Naples, FL 34112 Subject: Planned Unit Development Rezone PUDZ-PL 20180002453 Dear Commissioner Solis: We live in the Livingston Lakes WCI Community on Livingston Blvd, District 2. We received notice on October 11, 2019 regarding the above rezoning application from D.E. Davidson Engineering on behalf of property owners William Donovan and Patrice Donovan. In August of 2017 we purchased our Carriage home at 15165 Butler Lake Drive, Unit 102 right before Hurricane Irma. We previously lived at 4000 Stonesthrow Ct., Naples FL 34109. In 2012 we relocated from Las Vegas Nevada after my retirement. Prior to our relocation we researched several States and Cities for our final move. We considered several factors including: population, crime, environment commitment, and actual landscaping features of the communities and cities. With respect to the latter factors it was extremely essential that our home was surrounded with natural preserve and views and animal habitat. We were told when we purchased our Carriage home in 2017 that the County was not developing the natural preserve surrounding our community. Now we find out about this project including several preceding this application i.e. Germain and Oaks Farm Seed to Table. This particular project is extremely negative on several counts. It will contribute to continued adverse traffic congestion, negatively affect animal habitat and preserves, create a negative impact on our natural views of the sun sets, and negatively impact our property values. We have already heard from several residents their intent on selling and moving which is adverse to our small community. Financially, we do not have the ability to consider another buying and selling transaction. We are on a fixed income and because of Irma we lost monies on the sale of our previous home. Therefore we have little financial flexibility as others in our community might have. The current traffic pattern approaching north to Immoklee for right turns to the interstate and east communities is congested and negatively impacts egress from our community and those communities currently residing on Livingston. Based on a consideration of adding another development with up to four floors negatively impacts the traffic and other factors mentioned before. If the County Commissioners approve further development of the above project several negatives will result: increased traffic, less preserve, affect animals in their natural habitat, create an eye sore with three to four story structure, negatively impact our property values, and negatively affect our ability to choose to stay or sale our home if the application is approved. Our community is very upset and taken aback by yet a another promise not kept. We feel a con was unfolded by the developers of this property and we are extremely upset. 2 The Commission may think the development may seem a small matter but respectfully it is not small to us. Believe us this is a big deal for us living in Livingston Lakes. If we wanted to live in City with less preserve and animal habitat we would have purchased surrounded by tall structures, less preserve, and little regard for traffic and population size. We don't want a large city feel that's why we selected North Naples. We like the fact that homes and communities cannot be seen from County roads. We love that about this area. Now we feel trapped expecting Livingston Lakes will be surrounded by commercial and tall structures. Thank God we have the Collier County Regional Park located South of our development. Please no more with all due respect enough development has been done around us. The positive features used in our decision to purchase her almost 8 years ago is now eroding before our eyes. The quality of our life is shaken and we are very unhappy about the changing zoning circumstances after we invested all our monies in another home purchase. We respectfully we request the Commissioners to deny this application and future applications for this parcel and others negatively affecting our community of 230 home owners.
