BAYSHORE/GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT LOCAL
ADVISORY BOARD MINUTES OF THE FEBRUARY 4, 2020 MEETING
The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory
Board was called to order by Chairman, Maurice Gutierrez at 5:01 p.m.
I. Roll Call: Advisory Board Members Present: Maurice Gutierrez, Dwight
Oakley, Steve Main, Al Schantzen, Steve Rigsbee, Camille Kielty, Karen Beatty
and Michael Sherman. Larry Ingram Excused Absence.
CRA Staff Present: Debrah Forester, CRA Director; Tami Scott, Project
Manager, Shirley Garcia, Operations Coordinator.
II. Pledge of Allegiance: The Pledge of Allegiance was led by Chairman Gutierrez.
III. Adoption of Agenda: Steve Main made a motion to adopt the agenda as written.
Camille Kielty seconded the motion, passed unanimously.
IV. Approval of Minutes: Al Schantzen made a motion to approve the minutes,
Steve Main, seconded the motion. Passed unanimously.
V. Community / Business - Presentations
VI. Old Business:
a. Grants-Residential/Shoreline Stabilization Grant - Ms. Forester remind
everyone of the direction from the January advisory board meeting regarding
recommending funding the residential grant program. The only program not
funded was the Shoreline Stabilization Grant. Community members have
requested that the Advisory Board consider funding that program as well.
Ms. Forester reviewed the criteria of that program and requested the
Advisory Board consider funding the Shoreline Stabilization Grant similar
to the other residential programs, adding $25,000 to the budget -which would
allow for 5 grants at the maximum of $5,000 each, with priority given to
residential properties. Ms. Forester noted it will be brought forward to the
CRA Board at the February 11th meeting. Al Schantzen wanted to clarify
who can apply and what waterway is included. Steve Main mentioned that
the property owner would have to be within the CRA boundaries as well as
in the Haldeman Creek MSTU boundary since it is a CRA funded grant. Ms.
Forester stated that if the funding is approved, she will get clarification on
eligibility. Al Schantzen made the motion to approve funding the grant,
Steve Main second the motion. Passed unanimously.

b. Public Master Plan Update. Ms. Forester provided an update on the public
arts master plan and recommended the working lunch be held on Wednesday
February 26th at noon. The meeting will be held in room 124 and noted the
Community Forum will be held on Thursday, February 27 at 6 p.m. in the
Buehler Auditorium, Botanical Gardens.
c. Fire Hydrant install Bayshore Drive/Linda Drive - Ms. Scott stated the
City of Naples stepped up to the plate, went ahead and installed the new fire
hydrant at no cost to the CRA.

VIII. Staff Report:
a. Project Manager Report: Tami Scott highlighted a few of the projects on
her report:
• CRA parking lot project is going out to bid tomorrow and the goal
is to have it constructed and functioning by next season. A sign will
be going up soon that states “CRA parking Lot Coming Soon”.
• Thomasson Drive - The staff will be hosting the Thomasson Drive
project Community meeting on the 27th to introduce the CEI
contractor.
• Ms. Scott attended 2 pre-apps this past month, one of the projects
will be behind the Wood springs Suites hotel on Pine Street and it
will be a doggy day care/Auto Man Cave total of 3 sites but there
hasn’t been anything submitted yet.
• The other pre-app she attended was on Bayview Drive for the
Naples Marina which will be a new structure for Boat Storage and
the residential lot across the street will be for accessory parking.
Maurice Gutierrez asked if they would have to be rezoned for the
parking lot, and if there is an existing PUD on that street what
would be the counties position to change those deed restrictions
how would that play out?
• Steve Main asked about the love and Legacy lots, Ms. Forester said
the County Attorney’s office is very close in settling those lots.
b. Financial Report: Ms. Forester provided the financial report and noted
some adjustments that will be made to create project numbers for the
residential grants so they can roll over the next fiscal year.
c. Maintenance Report: The maintenance report was provided for Dec-Jan,
Ms. Forester went over the report and mentioned there were at least 12
areas of pavers that become an trip hazard and staff went out to bid for
ongoing maintenance to have these areas addressed on an ongoing
maintenance repair for the year.

