Agenda 02/25/2020 Item #16A21 (Expenditures for Florida International University)02/25/2020 EXECUTIVE SUMMARY Recommendation to authorize expenditures through an exemption from the competitive process for Florida International University for sampling, analysis and assessment of sediment and water quality for Fiscal Year 2020. OBJECTIVE: To provide continued sediment monitoring and assessment for Collier County waterways and provide additional analysis for source tracking of wastewater pollutants in surface water. CONSIDERATION: Florida International University has collected, analyzed, and assessed sediment samples (“Sediment Study”) in Collier County waterways every five years beginning in 2002. This Sediment Study will continue the County’s long-term monitoring efforts of the sediments in Collier County. This monitoring is used to determine chronic pollutant loads to the waterways. It includes data assessment with comparisons to established sediment standards/guidelines and comparisons to previous sediment studies to measure the effectiveness of best management practices. This study costs $40,000. Starting in fiscal year 2020, staff has added sucralose testing to the ambient surface water quality monitoring program. Sucralose, an artificial sweetener, is ideal for tracing wastewater impacts (nutrients) in surface because it does not naturally occur in the environment. Sucralose is not metabolized by the body or removed by the wastewater treatment process. It is highly soluble and remains persistent in the environment for up to three years. This makes sucralose ideal for tracing wastewater impa cts (nutrients) in surface and groundwater. This will establish baseline data in surface water for wastewater impacts. These sucralose laboratory analyses cost approximately $15,000 annually. Section 8.1 of the Collier County Procurement Ordinance 2017-08, as amended, provides that purchases from another government agency or from a nonprofit organization authorized to do business in the State of Florida are eligible for exemption from the competitive process based upon the lack of available competition and a determination that such an exemption is in the best interest of the County. The approved exemption form is attached. Staff requests that the Board approve this expenditure for the Sediment Study from Florida International University as an exemption under the Procurement Ordinance. FISCAL IMPACT: Funding is available in the Water Pollution Control Fund (114), and consistent with, the FY2020 Budget approved by the Board on September 19, 2019. Typically, the Sediment Study is conducted with a budget of $40,000, well under $50,000 that requires Board approval. However, with the addition of annual sucralose analysis, once every five years, the total cost will be $55,000 for this vendor and therefore requires Board approval. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This project complies with and is consistent with the requirements of the Conservation and Coastal Management Element Objective 2.3. Gardinali, and Henry Briceño Southeast Environmental Research Center (SERC) Institute of Water and Environment (InWE) Florida International University University Park Campus Miami, Florida 33199 In collaboration with Pace Analytical Services 8021-6 Phillips Highway Jacksonville, Fl 32256 Justification and Project Rationale Appropriate management of near coastal environments and their associated watersheds requires a careful balance between economic grow, urban development, land usage, sustainability and resilience. Collier county watersheds (Figure 1) are influenced by several key activities; urban development is considered a good indicator of economic success while agriculture is still one of the major economic drivers in Southwest Florida. In addition, restoration efforts along the Picayune Strand have or will change the water delivery mechanisms along the Faka Union and Fakahatchee Strand watersheds. The effects of these unique but interconnected activities may influence coastal areas in different ways by introducing land-based sources of pollution. For example, releases of pesticides from urban and commercial horticulture, upkeep of recreational landscape, storm water runoff, and human derived wastewater are among the myriad of process that contribute to the emissions of potential contaminants to Collier County’s coastal management zones. Data summarized and generated by our previous assessment of Collier County major watersheds revealed the existence of environmental conditions requiring opposite courses of action for management purposes, this proposal is based on two different key objectives; provide continued, long-term assessment of the quality of sediments in areas where previous monitoring have showed no environmental 16.A.21.a Packet Pg. 1438 Attachment: FY19 Exemption Request 166 - FL International University (11430 : Florida International University Exemption) degradation and increase the regional and or temporal assessment of sites that showed impairment or that may be affected by modification of land-uses. To that extent, this survey will collect and analyze sediments from 57 sites distributed along the main watershed basins along Collier County. The sampling strategy includes 40 sentinel sites established in previous