EXECUTIVE SUMMARY
Recommendation to approve a resolution approving and authorizing the execution of an
amendment to a Joint Participation Agreement between Collier County and the Florida
Department of Transportation for the Section 5339 Bus and Bus Facilities Formula Program to
revise the total grant award to $202,400 and remove the twenty percent (20%) State Transportation
Development Credit match requirement.
OBJECTIVE: To improve accessibility to bus stops within the rural area of Collier County.
CONSIDERATIONS: On June 13, 2017 (Agenda Item #16D6), the Board of County Commissioners
(Board) authorized the execution of a Joint Participation Agreement (JPA) between Collier County and
the Florida Department of Transportation (FDOT), in the amount of $253,000 for ADA Bus Stop
Improvements in the rural area of Collier County. The JPA awarded $202,400 which represented eighty
percent (80%) federal funding and $50,600 of Toll Revenue Credits (TRC), now referred to as
Transportation Development Credits (TDC), as the twenty percent (20%) match requirement for the Bus
and Bus Facilities Formula Program.
Recently staff received the attached Supplemental Joint Participation Agreement, Number 2
(Amendment) from FDOT. The Amendment states the project would be 100% federally funded and the
twenty percent (20%) match requirement would be removed. In order to make this adjustment, the JPA
must be amended to reflect the change in match requirement. The JPA has been revised to reflect an
awarded amount of $202,400 which represents 100% federal funding.
FISCAL IMPACT: There is no Fiscal impact associated with this Item. The federal portion previously
appropriated within CAT Grant Fund (424) Project 33518 remains unchanged. Soft matches supported
by toll revenue credits are not appropriated and therefore removal of the match requirement has no
impact.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB

to a JPA between Collier County and FDOT to revise the total grant award to 100% federal funding of
$202,400, with no match required.
