EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment in the amount of $246,000 for Capital
Improvements for the Collier County Courthouse Building L and approve the utilization of Court
Maintenance Fee funding in Fund 181.
OBJECTIVE: To provide the necessary funding in Project 50195.1 to complete budgeted Collier
County Courthouse Capital Improvements, and to utilize Fund 181 for other Capital Improvements.
CONSIDERATIONS: In accordance with Florida Law (F.S. 318.1.8(13)), Collier County Ordinance
2009-41 provides a supplemental funding source for improvements to the State Court Facilities that is to
be utilized upon approval by the Chief Judge and by the Board.
The Court Administration Office, in collaboration with the Facilities Manageme nt Division, identified
areas within the Courthouse that need immediate repairs due to age and high public use. These common
areas and courtroom areas have extensive wear and require refurbishment and the replacement of high
traffic carpets, broken or old jury chairs and extensive drywall repair and painting of secure areas
prioritized for the Court System in the FY20 Budget.
On January 28, 2020, the County Manager' s Office submitted a letter, with an estimated budget provided
by Facilities Management, to the Chief Judge recommending and requesting approval to use the
supplemental funds to proceed with improvements.
Chief Judge, Hon. Michael T. McHugh, approved the request for the projects on February 13, 2020. The
improvements are partially funded in the amount of $3,714.34 from the Court Facilities Replace Signs,
Project 50124, and $242,285.66 from Reserves.
On January 14, 2020, the County issued a Request for Bid for the removal and replacement of the 4th
floor Courthouse flooring. Removal of the existing fixed jury chairs and installation of new fixed jury
chairs would be acquired from a chair manufacturer under a separate purchase order. The Request for Bid
was issued to Mohawk Carpet Distribution, Inc. utilizing the State of Florida Flooring Master Agreement
121715, Contract Number 52100000-16-ASC, previously approved by the Board on 9/26/2017 (Agenda
Item 16.E.18). Bid is $108,966.68
On August 31, 2017, the County issued a Request for Bid to buy 57 fixed jury chairs for the 4th floor
Courthouse courtrooms. This Request was issued to Workscapes, utilizing the State of Florida Office
Furniture Master Agreement Contract No. 425-001-12-1, previously approved by the Board on 9/26/2017
(Agenda Item 16.E.18). Bid is $37,506.06.
The carpet installation and replacement of the Jury Chairs will be done after the courts are closed
weekday nights and weekends and will require security provided by G4S Secure Solutions, Inc. and will
cost approximately $10,000.
Total cost to replace the carpet and jury chairs and provide security for the fourth floor is $156,472.74.
FISCAL IMPACT: A budget amendment is needed to move funding in the amount of $3,714.34 from
the Court Facilities Replace Signs, Project 50124, and to move funding in the amount of $242,285.66
from Reserves, Project 99181, to the Court Facilities 4th Floor Improvements, Project 50195.1, within the
Court Maintenance Fee Fund 181. The source of funding for this project are court fees for non -criminal
traffic infractions set forth in Chapter 318 Florida Statutes.

GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners authorizes a Budget Amendment in
the amount of $246,000.00 and approve the utilization of Court Maintenance Fee funding for courthouse
renovations for the County’s Courthouse Capital Improvements.

I have had an opportunity to review your letter dated January 28, 2020 requesting concunence of
your proposed Fund I 81 outlays for courthouse renovations. Based on the information that I
have received and discussions I have had with Court Administration, it appears that this request
is reasonable. It also appears the Fund 181 reserve is sufficient to cover these expenses. Based