surveys 2002-2014, 10 sites introduced in 2014 to address specific sources of Copper and 7 new sites added in 2019 to extend the regional coverage or address connections along specific water bodies. The list of parameters measured will remain the same as the ones monitored in 2014 but specific effort will be devoted to reach method detection limits that are relevant pristine overall environmental conditions. The target pollutants include toxic heavy metals, legacy chlorinated pesticides, a comprehensive list of contemporary organophosphate and organo-nitrogen pesticides and herbicides and the 16 priority poly-aromatic hydrocarbons. In addition, ancillary parameters related to eutrophication and accumulation of organic matter will be measured to provide an overall assessment of the sediment quality along the county watersheds. The sites proposed for this survey are shown in Figure 2 while the list of target analytes is provided in Appendix 1 as provided by the performing laboratory. The final list of compounds will be defined once the project is awarded in consultation between Collier County Pollution Control, FIU and Pace Analytical Services. Figure 1.- Major watersheds and draining basins in Collier County, Florida 16.A.21.a Packet Pg. 1439 Attachment: FY19 Exemption Request 166 - FL International University (11430 : Florida International University Exemption) As in previous years the key objectives of this survey are: a) Continue the long-term assessment of multiple urban and agricultural-derived contaminants for the main watersheds of Collier County (Main Golden Gate Canal Basin + Gordon River Extension Basin, Cocohatchee River Basin, Faka Union Canal Basin and Barron River Canal Basin)(Figure 1). b) Expand the regional coverage to environmental settings with new or modified land use not sampled in previous efforts. c) Continue the site specific-site survey at sites recommended in the 2014 report with particular emphasis in Copper, Arsenic and PAHs. d) Determine the current environmental conditions and potential risks by comparing the results with available sediment quality assessment guidelines or previously determined county-wide background concentrations. Scope of Work and Implementation Plan Upon consultation with the personnel of Collier County Pollution Control, we have formulated a sampling strategy for the project given the required regional scope, the expected funding level available and the list of potential target analytes as follows; Task 1 Based on the results of previous monitoring efforts and based on the objectives, available analytical technology and method performance metrics the team decided, in consultation with Collier County Pollution Control to use the same list of target analytes identified in the 2014 survey as follows: Sediment Analyses i) Trace metals by ICP (EPA 6010/3050 or equivalent). This method will target most of the toxic heavy metals including Copper and others that will be used for sourcing and calculation of enrichment factors. The target list includes the most common toxic metals such as Ag, As, Cd, Cr, Cu, Pb, Mn, Ni, and Sb but also Al, Fe and Sr. Results will be provided in dry weight basis thus measurements of total % solids is also required. ii) Chlorinated Pesticides by GC or GC/MS (EPA 8081/3546 or equivalent). This method gives the best selection of legacy and present use pesticides containing chlorine such as DDT and its metabolites, Chlordane, Endosulfan, etc. Since PCBs were not catalogued as contaminants of potential concern in past studies they will not be included in the survey. 16.A.21.a Packet Pg. 1440 Attachment: FY19 Exemption Request 166 - FL International University (11430 : Florida International University Exemption) iii) Organophosphorous and Organonitrogen Pesticides by GC or GC/MS (EPA 8141/3546 or equivalent). This gives a comprehensive determination of most organophosphates (including Chlorpyrifos) but also target some important nitrogen containing herbicides such as Atrazine and Simazine. iv) Polynuclear Aromatic Hydrocarbons by GC/MS (any method with part per billion detection will be adequate for example EPA 8270C-SIM). This is particularly relevant for sites identified in the previous surveys as been contaminated with PAHs (North Naples Bay and the lower Gordon River) but also for any area affected by heavy boat or automotive traffic and its associated runoff. Sample sizes should be adjusted when analyses are done to assure that MDLs are relevant for environmental monitoring in areas where low environmental concentrations are expected. We recommend at least 30 grams of dry sediment for this task. v) Chlorphenoxy herbicides by GC or GC/MS (EPA8151 or equivalent). The analytes in this group include potent herbicides such as 2,4-D that are still heavily used in many crop, ornamental, and household applications. vi) Ancillary parameters: Bulk sediment characterization will include % Solids, Total nitrogen (TN), Nitrate +Nitrite (TNOX), Total phosphorous (TP) and Total organic carbon (TOC) Pace Analytical Services will perform all chemical analysis through a separate agreement with Collier County. FIU will perform all the site visits, sample collections and the gathering of environmental field data such as depth, salinity, temperature and pH of the