EXECUTIVE SUMMARY
Recommendation to reappoint six members to the County Government Productivity Committee.
OBJECTIVE: That the Board reappoint six members to the County Government Productivity
Committee, to two-year terms expiring on February 27, 2022.
CONSIDERATIONS: This committee was created by Ordinance No. 91-10, as amended. The
committee was dissolved on November 12, 2013 by Ordinance No. 13-62, and re-established on
December 12, 2017 by Ordinance No. 17-53. The committee is composed of 7 members, one member
from each of the Commission districts and two members at -large, with the vice chair or other designee of
the BCC serving in a liaison capacity. Committee members are required to possess special expertise and
experience related to managing large organizations, and must be balanced in representing the views of the
community. The committee reviews the efficiency of departments of county government under the
jurisdiction of the BCC, with the goal that tax dollars are being conserved and used as efficiently as
possible. The committee may analyze and review existing structure, organization, staffing, management,
operations, business practices, and procedures of the departments and divisions of county government as
directed by the BCC, and reports its findings and recommendations to the BCC. The BCC shall review
the effectiveness and procedures of this committee every four years, commencing in January 2022.
Of the seven members, there shall be one member from each of the five commission districts , and two at-
large members. Candidates for the five commission district seats must be nominated by the commissioner
of the district they reside in, and need a simple majority vote for appointment. Candidates for the two at -
large seats may be nominated by any commissioner, but must receive a four-fifths vote for appointment or
reappointment. Terms are two years. A current membership list is included in the backup to this item.
All seven seats on this committee will expire on February 27, 2020. The pending vacancies were
advertised and applications were received from the following:

NOTE: Ms. Lauren Melo, reapplying for her seat on the committee representing Commission District 5,
has filed with the State Division of Elections to run for the District 80 House seat, against incumbent
Byron Donalds. The Advisory Board Ordinance provides the following Resign to Run requirement:
Sec. 2-830. Qualifications and requirements for membership on boards.
(d) No member of any county board shall become a candidate for an elective political office
and continue to serve on such board during his or her candidacy unless such board
member/candidate is running unopposed for a non-remunerative elective position or an
elective position receiving nominal remuneration, such as the Mosquito Control District Board
or a fire district board. Should any county board member compete for an elective non -
remunerative political office or a nominally-remunerative political office on the date
applications for candidacy expire, such candidacy shall be deemed a tender of resignation from
such board and the board shall immediately advise the commission in writing of said
resignation. No board member shall be required to resign or deemed to have tendered his or
her resignation unless such candidacy is being opposed. The commission shall deem the
position vacant upon receipt of written notice of said resignation. The board member shall not
serve at any meetings after his or her position becomes vacant pursuant to this ordinance. This
provision shall not apply to candidates who currently serve in elected positions and who are
seeking re-election.
Ms. Melo has requested the Board waive this requirement. The Ordinance is structured, however, for the
resignation to be automatic immediately upon running for public office. Accordingly, there is nothing to
waive, and the seat is now open.
ATTENDANCE: During the past two years Mr. Gibson has had three unexcused absences, and the
remaining applicants have had no unexcused absences.
NOMINATIONS: All applicants are current sitting members of the committee, who were originally
nominated to their seat in 2018 by a current county commissioner. There are no additional outside
applicants for the committee. Accordingly, unless an objection is raised, Staff and the committee
recommend the reappointment of the members as follows:

District 3 - Ronald Kezeske
District 4 - Larry Magel
District 5 - Open
At-Large - Michael Lyster
At-Large - Gerald Godshaw

RECOMMENDATION: That the Board of County Commissioners reappoints each of the above-named
applicants to another two-year term on this committee, and directs the County Attorney to prepare a
resolution confirming the reappointments.