IX. Other Agency’s:
a. Collier County Code Enforcement: The staff added the January code
report and the additional details of cases that were open since 2018. Mr.
Johnson attended to provide further details on any of the cases on the
report.
b. Collier County Sheriff’s Office: Corporal Nelson went over the
Homeless count that was just completed by the East Naples Cops at the
Gulf Gate Plaza, the Health Department, Elwoods Barber Shop, Veterans
Affairs and a hair salon attended. They serviced over 200 people with food,
clothing and a health check.
X. Communications and Correspondence:
a. Stormwater Subcommittee December Meeting Minutes – Ms. Forester
provided the December minutes and mentioned the next meeting will be
held on January 21, @ 3pm in the CRA office conference room. Ms.
Forester also wanted to mention that they had their grants meeting on the
Sabal Shores Fire Suppression project. The CRA is partnering with
Stormwater division to include stormwater improvements along with the
waterline improvements.
b. Vacancy on Bayshore Beautification MSTU and Haldeman
Creek MSTU Committee – Staff provided the link to apply for the
vacant seats on both MSTU committees.
c. Approval for Improvements of the Pickle Ball Courts E. Naples
Community Park – attached the executive summary for
construction award to begin at the E. Naples Community Center for
the Pickle Ball Courts expansion.
d. Third Annual Veteran and Dependent Expo - The flyer for
veteran’s assistance programs was provided in the packets.
e. Car seat check-up – Flyer provided from the department of health.
XI. Public Comments: There was a comment about the status of the 17acres,
and Ms. Forester commented that the17acres is on hold at this time until the
Cultural Arts Strategic plan goes before the Board of County Commissioners
in April. Staff will seek more direction from the Board after that meeting.
Maurice Gutierrez asked if CAPA is going forward with their fund raising
or are they waiting for the strategic plan to go through. Ms. Forester stated
she did meet with Bill Drackett and they are still interested in the property
and will be participating in the Public Arts Master Plan.

everyone know that the Sabal Shores traffic study is underway.

Dwight Oakley requested that the Board discuss the information provided in
his handout. He obtained the information from the County’s public portal.
He wanted everyone to read it and try to address the base issue regarding the
impacts on South Bayshore Drive. Mr. Oakley stated he had met with County
Staff to go over the traffic impact study that was done and he feels the project
does not need to have entrance and exits on South Bayshore Drive and that
should be addressed sooner than later. Staff mentioned that there will be
several public hearings on this item and the developer had previously
mentioned he would come back to the Board as they were going through the
project development.
Maurice Gutierrez mentioned that there is very few community members in
attendance and we will see one more meeting if the CRA needs to move the
meetings back to 6pm.

Community Redevelopment Agency Overview
The Collier County Community Redevelopment Agency was createdbytheCollierCountyBoardofCountyCommissionersonMarch14,2000 by Resolution 2000-82.The Agency has two redevelopmentareas:The Bayshore/Gateway Triangle Community RedevelopmentArea(BGTCRA)and Immokalee Community Redevelopment Area.
The BGTCRA is compromised of approximately 1,800 acres with awiderangeofresidentialandcommercialproperties.Funding for theCRAcomesfromTaxIncrementFinancing(TIF).
The Redevelopment Trust Fund was established in 2000 which set thetaxbaseat$288,081,106.The January 2019 assessed real propertytaxvaluewasreportedtobe$764,138,343.The related tax incrementvaluefor2019budgetwas$476,057.Tax Increment budgeted in2019was$1,977,100.TIF is a portion of the property taxes generatedaboveandwhatwasreceivedbytheCountypriortotheCRAbeingestablishedanddoesnotresultinanyadditionaltaxtothepropertyowners.
Since the adoption of the 2000 Redevelopment Plan,much haschangedwithintheredevelopmentareaincluding:Bayshore Drivestreetscapeimprovements,pedestrian pathways,crime reduction,demolition of substandard housing,new residential development,façade improvements and the opening of the Botanical Gardens.
In 2019,the Board of County Commissioners approved the firstamendmenttotheredevelopmentplan.Setting the vision andimplementationplanforthenexttenyears.

