EXECUTIVE SUMMARY
Recommendation to approve a Resolution to support the Community Foundation of Collier County as
a central site for the receipt and distribution of financial donations during times of local crisis or
disaster.
OBJECTIVE: To recognize and promote the Community Foundation of Collier County (Community
Foundation) as an accredited philanthropic organization to serve as the County's lead non -profit agency
for the receipt, accountability, and transfer of donated funds to local agencies and vic tim assistance
programs for mass violence, local emergencies and disasters, and line-of-duty death events.
CONSIDERATIONS: Collier County's Bureau of Emergency Services and its Division of Emergency
Management and local public safety partners continue to witness the impacts that disasters, local
emergencies, mass violence and line-of-duty deaths have on local communities. Unfortunately, these
national tragedies are further tarnished by fraudulent donation sites impacting both the victim and the
donor with misrepresentation and heartbreak during times of need. The Community Foundation and the
Division of Emergency Management observed lessons learned from the Orlando Pulse Night Club
shooting, the Stoneman Douglas High School shooting and other events and recognize the importance
of a centralized, transparent, and locally accountable financial donations management strategy. These
efforts with professional oversight and utilization of best management practices with partners from the
National Compassion Fund, Federal Bureau of Investigation and local law enforcement authorities ensure
that benefits for victims of mass violence are properly administered and ensure the accountability
needed by generous donors from around the world during our community's time of imminent need.
The Community Foundation has already established and demonstrated its ability to serve as a central
donations portal following Hurricane Irma, when more than two million dollars was received within
hours and similarly distributed to United Way agencies as part of its emergent disaster response efforts
to those in need. The Community Foundation continues to provide long-term disaster relief assistance to
numerous agencies within Collier County, allowing those agencies to focus on disaster assistance and
sustainable housing for the survivors instead of emergency fundraising activities.
The Community Foundation has established two on-line donation portals for the purposes of allowing
any donor to give any amount to either a disaster event or an act of mass violence, including a line-of-duty
death. The Community Foundation has the financial expertise to provide expeditious transfer of
immediate-needs funding or working within established, best practices for long-term efforts for mass
violence claims processes in concert with state and federal agencies.
The Division of Emergency Management will continue its partnership efforts with the Community
Foundation to help build the necessary plans and programs to better aid community members who may
be impacted by any of the crisis events described above.
GROWTH MANAGEMENT IMPACT: There are no impacts to Growth Management with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board action. -JAB
FISCAL IMPACT: There is no fiscal impact associated with this action.
RECOMMENDATION: To approve a Resolution supporting the Community Foundation of Collier
