(Project 60240) OBJECTIVE: To create and fund a pilot program for speed feedback signs in the Golden Gate Estates community and authorize all necessary Budget Amendments. CONSIDERATIONS: Based on the concerns of members of the Golden Gate Civic Association and community residents in Golden Gate Estates, an idea of a pilot program was presented to install and evaluate the effectiveness of driver feedback signs. The driver feedback signs that Traffic Operations currently has deployed use radar to collect motorist's speed and volume data and dynamically display their speed. These driver feedback signs are typically placed on the existing "Speed Limit" signs, and the primary purpose of these visual displays is to help motorists refocus their attention on their current speed and self-correct to the posted speed limit. Traffic Operations staff started a program using dynamic speed feedback signs in June 2019 as a response to public concerns over speeding. These signs are deployed for a period of two to four weeks. This program received a favorable response from the public, and an initial review of the collected speed data has shown these signs are effective to reduce speeds. Previous research performed in other areas has shown that speed feedback signs can be an effective method for reducing speeds at a desired location. This research was performed primarily on rural two- lane roadways. The proposed pilot program will help evaluate the long-term effectiveness of driver behavior. The pilot program is anticipated to last one to two years. Initially, five locations will be chosen based on recommendations from community representatives and a feasibility review by Traffic Operations staff. If the data collected from the driver feedback signs proves that the signs are not being effective at the chosen locations, then new locations will be vetted. FISCAL IMPACT: A Budget Amendment is required to fund the purchase of ten (10) driver feedback signs at the cost of $10,000 each and two year's of annual maintenance at a cost of $10,000 per year. The total estimated cost of the pilot program is $120,000. Funds will be transferred within Transportation Capital Fund (310) from Project 50154 to Project 60240. Additionally, staff hours will be needed to install the driver feedback signs and monitor the pilot program; staff costs associated with installing and maintaining the signs will be absorbed within Traffic Operations Cost Center 163630. GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for approval. -JAK RECOMMENDATION: To accept the recommendation to create and fund a pilot program for speed feedback signs in the Golden Gate Estates community and authorize all necessary Budget Amendments.