Collier County Community Redevelopment Agency Executive Board (CRAB)
The CRA Bayshore area is really looking good these days.It's been a long road to travel,but the
trip is worth it because it lets us see where we were and what we are becoming,and what
still needs to be done,especially in the Gateway Triangle portion of the CRA.Let me fill you in
on some of the new things that have come to be in this last year.The new Porsche Dealership
expanded a bit to the east,abutting Airport Road,which allowed for the County to finally
acquire the land and build a right turn lane for southbound traffic on Airport approaching Davis
Blvd.to flow more easily.The Porsche Dealership became a catalyst for other new automotive
opportunities such as the Exotic car storage facility,"The Ultimate Garage",and a possible
expansion of the Lotus/Alfa Romeo Dealership and a new BMW Dealership planned for this
coming year on Davis Blvd.east of Airport Rd.And on the corner of Shadowlawn Dr.the old
run-down buildings have been torn down and replaced with a Racetrac fuel and food facility.
Further along U.S.41 E,just east of the CRA boundary,Keiser University is building two
buildings with 65,000 sf to hold a total of 600 students.Courthouse Shadows,across from the
Government Center,will finally see some much-needed revitalization with 300 market rate
apartments intermixed with existing commercial.This replaces a potential big box retail with
residential units and provides an overall traffic mix that would be less than the previously
proposed commercial build out.
Moving into the heart of Bayshore,there has been tremendous interest in the new
Celebration Park,resulting in the construction of an adjacent parking lot on Becca,due to the
Park's popularity.Across Bayshore from Becca Ave.a new Bayshore Wine Venue at 9,350 Sq.Ft.
for a restaurant and wine related
interests is proposed.Ankrolab Brewing Company finally was able to open this past year,a few
blocks south of Celebration Park on the opposite side of Bayshore.Further south along
Bayshore,the Arboretum Project,built by Matamay Homes,is moving forward at a good pace,
which is a market rate residential project of about 244 units.And across the street,where the
former Cirrus Pointe project was to be built has a new developer proposing to build 127 units
and renaming the project:Meridian landings.
Looking at the Gateway Triangle,approaching Naples,the two high rise project that were
in planning in 2018 have had some changes.The one in front,proposed for 112 feet high with a
mix of hotel rooms and residential units underwent an ownership change,and a recent proposal
included the same height and up to 150 hotel rooms and 24 condominium units.The larger
project behind this one,with buildings allowed up to 162 feet in height,was zoned in 2018 and
is still in various staging of planning.
The East Naples Community Park will see 10 new pickleball courts in 2020,along with a
new maintenance facility and many upgrades that are needed,and more to come next year.
I must say it is exciting to work in this area and see,right before your eyes,marvelous
things taking place!In my memory,I cannot remember ever seeing so much positive activity
and so many upgrades for this area,with the promise of more to come!Now THIS is fun!

I’ve often been told I’m optimistic,I don’t know why.Maybe it’s because I’ve
always thought the Bayshore Triangle area was the perfect location to put down
roots back in the late 70’s .While most perceived me as crazy,I found comfort in
this close-knit community.Today I am more optimistic than ever as we see the
growth and expansion of our neighborhood all around us.This unity is evident in
the community’s involvement on topics and issues which affect us all,from quality
of life to future growth.It’s easy to see our efforts are paying off as we progress
from project to project.From infrastructure items like fire suppression on side
streets to the hopes of closing on the mini triangle for redevelopment,we are on
the move.
Our efforts to increase green space and reduce density on the 17 Acres evolved
from the surveys taken at out CRA Workshops.That survey ended up being not
only the most successful per capita in the county but the driving force in the
concept of enlarging Sudgen Park and eliminating housing from the Cultural center
vision.
Everything our board does is driven by the community's support and our great
staff. As 2020 begins,I am sure the CRA will continue on a positive path toward
redevelopment. I am optimistic,about a lot of things going on in our
neighborhood,maybe it’s just because I don’t like drinking from a half empty
glass.

