to wait for service along with all other
County vehicles, or as an alternative, the Countywide maintenance shop vehicle alignments are
outsourced which adds to the cost and downtime for the vehicle. If awarded, an on-site alignment
machine will enhance CAT's ability to efficiently and promptly maintain vehicles for the transit
operations. Aligning the tires is very important for vehicle performance and it helps extend the life of the
tires and reduces maintenance costs. The alignment also improves the comfort of the ride for passengers.
Due to the short turnaround to submit a complete grant application, Collier County CMA #5330
authorizes the County Manager to approve the submittal of grant applications with subsequent Board of
County Commissioners (Board) action at the next available Board meeting to ratify the approval as
“After-the-Fact.” The County Manager approved the submittal of the grant application on April 30, 2020
and the application was submitted prior to the submittal deadline.
An authorizing resolution is being brought forth as part of the grant requirement process.
FISCAL IMPACT: The total project cost is $98,903. If awarded, grant funding will be $89,012.70 with
a ten percent (10%) match requirement in the amount of $9,890.30. Matching funds are available from
auction proceeds at the time of award, or Transportation Disadvantaged Fund (427) Project 31427, or a
combination of both funding sources. A Budget Amendment will be brought to the Board for approval
along with a grant agreement. An outline of the proposed funding is in the table below.

LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action. -JAB
RECOMMENDATION: To approve “After-the-Fact” submittal of an FY20-21 Commission for
Transportation Disadvantaged Shirley Conroy Rural Capital Equipment Support Grant in the amount of
$89.012.70 for the purchase of one (1) Ford Minibus and one (1) vehicle alignment machine; and approve
the authorizing Resolution.
