EXECUTIVE SUMMARY
Recommendation to approve Agreement No. 20-018-NS with Granicus, LLC d/b/a Granicus, as a
single source provider, for Website Redesign Services of the colliercountyfl.gov website in an
amount not to exceed $70,000.
OBJECTIVE: To transition from an outdated county website to a user-friendly design containing
powerful content and accessibility through a complete rebuild/redesign that will promote self -service,
transparency and civic engagement.
CONSIDERATIONS: On January 24, 2006 (Agenda Item 16F4), the Board awarded Request for
Proposal No. 05-3864 to Vision Internet Providers, Inc., to redesign the County’s website to create a
consistent integrated appearance and provide for more easily accessible County web services. The
County last redesigned its website in 2014. Thereafter, the County added additional website
improvements/modifications under Agreement No. 18-7374-NS with Vision Technology Solutions, LLC
d/b/a VISION (“VISION”), an entity related to the County’s website design vendor in 2006. VISION
subsequently notified the County that it had been acquired by Granicus, LLC d/b/a Granicus (“Granicus”)
and entered into an Assumption Agreement with the County assuming all terms under Agreement No. 18 -
7374-NS. Specifically, Granicus assumed VISION’S operations, support, and client care of the County’s
website under Agreement No. 18-7374-NS, including hosting the website, storing Collier TV videos,
photos and documentation within its database. Agreement No. 18-7374-NS terminates on June 12, 2021,
and will allow the County to maintain the current website while staff updates and redesigns the site to
incorporate new capabilities and a fresh, better organized look and feel.
Pursuant to section eleven, sub-paragraph 11 of the Collier County Procurement Ordinance 2017-08, staff
requests that the Board find that it is in the best interest of the County to procure these website redesign
services from Granicus as a single source vendor, because: (1) Granicus currently maintains, hosts and
stores County website media in its database, and, (2) maintaining operations with the current vendor
reduces the need to retrain numerous County employees on how to access/edit the website, and (3) the
Collier County Sheriff’s Office uses the County’s website as “sub-site” and a change in vendor’s would
also impact the Sheriff’s provision of this necessary function for the public.
Granicus has extensive government experience including work with cities and counties with similar
scopes of work as that involved in the County’s website redesign project. The attached agreement with
Granicus provides for a several step implementation process that includes the concept, design,
development, quality assurance and launch stages. The website redesign project is estimated to take six to
nine months for completion.
County staff has found Granicus to be responsive and supportive, while providing realistic timelines for
task completion, ongoing development support, and analytics. It is extremely important to have excell ent
website support especially during emergency situations such as hurricane activation and wildfires, to keep
residents informed regarding upcoming county events and meetings.
Under the proposed agreement, current improvements in technology will allow the County to create a
more user-friendly and ADA compliant website by making the homepage the main hub, which will
provide quick access to important information and services in one centralized location utilizing the fewest
clicks possible.
Keeping information on the website current and easily accessible is also critical. The staff proposed
redesign will change the County website from “department-centered” to a “customer-centered” design;

that is, the redesign will cater to the known needs and desires of users and provide access to information
that facilitates effective customer utilization. The website redesign project services under the attached
agreement will also promote a consistent look and theme for the County’s website
(www.colliercountyfl.gov <http://www.colliercountyfl.gov>).
FISCAL IMPACT: The redesign will not exceed $70,000. The maintenance fee for the first year is
budgeted within the initial $70,000. The on-going yearly maintenance is $16,008.30 for the second year,
$16,808.72 for the third year. The agreement is for a year 3 contract with the option to renew an
additional two 1-year options. The maintenance and hosting fees commence on the launch date (the date
the website is made available to the public). The funds for the project are budgeted in County-Wide
Capital Fund 301, Funded Program 50142 - Webpage Redesing project.
GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with
this project.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To approve the attached Agreement No. 20-018-NS with Granicus, LLC d/b/a
Granicus, as a single source provider, for website redesign and yearly maintenance services of the
colliercountyfl.gov website in an amount not exceeding $70,000 and to authorize the Chairman to sign the
attached agreement.

accommodate the entire County website for under $70,000.

Market research and market alternatives: When was the last time a market evaluation was performed to determine if either the
technology or vendor offerings have changed? Based on the life expectancy of the product, when do you anticipate evaluating the market

As of the date of the waiver, we completed a market evaluation via on-line research to determine whether there are comparable services that would
provide the same quality of results from other vendors at a better price. Website rebuild services are available through other vendors but at a much
higher price due to the additional time it will take a new vendor to import the current website files, documents, and images into their CMS system.
Due to Granicus already hosting the Collier County site, the transition will be less costly for the website rebuild/redesign.
Soon after the redesign and rebuild of the site is complete, we will evaluate these services and if better and more economic service becomes available,
we will bring that forward. Otherwise, we project the next evaluation will be after the five year term, in 2025. The agreement brought forth is for three (3)
years with the option to renew an additional two(2)-one(1) year terms.