The Everglades Wetland Research Park (EWRP), a research and teaching program of Florida Gulf Coast University (FGCU), is housed at the KapnickEducation and Research Center on the campus of the Naples Botanical Garden. The EWRP provides teaching, research, and service related to wetland, river, coastal science and ecological engineering. The center provides real-time Weather Date and real-time monitoring system for water quality and water level in two wetlands in Southwest Florida. The center is strategically located to Naples Bay, the Gulf of Mexico coastline, the freshwater Florida Everglades and Big Cypress Swamp. Tours of the labs and wetland are available by contacting the EWRP at 239-325-1364.The center includes the 2,250 square foot Buehler Auditorium and several small classrooms/meeting spaces.

Community Redevelopment Agency 2019 Accomplishments
Redevelopment Plan Update:
On January 9,2018 the CRA approved a contract with TOA Design Group,LLC
to prepare an update to the 2000 Community Redevelopment Area Plan for
the Bayshore Gateway Triangle to update the vision,goals,and strategies to
continue to move the community forward over the next decade.Considerable
time and effort has been spent in 2018 to gather analysis and public input to
draft a major amendment to the Community Redevelopment Plan section
related to the Bayshore Gateway Triangle Redevelopment Area.
Community Input continued through 2018, with the draft plan amendment
presented to the CRA Advisory Board in November. In April 2019, the Board of
County Commissioners approved the Redevelopment Plan update.

Mini Triangle:
In April 2016,the CRA approved the Purchase and SalesAgreement(PSA)with Real Estate Partners International,LLC (REPI)forthe5.27-acre site in the Bayshore/Gateway Triangle “mini-triangle.”REPI continued moving the project forward in 2018.
In February 2018,the Mini Triangle Comprehensive Plan AmendmentandMPUDzoningdistrictwereapproved.The rezoning is intended tocreateavibrantmixed-use development with a mix of residential unitsalongwithamixofcommercialuses,including retail,restaurant andofficeuses.
In July 2018,the CRA approved a Cell Tower Relocation AgreementwithCrownCastletodecommissionandremovethecelltowerlocatedononeoftheCRAparcelsundercontractwithREPI.In addition,theCRAapprovedafourthamendmenttothePSAtoextendtheclosingdateto30daysaftertheremovalanddecommissioningofthecelltower.The closing is anticipated in summer of 2020.
In 2019,Crown Castle received approval for their new tower to belocatedatKirkwoodAvenuefromtheFederalAviationAdministration.Site Development Plan approval process was initiated.

The CRA in partnership with the City of Naples has developed a multi-phase plan to upgrade existing water lines and install new and/orupgradefirehydrantsinthecommunity.Through a competitiveCounty-wide grant process for U.S.Housing and Urban Development(HUD)Community Development Block Grant (CDBG)entitlement funds,the CRA has applied and received funding for two of the eight identifiedphases.The City of Naples Utilities Department provides in-housedesign,construction management,and capital funding while the CRAprovidesgrantmanagement.

Sabal Shores –In January 2019, the CRA hosted a community event for the residents of the Sabal Shore neighborhood. The outcome of the event resulted in Neighborhood Watch and an analysis of the traffic and lighting in the community. In April, internationally known pedestrian and bicycle safety expert, Dan Burden attended a community meeting to discuss options for the community. The event was sponsored by Blue Zones. The planning efforts will continue in 2020.

