EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the First Amendment to the
State Housing Initiative Partnership sponsor agreement with Residential Options of Florida,
Inc. to clarify acquisition and related development costs.
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the State Housing Initiatives Partnership (SHIP) Program.
CONSIDERATION: The SHIP Local Housing Assistance Plan (LHAP) identifies eligible strategies
and serves as a guideline for the use of all SHIP funds. The rental acquisition strategy assists in
increasing the availability of rentals, a need that has been identified in the Housing Plan and accepted
by the Board of County Commissioners (Board) in 2017.
Residential Options of Florida, Inc. (ROOF, Inc.) operates as a non-profit in Southwest Florida
serving persons with disabilities. On June 25, 2019 (Agenda Item #16D11), the Board approved an
agreement for $300,000 with ROOF, Inc. to acquire a rental property to benefit persons with special
needs earning no more than 120% of the County’s annual median income (moderate income).
On November 15, 2019, ROOF, Inc. purchased one property for the contracted price of two hundred
sixty thousand seven hundred dollars ($260,700), $39,300 less than the award. However, the total
costs for acquisition included not only the purchase price but also closing costs, developer fees, and
related expenses that were involved in acquiring the property. As such, the agreement is being
amended to identify and clarify all the expenses that make up the total cost of the acquisition
transaction.
Collier County Community and Human Services (CHS) has secured the property with a Note,
Mortgage and Land Use Restriction Agreement for a (15) fifteen-year period in the amount of
$300,000, to ensure all funds are protected. CHS will monitor ROOF, Inc. to ensure ongoing
compliance throughout the affordability period.
FISCAL IMPACT: The proposed action has no Fiscal impact. Funds are budgeted within SHIP
Grant Fund (791), Project 33569.
LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a
majority vote for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: This project will allow the County to expand affordable
housing opportunities for its citizens and further the goals of the Housing Element of the Collier
County Growth Management Plan.
RECOMMENDATION: To approve and authorize the Chairman to sign the First Amendment to the
State Housing Initiative Partnership sponsor agreement with Residential Options of Florida, Inc. to
clarify acquisition and related development costs.