water present at the sampling site. Shipping of samples from the field/FIU facility will be arranged through Collier County based on the existing analytical lab agreements. Task II Due to restrictions related to the Collier County Pollution Control funding mechanism, the bulk of the collections for the 2019 effort will concentrate in inland stations that are either long-term monitoring sites (sentinels) or areas of estuaries that have shown significant detections in the 2002-2014 surveys. The contribution of tributaries, specific land uses and industrial or recreational activities could be an important factor in assessing pollution loading from multiple sources. Because of that analysis will be conducted in surface sediments sampled along canals, drainage streams and tributaries within the four major inland watersheds of Collier County and their coastal fringes. For this purpose a total of 57 surface sediment samples will be collected and analyzed as described in Task I. All 16.A.21.a Packet Pg. 1441 Attachment: FY19 Exemption Request 166 - FL International University (11430 : Florida International University Exemption) locations will be distributed along the watershed to include both the undeveloped areas at the far end of the watershed as well as the connection upstream of a major estuary. The list of sites remains unchanged from the 2014 survey. A list of the site locations is presented in Table 1 and Figure 2. Sediment sampling sites will be the subject of a reconnaissance, to be conducted with a member of Collier County’s Pollution Control field team prior to the sampling campaign. Sampling will commence within 15 days of the date of the official award and after the reconnaissance visits with Collier County Pollution Control field personnel to address changes in current or past sites. Task III As in previous efforts, FIU will produce a comprehensive sediment quality survey report that summarizes the environmental status and any trends observed in the sediment contamination along the county watersheds. If detections are observed, a comparison 16.A.21.a Packet Pg. 1442 Attachment: FY19 Exemption Request 166 - FL International University (11430 : Florida International University Exemption) with available sediment quality guidelines will be provided and the extent of any potential contamination assessed with respect to trends, geographical distribution and identification of potential sources. As in previous reports, the FIU team will provide appropriate recommendations for future studies as needed. The duration of this task is approximately 45 days after the receipt of the validated analytical data from the performing laboratory in the corresponding electronic form. The target completion for the project is October 31, 2019. Project Logistics The FIU team is in charge of the project management and general oversight. Collier County has selected Pace Analytical Services as the performing laboratory for all chemical analyses. Our team is responsible to collect all samples, transfer them under the appropriate chain of custody documentation to the subcontractor by overnight shipping or hand delivery and coordinate all the aspects of data review, interpretation and reporting. Implementation Plan Since this scope of work/cost proposal needs to be approved by both Collier County and Florida International University, sample collection and analyses will begin within 15-days of the receipt of a properly executed contract. Because sample collection will be an on- going activity depending on the site access, logistic coordination, delivery of data packages etc., the estimated completion of all tasks will be four months from the contract start date (7/15/2019) or 45 days from the availability of a complete validated analytical dataset. An updated project timeline will be provided within 15 days of the award date once the performing lab has been contacted and the turnaround times established. Collection Method Sites will be accessed by road, and where necessary (water deeper than 2 ft) a small boat, kayak or paddle board will be used to navigate to the sampling site. Samples will be collected using an Ekman style grab sampler or equivalent to sample the top layer of sediment. If sediments are exposed to surface, samples will be scoop-out directly with a stainless-steel (or plastic) spoon. Samples will be placed in the appropriate sample container containing the required preservatives (if any) as supplied by the analytical contractor, PACE Analytical Services. 