Neighborhood Initiatives
Holly Avenue –In April 2019, the residents of Holly Avenue requested assistance from Collier County to address code violations on the street. With the assistance of Code Enforcement and Collier County Sheriff’s Department a coordinate effort was underway to improve the street. On November 26, 2019, the CRA coordinated a neighborhood clean-up with Solid & Hazardous Waste Management Division and Code Enforcement Division focusing on the south end of Bayshore. The clean-up brought together the residents of Holly Street to work together to remove over 8.1 tons of debris and yard waste.

Watching the grass grow is not something any of us take the time to do, but we
all notice a freshly cut lawn. Likewise, our Bayshore community slowly grows
and we only notice when change is obvious; and those changes are just starting.
This year we are finally on a construction schedule that will be the start of the
Thomason Drive project. Details and changes have been worked out and when
completed it will be worth the wait. Parks & Rec are proceeding with the vision
of safe legal boat trailer parking along Hamilton Avenue while we’re redoing
Thomason Drive. Our monthly meetings at the Gardens will be useful to keep all
interested parties updated on our progress. Although we have moved our offices
into the government center this past year, we still meet monthly at the Gardens.
Behind the scenes we are in the process of re-addressing Bayshore drive
landscaping. Our focus is on safety, lighting and landscaping. With a little luck,
we’ll implement those improvements as we finish Thomason drive. As always,
our staff deserves all the credit in keeping us focused and handling the endless
demands our board throws at them. It seems that the challenges we go through
as a community always result in positive action. We look forward to 2020 as the
year we really “wow” our neighborhood on Thomason and thank all those that
support our efforts with encouraging words.

Jack Bonzelaar 22Creativity in BloomAt the January 2019 meeting, the Principal Planner informed Haldeman Creek committee post Hurricane Irma cleanup is completed and finalized with all the areas that were critical. The committee has continued working with, Keep Collier Beautiful projects to cleanup and continuing the efforts to keep Haldeman Creek and its shorelines free of debris. Thanks to all for volunteering in our clean ups.
We continue to encourage residents to remove exotics and trim mangroves that are extending beyond their property lines and overhanging Haldeman Creek. During the past year the committee has received a determination as to which navigational markers are the responsibility of the MSTU and which markers belong to the City of Naples.
We continue to work with County Staff to develop a realistic estimate for the year a future dredge will be required as well as the cost. This is not easy as we are a small MSTU and have worked diligently to resist paying outside engineers for this work. Hopefully, we will develop the necessary information and keep it updated so that we can ensure our millage is correct so the funding will be available when the next dredging is .
Going forward in 2020 it is the goal of the Haldeman Creek MSTU committee to continue moving towards the goal of having the necessary information to plan the next needed dredge of the Creek. Using the right information will help the committee suggest the millage needed to be prepared to complete our mission.

Haldeman Creek MSTU 2019 Accomplishments
23Creativity in BloomThe consulting firm,Humiston and Moore Engineers,P.A.was hired to
conduct an analysis of the current conditions of Haldeman Creek to assist
in determination of future dredging needs.The consultant’s work
included three phases:existing conditions Bathymetric survey;analysis
and determination of future dredge;and permitting.
Humiston and Moore completed the survey and analysis.Based on
comparison of date between the last dredge in 2007 and 2019 conditions,
the impacts from Hurricane Irma was minimal and dredging was not
warranted.However,the survey did suggest that spot dredging in the
future may be necessary.The consultants have moved into the permitting
phase and applied to the Florida Department of Environmental Protection
(FDEP)for a permit.On December 16,2019,FDEP issued a notice that the
proposed future dredge would be exempt from the need to obtain a
regulatory permit from FDEP.An application to obtain a maintenance
dredge permit from the U.S.Army Corps of Engineers is under review.
The permit,once approved,is open for 10 years which will provide the
flexibility to coordinate future dredging with other dredge projects the
County or the City of Naples may be doing in the area.The MSTU will
continue to monitor the conditions of the Creek by conducting
Bathymetric surveys every two to three years.
Courthouse Shadows redevelopment project was approved by the Board
of County Commissioners,the project scope includes demolishing a vacant
commercial strip-mall and developing up to 300 multi-family residential
units and amenities on the 20-acre site.The project will have access to
Haldeman Creek.During the review of the project,the developer agreed
to expand Haldeman Creek boundaries to include the entire residential
development.Staff will coordinate the boundary expansion in 2020.

