EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment for the Facilities Management Division in the
amount of $300,000 to fund the removal and replacement of two roof mounted Outside Air Units
(OAU) and the installation of a new Direct Digital Control (DDC) system at the Vineyards
Community Center. This is an Infrastructure Sales Surtax Project under the HVAC, Roofing, and
Capital Equipment Replacement at Sheriff’s and County Facilities category. (Project 50190)
OBJECTIVE: To remove and replace two roof mounted Outside Air Units and install a new Direct
Digital Control system at the Vineyards Community Center. This aligns with the Infrastructure Sales
Surtax Project guidance to provide the necessary funding for heating, ventilation, and air c onditioning
(HVAC), Roofing, and Capital Equipment Replacement at Sheriff’s and County Facilities projects.
CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of
the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21
are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2),
Florida Statutes. In Exhibit A, there are 3 main categories of projects identified: Transportation Projects,
Facilities & Capital Replacements, and Community Priorities. The following project has been identified
within the Facilities & Capital Replacement category under line item HVAC, Roofing and Capital
Equipment Replacements at Sheriff’s & County Facilities and was validated by the Infrastructure Surtax
Citizen’s Oversight Committee.
On February 5th, 2020 agenda item 8.B.3, the Infrastructure Surtax Citizen’s Oversight Committee
validated the funding of $300,000 for the Vineyards Community Center Outside Air Systems (Project
50190). The project includes the replacement of two Outside Air Units (OAU) and the installation of a
direct digital control (DDC) system and integrated with the existing HVAC units with new controllers and
indoor air quality (IAQ) sensors (Demand Ventilation). The new systems will be designed in compliance
with the Florida Building Code and the Collier County Vertical Standards.
FISCAL IMPACT: A budget amendment is necessary to allocate funding from Reserves to Vineyards
Community Center Outside Air Systems (50190) in the amount of $300,000 within the Infrastructure
Sales Tax Fund (318).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this

Project History
Ø The Vineyards Community Center was constructed in 1993 and provides a variety of
activities and programs, particularly the youth and elderly of the community. Two
Outside Air units (Installed in 2005) have failed,and the existing HVAC system is
unmonitored for indoor air quality with antiquated controls.
Ø Numerous complaints and issues in dealing with temperature and Indoor air quality
have been increasing steadily over the years. The existing equipment and controls are
not capable of providing the required performance.
Ø The proposed new design will provide fresh outdoor air systems along with indoor air
quality sensors to supplement the existing air conditioning needed for a comfortable
and healthy environment.
Ø The new Outside Air Units and direct digital control (DDC) system will be designed in
compliance with the Florida Building Code,the Collier County Vertical Standards, and
integrated with the existing HVAC units with new controllers and indoor air quality (IAQ)
sensors (Demand Ventilation).

Recommendation
ØTo validate the expenditures for the removal and replacement of two roof mounted
Outside Air Units and the installation of a new Direct Digital Control (DDC) system
integrated with the Collier County Reliable Energy Dashboard capable of monitoring all
Air Handling Units (AHU’s) at the Vineyards Community Center; to ensure that this project
meets the requirements of F.S. 212.055, conforms to the definition of Infrastructure, and is
an eligible project in line with County Ordinance 2018-21 and the ballot language within;
to make a finding that the project expenditures are a valid use of Infrastructure Sales
Surtax Funding.