16.A.21.a Packet Pg. 1443 Attachment: FY19 Exemption Request 166 - FL International University (11430 : Florida International University Exemption) Preservation of samples Samples will be placed in ice immediately following collection and preserved under refrigeration until relinquished to the analytical facility. In the event that the samples could not be delivered within 48 hour of collection they will be shipped to the preforming lab via overnight shipping. Shipment Samples will be hand delivered or shipped at the end of the day to the designated PACE Analytical Service facility closest to the sampling area with the appropriate chain of custody (Table 2 ). Quality Assessment/Quality Control Sampling and decontamination protocols will follow FDEP SOP FS4000 and the SOPs referenced therein. Six replicate samples will be collected at six different sites with a known history of contamination. A duplicate sample should be from a separate grab sample and repeat the entire sample acquisition technique that was used to obtain the first sample. Care will be taken not to collect the duplicate in an area impacted from the first grab deployment. Chain of Custody Sample control and chain-of-custody procedures are extremely important for establishing that sample integrity was maintained from the time of collection through the time of analysis. Chain-of-custody forms (provided by either FIU or Pace Analytical Services) will be used for tracking the samples from the time of collection in the field through the time of shipment to the analytical laboratory. Given that shipping companies do not sign the chain-of-custody form, the form will contain the shipping company name and the package track number x Relevant comments Data Assessment, Interpretation and Final Report The report format will follow previously submitted reports. Data will be assessed using FDEP’s Interpretive Tool for Assessment of Metal Enrichment in Florida Freshwater Sediment; Sediment Quality Assessment Guidelines for Florida Inland Waters; the sediment quality guidelines provided in MacDonald’s (1994) “Approach to the Assessment of Sediment Quality in Florida Coastal Waters Florida Coastal Waters” and any other relevant peer reviewed published sediment assessment tools. Comparisons to previous study results where changes in sediment chemistry are evident would be noted. Electronic versions of the draft final report will be provided to Collier Pollution Control by the end of the project (10/31/19) for comments. The teams will have a conference meeting to address changes, recommendations and conclusions before a final report is generated. Cost Proposal A cost proposal is included in the appendix. The budget includes all personnel, field, data interpretation and reporting activities. All analytical costs, sample container/preservative and sample shipping costs are excluded from the proposal. The requested funds ($39,998.01) include all aspects of sample collection, data reduction, data interpretation and generation of the appropriate deliverables requested by Collier County. In addition, a small in-state travel allowance is included to attend meetings or presentations related to the project. A budget summary and a justification is included in Appendix II The budget assumes that the negotiated indirect cost will be 26% since at least than 51% of the work will be conducted outside the FIU campus. Deliverables Because of the nature of the project deliverables are separated in three sections: a) Sediment samples, chain of custody documents and field notes will be delivered to Pace Analytical Services at the end of each sampling date. 16.A.21.a Packet Pg. 1445 Attachment: FY19 Exemption Request 166 - FL International University (11430 : Florida International University Exemption) b) Analytical results will be obtained by FIU from Pace Analytical Services through Collier County Pollution Control, compiled as electronic spreadsheets and tabulated for interpretation as needed. c) Results from the study will be provided to the agency as a final interpretation report that will be generated at the conclusion of the project and delivered before the 10/31/19 end date. Senior Personnel: Dr. Piero R. Gardinali, the project’s PI, is requesting 0.64 month of academic year salary (9-month contract, totaling $10,517.63) in Year 1 to compile the field and analytical data, conduct the statistical interpretation and write the technical report. Dr. Gardinali oversees the entire project operations. Dr. Henry Briceño, the project Co-PI is requesting 0.25 month of calendar year salary (12-month contract, totaling $2,077.40) in Year 1 to oversee the field operations, coordinate the sample collection and transfer to the analytical laboratory. Dr. Briceño oversees the field personal and coordinates the site visits and vehicle operations. B. Other Personnel: Mr. Jeff Absten, the Field Coordinator is budgeted for 10 days of field work (totaling $2,266.09) to coordinate and conduct the sediment sample collections. Sucralose is not metabolized by the body or removed by the wastewater treatment process. It is highly soluble and remains persistent in the environment with a half-life of over one year. This makes sucralose ideal for tracing wastewater impacts (nutrients) in surface and groundwater. However, sucralose is known to be present in reuse irrigation water making it ubiquitous in surface and groundwater resources influenced by reuse irrigation. Some preliminary monitoring done by FDEP and Collier County Pollution Control have shown the presence of sucralose in various water resources. In order to establish a baseline of sucralose in surface water in Collier County, the County’s trend network will be sample and analyzed for sucralose during each quarter of FY20, even in areas with known reuse irrigation. This baseline sucralose data will help establish evidence of existing and future wastewater impacts, while providing comparative data to track the success of any remediation projects. FIU has previously analyzed sucralose in groundwater for Collier County Pollution Control.