agencies to explore varies options as directed by the Board of County Commissioners. Staff has prepared a
conceptual sketch for comments at the March 3, 2020 CRA board meeting.
CRA Triangle Property:

Cell Tower Relocation:

Issue with the soil bearing capacity and the tower need to be moved slightly. , Crown Castle received their SDPI
on February 13, 2020 and a new building permit PRBD20200206815 was submitted on February 19, 2020.
Fire Suppression System- Phase 2:
Phase 2 includes Becca Avenue and Pine Street
Preconstruction meeting held with Douglas Higgins Inc. 4485 Enterprise Ave. Naples, Florida 34104.
Project has been delayed, staff will schedule a stakeholder meeting prior to the construction start, anticipated
start date of April 20, 2020.
Fire Suppression System- Phase 3:
Phase 3 includes Areca Avenue, Coco Ave, Basin Street, Canal Street and Captains Cove.
CRA staff is working with City of Naples for the Construction Documents, documents are at the 60% stage.
Staff will distribute documents to stakeholders when available.
Fire Suppression System- Phase 4:
Staff has submitted a Grant application for Fire Suppression Phase 4 in the amount of $300,000. Phase 4 includes
Van Buren Avenue, Shorter Avenue and Barrett Avenue, west of Bayshore Drive.
The City of Naples has agreed to partner on the project and is contributing $350,000.00.
Master Pump Station 306:
Thomasson Avenue and Thomasson Drive
Project is currently under construction, foundations for the new pump station building has been poured.
Building above grade structure has begun and all walls are up as of January 1, 2020.
20” Force Main along Thomasson Lane has been run from the existing site to the new.

Master Pump Station 308:
Master Pump Station 308 force main installation project September 2019
Pipe installation completed via open cut on Shadowlawn Drive from Linwood Avenue to Francis Avenue; and
majority of pipe installation on Francis Avenue at Shadowlawn Drive has been completed, east past Airport-
Pulling Road, continuing onto Glades Boulevard, and ending at Palm Drive. This portion of the work was done
via underground drill. Pipe tie-in, site and sidewalk restoration, and final clean-up in the above areas are pending
and will be completed as soon as possible. The upcoming work plan includes pipe installation via open cut in
the right of way and County Utility Easement (CUE) from just north of Glades Boulevard on Palm Drive to
Lakewood Boulevard. Crews plan to complete pipe installation by underground drilling on Lakewood Boulevard
to just north of Davis Boulevard. Notifications are planned for distribution to impacted property owners and
stakeholders prior to this work beginning. Expected completion for this project is mid to late spring 2020.

Thomasson Drive: Phase 1 (Thomasson Drive including roundabout)
Bayshore Beautification Thomasson Drive Project 20-7684 – Construction contract with Wright Construction
scheduled to be approved at the February 25, 2020 BCC meeting. Stakeholders kickoff, meeting scheduled for
March 4, 2020, 5:30 at the FGCU & Naples Botanical Garden Buehler Auditorium.
Hamilton Avenue: Phase 2
Parks & Recreation project Manager Michael Cherubini has received the 30% plans last week, staff is currently
reviewing the documents and the deliverables are on track.
South Bayshore Drive Beautification Renovation:
Mike McGee Landscape Architect has completed his review and assessment of the existing conditions. Staff is
waiting for more information regarding the Sabal Shores / Isle of Collier expansion to determine the next step.
North Bayshore Drive Beautification Renovation:
Access Management Plan:
CRA staff has been working the Collier County Transportation department and Collier County road maintenance
department to flush out the initial concept drawings regarding potential sidewalk, bike lane and median changes.
A workshop will be scheduled with Stakeholders, County and Consultants to review each option and discuss
how to move forward.
FEMA:
Decorative light fixtures have been repaired and completed.
The repairs are a result of hurricane Irma and were identified in the FEMA damage report project # 43315, total
cost is $85,836.00.
HALDEMAN CREEK MSTU PROJECTS
Future Dredge Analysis:
Matthew Goddard with Hummiston and Moore gave an update of the project at the October 3, 2109 HCMSTU
meeting. Matthew Goddard has prepared the necessary permit applications for submittal.
Permit has been submitted to DEP and an exemption letter has been received.
Permit submitted to Army Corp of Engineers and is pending review.

