EXECUTIVE SUMMARY
Recommendation to reconsider authorization of payment of the annual assessment fee for Collier
County’s membership in the Southwest Florida Regional Planning Council (SWFRPC), in the
amount of $110,204 for FY20.
OBJECTIVE: To reconsider authorization of the payment of the annual assessment fee for Collier
County’s membership in the Southwest Florida Regional Planning Council.
CONSIDERATIONS: The Board of County Commissioners entered into an interlocal agreement with
Charlotte, Collier, Glades, Hendry, Lee, and Sarasota Counties in 1973, establishing the Southwest
Florida Regional Planning Council (SWFRPC). At their December 10, 2019 meeting (Item 11.M) the
Board considered a recommendation to authorize payment of the annual assessment of SWFRPC dues for
FY 20. During consideration, a motion was made to not remit payment and send notice to the SWFRPC
that was approved by a vote of 5-0. This notice was sent to the SWFRPC on December 16, 2019 and is
attached as an addendum to this item.
The annual assessment fee is based on population. Payments of $100,099.58, $101,036, $103,140,
$105,060, and $107,240 were made to the SWFRPC in FY15, FY16, FY17, FY18 and FY19,
respectively. The cost for FY20 is $110,204. In FY20, the SWFRPC issued assessments to participating
members based on population. Details can be seen below:

Charlotte, Lee and Sarasota Counties, all founding members of the interlocal agreement, announced their
departures from the Interlocal Agreement in 2017. Due to their exit, Collier County is being billed for
approximately 66% of the overall assessment in FY 20.
Staff has verified with the SWFRPC that Charlotte, Lee, and Sarasota Counties paid their dues for the
year following their withdrawal from the Interlocal Agreement. In January 2020, Glades County also
announced their departure from the SWFRPC. This letter is attached as an addendum to this item.
While the organization, duties, and powers of a Regional Planning Agency are set forth by Chapters 23,
163, and 380 of the Florida Statutes, the defined budget of each individual agency is not. Per the 1973
Interlocal Agreement, the region shall adopt a budget on or before August 15th of each year to be
approved by the governing body of the principal unit.
FISCAL IMPACT: With Board approval of membership payment, sufficient budget exists in the
General Fund (001) to pay the annual membership fee.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.

County Board of County Commissioners (BCC) considered Item 11.M: Recommendation to

Florida Regional Planning Council (SWFRPC), in the amount of $110,204 for Fiscal Year 2020.
During consideration of the item, the BCC made a motion to not remit payment and send notice

membership in the Southwest Florida Regional Planning Council (SWFRPC), in the amount of
$110,204 for FY20.
OBJECTIVE: To authorize payment of the annual assessment fee for Collier County’s membership in
the Southwest Florida Regional Planning Council.
CONSIDERATIONS: The Board of County Commissioners entered into an interlocal agreement with
Charlotte, Collier, Glades, Hendry, Lee, and Sarasota Counties in 1973, establishing the Southwest
Florida Regional Planning Council (SWFRPC). The SWFRPC was formed to enable local jurisdictions to
make the most efficient use of their powers, to cooperate for mutual advantages, to provide services and
facilities, and to optimize employment of geographic, human, economic and natural resources in support
of economic, natural resources, social, land use, transportation, and public safety development.
The annual assessment fee is based on Collier County population. Payments of $100,099.58, $101,036,
$103,140, $105,060, and $107,240 were made to the SWFRPC in FY15, FY16, FY17, FY18 and FY19,
respectively. The cost for FY20 is $110,204.
In FY19, the SWFRPC issued assessments to participating members based on popula tion. Details can be
seen below:

Notably in FY19, and in previous years, Charlotte, Lee and Sarasota Counties, all founding members of
the agreement, did not participate in the funding assessment. This led to Collier County funding
approximately 60% of the overall assessment. In coming years, this trend should be monitored, and
County staff should meet to determine the best path forward to fund the SWFRPC.
