RESOLUTION OF
COMMISSIONERS,
AGREEING TO JOIN
HOMEOWNERSIIII'.
THE BOARD OF COUNTY
COLLIER COUNTY, FLORIDA,
THE LOCAL PARTNERSHIP FOR
WHEREAS: For millions of families, homeownership is the American Dream and
for more than two centuries, our nation has embraced this dream. Homeownership has
been reaffirmed as a fundamenlal objective of national policy in the National Housing Acts
of 1934, 1949, 1968 and the 0/ Dill of Rights in /944, as a means to realize Ihe goal of a
"decent home and a suitable living environment for every American fami/y."
WHEREAS: The United States is one of the first countries in lhe world to make
homeownership a reality for a majority of its people. Thanks 10 effective cooperation
belween industry and government, the doors of homeownership have been opened to
millions of families over the last six decades.
WHEREAS: Uigh homeownership levels are not inevitable. The nalional
homeownership rate declined from a peak of 65.6 percent in 1980 to approximately 64
percent in 1991. After 46 years of growth, homeownership opportunities in America
became unallainable for millions of hard-working families during the 1980's. While the
homeownership rate has risen over the past live years, it is still below lhe 1980 peak.
Continuing the trend toward greater homeownership is vilal to our nation's families,
communities and economic prosperity.
WHEREAS: Homeownership strengthens families and stabilizes communities. It
encourages savings and investment. promotes economic and civic responsibility, and is lhe
primary means of wealth accumulation for most Americans. Owning a home provides
greater opportunity for personal control and family security. Expansion of homeownership
spurs new production and sales of good and services, thereby strengthening the economy
and creating jobs.
WHEREAS: More than SO national public and private organizations have
commilled to reaching an all-time high level of homeowners hip. Under the guidance of the

United States Department of Housing &. Urban Development, an unprecedented Partnership
has becn established and a Nalional Homeownership Strategy has been developed to help
reach lhis goal.
WHEREAS: Only through the cooperative efforts of the private and public sectors,
including induslry, government, non-profit and community groups at the national. stale and
local levels, can homeownership be raised to record levels. No one organization or
government program cln accomplish what a public-private partnership can achieve.
WHEREAS: The Collier CountylNaplcs Partners for Homeownership is committed
to stabilizing neighborhoods, providing increased homeownership opportunilies to
households. and otherwise improving access to homeownership wilhin Collier County and
the City of Naples.
THEREFORE DE IT RESOLVED: Collier County Oovernment agrees to join with
other private and public sector organizations in forming a local partnership in Collier
County and the Cily of Naples, consistent with the National Homeownership Strategy.
