The PBF expressed concerns over(1) a two-story building replacing the existing one-story building, (2) safety, access, and zoning related to holding public meetings in the new building, (3) the planned housing of PUD employees who would not be employed solely for the benefit of Pelican Bay, and (4)the sewage treatment plant, located on the Watergate Way parcel, which was decommissioned 25 years ago and is an eyesore to nearby residents. Mr. Dorrill will share this information with PUD Deputy Director Dan Rodriguez and Mr. Callahan. He suggested and the board agreed that the PBSD should press forward with the facility replacement project (which would include an area to house our administrative staff) on our own. He noted that the County Facilities Dept. would manage our project. Mr. Streckenbein commented that the PBF has requested that we provide a list of our needs for the replacement building. Ms. O'Brien suggested that we need to let the County know that the PBSD Board is no longer in favor of moving ahead with a PUD/PBSD joint replacement facility project. Mr. Dorrill commented that he is not aware of any inspections of the existing facility by any government agencies. STRATEGIC PLANNING Al)HOC COMMITTEE Mr. Streckenbein formed an Ad Hoc Strategic Planning Committee to be chaired by Mr. Fogg, with Dr. Chicurel, Ms. McLaughlin and himself as committee members. He provided a document entitled "Ad Hoc Committee — Watergate Way Maintenance Building and usage of surrounding 11 acres,"which was added to the record. This document described the scope of work for the committee. COMMITTEE MEMBER CHANGES Mr. Streckenbein removed Mr. Fogg from the Landscape & Safety Committee, and appointed Mr. Fogg to the Budget Committee. Mr. Streckenbein appointed Mr. Griffith to the Landscape & Safety Committee. (QGMA) SUBJECT: Pelican Bay Services District Yard De-conflicting PBSD Office/Mntc and PUD WWTP DATE: April 3,2019 Two projects, PUD WWTP improvements(Exhibit 1)and PBSD Office/Maintenance Yard improvements (Exhibit 2), have been overlaid on the site area to determine conflicting elements (Exhibit 3). Each element has been identified by a letter(PBSD) or a number(PUD)for respective projects. Overall significant portions of the PBSD project are not in conflict. However,there are elements that are in conflict and need alternative locations/sizes in order to accommodate both projects' needs. Below each element is listed followed by a description and a critical criteria score for location and/or size. This criteria table was utilized to develop an alternative plan. Not identified on the Stantec conceptual WWTP (Exhibit 1)was the Summit Communications building located near the existing oxidation ditch and the existing PBSD vegetation nursery. There is a benefit to have parking in close proximity to the facilities but it does create a rather compact site. The needed PBSD parking is approximately 55 spaces. The alternative plan (refer to Exhibit 4) depicts a total of 50 spaces adjacent to the PBSD facilities. Previously there was a potential need to have 14 spaces designated for IQ needs. Now that IQ will not co-locate with PBSD, the total number of provided spaces is nearer the PBSD needs. The nursery area is now depicted as being relocated to the southeast corner of the property with an access drive. The PBSD conceptual site plan avoided all large diameter mains (IW, SS and PW) in the yard. The alternative plan locations for PBSD facilities do as well. The alternative plan does not de- conflict with the PUD plan for the mains except as to not locate any of the relocated elements over mains.
