EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the sewer utility facilities for Moorings Park at
Grande Lake Phase One and Two - Phase Two Sewer, PL20190002700, and to authorize the
County Manager, or his designee, to release the Utilities Performance Security (UPS) and Final
Obligation Bond in the total amount of $39,448.40 to the Project Engineer or the Developer’s
designated agent.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the
Collier County Water-Sewer District, approve final acceptance of the sewer facilities, and to release the
Utilities Performance Security (UPS) and Final Obligation Bond in the total amount of $39,448.40, in
accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1) The Developer of Moorings Park at Grande Lake Phase One and Two - Phase Two Sewer, has
constructed the sewer facilities within dedicated easements to serve this private development (see
attached location map).
2) Collier County Public Utilities Department granted the Developer of Moorings Park at Grande Lake
Phase One and Two - Phase Two Sewer, a utility deviation that permitted the project to deviate from
the standard utilities acceptance process, allowing the project to skip the one-year warranty period
(and associated performance security) and go straight into final utility acceptance. Public Utilities
staff justified the deviation because the sewer utility facilities are privately owned and maintained.
The Developer provided a Utilities Performance Security (UPS) and a Final Obligation Bond in the
total amount of $39,448.40 under AR-14066, The Ivy at Naples Grande Golf Club. This project was
subsequently modified and replaced by the Moorings Park at Grande Lake Phase One and Two, and
since all work has now been completed, the bonds can be released.
3) A final inspection to discover defects in materials and workmanship has been conducted by staff on
January 28, 2020, in coordination with Public Utilities, and these facilities have been found to be
satisfactory and acceptable.
4) Staff recommends final acceptance of the subject sewer utility facilities and to release the Utility
Performance Security (UPS) and Final Obligation Bond in the total amount of $39,448.40.
5) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended.
6) Staff is unaware of any issues that would serve to negate the recommendation to approve final
acceptance.
FISCAL IMPACT: Approval of this Executive Summary will have no specific financial impact.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for Board approval -SAA
