MINUTES OF THE COLLIER COUNTY
FLOODPLAIN MANAGEMENT PLANNING COMMITTEE MEETING
Naples, Florida, November 13, 2019
LET IT BE REMEMBERED, the Collier County Floodplain Management Planning
Committee in and for the County of Collier, having conducted business herein, met on
this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management
Division Building, Conference Room#609/610, 2800 N. Horseshoe Drive, Naples, Florida,
with the following members present:

Chairman Kurtz called the meeting to order at 9:00 a.m.
1. Approval of previous meeting minutes from August 14, 2019
Mr. Vasey moved to approve the minutes of the August 14, 2019 meeting as presented. Second by Mr.
Lang. Carried unanimously 9—0.
2. Collier County CRS 2018 Verification Cycle Update
Mr. Mason reported the County maintained it Class 5 rating with the CRS which provides residents
with a 25 percent discount on flood insurance premiums. A class 4 rating would not only require
additional points be awarded to the County under the rating system, but adoption of a Storm
Management Plan. There are only 4 communities lities in the Country that have achieved this rating which
have substantially less area designated as floodplains within their jurisdictions than Collier County.
3. FEMA Review of Irma Substantial Damaged Properties
Mr. Mason reported Staff met with FEMA representatives to review the number of structures in the
County which suffered substantial damage as a result of Hurricane Irma. Initial review yielded 300
properties sustained the damage and after detailed investigation it was determined a total of 70
properties met the requirements. These properties owners were notified and requested to repair the
damage or provide a permit by affidavit.
4. Collier County Acquisition of new LIDAR
Mr.Mason reported presented the PowerPoint "2018 GMD LIDAR" for information purposes. He
noted the new LIDAR maps for the County are now available and are more accurate than previous
versions. Digital Evaluation Modeling (DEM) was utilized to develop the maps which will continue to
be updated as Everglades City, Chokoloskee and an area east of SR49 in Immokalee need to be
incorporated into the maps.
5. Collier County Repetitive Loss Analysis/NFIP Claim Data Statistics
Mr. Mason reported a recent repetitive loss analysis was completed and the data will be incorporated
into the updated Floodplain Management Plan. The data indicates 4,800 claims were filed between
1979 and 2018. The breakdown is as follows:
1979— 1989 =66
1990-2000=339
2001 —2011 =503
2012 -2018 = 1678
During Committee discussion, the following was noted:
• The claims dramatically increased over the past 7 years as more properties were subject to a
floodplain designation with the adoption of the new maps in 2012.
• Staff continues to monitor the increasing occurrence of"sunny day flooding" (tidal flooding)
which especially impact older neighborhoods in the area without stormwater management
systems. Some retrofitting of existing infrastructure is possible and another issue is the
groundwater seepage of the water into areas during these events.

6. Collier County Local Mitigation Strategy/Update

Mr. Mason reported the Emergency Management Division is in the process of updating the County's
"Local Mitigation Strategy"which is due in March of 2020.
7. FMPC 2020 Meeting Calendar
Mr.Mason reported the 2020 meetings are scheduled for the 2nd Wednesday in February, May, August
and the first Wednesday in November given the Veterans Day fills on the 2nd Wednesday of November
2020.

8. Other Items/Committee Correspondence
Mr. Lang reported FEMA's risk rating 2.0 has been delayed until October 1, 2021. The new
methodology will not just utilize the flood zone designation/elevation of a property, but other risks such
as the proximity to the coastline, etc.
There being no further business for the good of the County, the meeting was adjourned by the order
of the Chair at 10:00 A.M.