was called to order by Principal Planner Gino Santabarbara at 3:14 p.m.
I. Introductions

II. Review of January 24th, 2020 meeting minutes
● Allen Schantzen requested a copy of the minutes from the previous meeting.
● Gino Santabarbara reviewed the minutes.
● Debrah Forester clarified that in the previous meeting, her question and Mr. Wiley’s
comments regarding the report were stand alone comments and should not be included
under Coco Area Basin Sabal Shores. I was as follows:
“Debra Forester - would need more input on the report, what has been done and has it
helped to improve. Mr. Wiley said he cannot give input because he has only skimmed
over the report. He would need to take a closer look.”
These should be listed before Item 1 under B.
III. Open Issues
● Debrah noticed that there was mud/dirt at two drainage areas at Bayshore. Gino suggested
that Albert go to the meetings and elaborate on the maintenance plan. Maurice said that if
anyone sees anything like that to follow up. Debrah mentioned that they can call 311 if
something needing maintenance is seen.
● Debrah asked if fire suppression #4, located on Van Buren and Shorter was/is a priority for
this group. Ms. Scott said they have already applied for a CDGB grant for Barret, Shorter,
and Van Buren west of Bayshore Dr.

● Maurice asked about the Becca Ave pipe on the east end. He asked if it was used to
separate garbage or drainage? Infrastructure for garbage separator would be ideal because
of the food truck park. Gino said it works as long as the maintenance plan is implemented.
IV. New business
A. 2011 Bayshore Stormwater System Improvement Plan
● Gino presented a powerpoint on the 2011 Stormwater System Improvement Plan by Q.
Grady Minor & Assoc.
1. Level One System Improvements, consist of stormwater facilities which convey
stormwater to a major outfall (Highlighted are more important):
● North South Outfall Ditch south of Thomasson Dr. (South of Bayshore Dr.
addressed)
● North South Ditch north of Lake Avalon to Halderman Creek
● Thomasson Dr. drainage from North-South ditch crossing Bayshore Dr. to
approximately 100 ft. east of entrance to Botanical Garden.
● Estimated 2011 Costs; $1.7M to $2M
2. Level Two System Improvements, consist of stormwater facilities which convey
stormwater from Level Three facilities to Level One Systems. Since there are a very
limited number of Level Two Systems, they were included in the Level Three
Facilities. (Highlighted are more important)
● Area 1. Streets within Weeks & Becca Ave.
● Area 2. Streets within Bayview & Lakeview Avenues
● Area 3. Streets within Coco & Areca Avenues

Visiting the Naples Botanical Garden
Business trips are always more enjoyable when I can squeeze in a little time to visit a nearby botanical garden.
Last month, while in southwest Florida promoting my latest book, “Martha Stewart’s Cookie Perfection: 100+ Recipes to Take Your
Sweet Treats to the Next Level,” at the USA Today Food & Wine Experience, I had the chance to visit the Naples Botanical
Garden, a 170-acre garden paradise featuring plants and cultures of the tropics and subtropics between the 26th latitudes including
Brazil, the Caribbean, Southeast Asia and Florida. And from now through the end of the year, visitors can also enjoy the Garden's many
collections illuminated in thousands of "Night Lights" for the holiday season - stop and visit if you can.
