FMP Minutes 02/19/2020 February 19, 2020 MINUTES OF THE COLLIER COUNTY FLOODPLAIN MANAGEMENT PLANNING COMMITTEE MEETING Naples, Florida, February 19, 2020 LET IT BE REMEMBERED, the Collier County Floodplain Management Planning Committee in and for the County of Collier, having conducted business herein, met on this date at 9:00 a.m. in REGULAR SESSION at the Collier County Growth Management Division Building, Conference Room #609/610, 2800 N. Horseshoe Drive, Naples, Florida, with the following members present: Chairman: Jerry Kurtz, CC Staff Vice-Chairman: Craig Pajer, CC Staff(Excused) Kenneth Bills William Lang, CC Staff Christa Carrera, City of Naples Kelli DeFedericis, City of Marco Island Duke Vasey Lisa Koehler (Excused) Terry Smallwood, Everglade City (Excused) Jonathan Walsh, CC Staff(Excused) Stan Chrzanowski William Miller ALSO PRESENT: Chris Mason, Floodplain Coordinator Chairman Kurtz called the meeting to order at 9:00 a.m. 1 • February 19, 2020 1. Approval of previous meeting minutes from November 13, 2019 Mr. Vasey moved to approve the minutes of the November 13, 2019 meeting as presented. Second, by Mr. Chrzanowski. Carried unanimously 7—0. 2. 2018-2019 Annual Executive Summary Mr. Mason presented the Executive Summary "Recommendation to receive and approve the Collier County Floodplain Management Plan 2018 and 2019 Progress Report and Proposed Action Plan for 2020" for consideration. He noted the update provided to the Board of County Commissioners (BCC) speaks to the status of the recent action items and County's participation in the Community Rating System, where the County has a Class V rating. It is anticipated the BCC will review the item at a meeting in March or April of 2020. Mr. Vasey moved to recommend the Board of County Commissioners approve the "Collier County Floodplain Management Plan 2018 and 2019 Progress Report"and "Proposed Action Plan for 2020." Second, by Mr. Lang. Carried unanimously 7—0. 3. Floodplain Management Plan Action Annual Progress Report Mr. Mason presented the "FMP Progress Report for 2019 Action Items" for informational purposes. The Committee recommended Staff consider revising the format of the document from landscape form to portrait form, so it is easier to print out and read for the average user. Staff noted they would develop a new format and present the draft at the next meeting for comment by the Committee. 4. VOTE REQUIRED Actions are taken, as noted. 5. Annual CRS Certification Mr. Mason reported Staff finalized the system's verification process in October of 2019. They are anticipating a formal notice being delivered for the 2020 annual certification in March with submittal back to the agency slated for May of 2020. 6. Collier County ASFPM & FFMA Conference Participation Mr. Mason noted he and Staff Member Howard Critchfield would be presenting at the Association of State Floodplain Managers and Florida Floodplain Managers Association conferences on the subjects of floodplain management and open space. Ms. DeFedericis reported there would be a presentation by the private flood insurance providers on the process involved for insuring in their marketplace. Ms. Carrera arrived at 9:45 a.m. 7. Release of Preliminary FIRM's Mr. Mason reported: • FEMA released the new preliminary FIRM maps for the County on December 31, 2019. • There will be a consultation coordination officer meeting public open houses held on March 2— 3, 2020,where members of the public can obtain information on the new mapping. • Representatives of the County, FEMA, and the State of Florida will be available at the meetings. 2 February 19, 2020 • They will be held at the South Collier Regional Library and on Marco Island at Mackie Park. • The maps are anticipated to be effective in the spring of 2021. • He will provide the website link for the FEMA Flood Map Service Center to the Members for their use if they so desire. 8. Development Review from the Last Quarter Mr. Mason provided the "Building Plan Review Statistics, "which outlined data for new construction for January 2020 with activity in the County remaining steady. 9. FMPC Public Member Vacancies Mr. Mason noted there are vacancies for committee public representation for County Districts 1, 2, and 5 and if members know of any individual interested in serving on the Committee, have them notify Staff or submit an application online through the County's website. 10. Other Items/Committee Correspondence Ms. DeFedericis noted Floodplain Management Continuing Education classes are becoming available in Central Florida for contractors and inspectors. Efforts are underway to schedule the courses in Southwest Florida in the future.
