I. Call to Order
The meeting was called to order at 4:25 P.M. by Ms. Spencer. Attendance was called and a
quorum of four was present.

VI. Landscape Maintenance Report – A & M Property Maintenance
Mr. Yzaguirre reported:
Landscape maintenance of the medians is performed every three (3) weeks to preserve
Purchase Order funds prior to award of a multi-year contract.
Trash and palm frond accumulation is more extensive with the longer duration service
schedule.
Committee discussion noted:
18th Ave SW (by the Shell station) roundabout landscape has deteriorated.
Irrigation is not present at the site.
Plantings should be replaced with other product such as Perennial Peanut.
Renovation will be considered in spring 2020.
VII. Landscape Architect’s Report – McGee & Associates
Mr. McGee summarized the “Landscape Observation Report: - January 7, 2020” noting medians need
to be mulched.
A. Tropicana Boulevard
Fallen Palm fronds need to be removed.
The WeatherTRAK controller indicated 158,210 gallons water utilized from December 1, 2019
to December 31, 2019.
B. Sunshine Boulevard
Tree replacements specified in the Restoration Project will be addressed upon award of the
new multi-year landscape contract.
Palm fronds need to be picked up.
Water usage of 206,441 gallons is normal.
C. Coronado Parkway and Hunter Boulevard
Perennial Peanut ground cover needs renovation.
Shrubs are doing well; additional plants to complete the renovation project are necessary.
Combined water use as per WeatherTRAK Report was 111,918 gallons.
D. Collier Boulevard and Golden Gate Parkway (arterial roadways are maintained by the County)
Mr. McGee reported the County has two projects in the planning stages for the roadways:
Median landscape design for Collier Boulevard from the Golden Gate Canal to Green
Boulevard.
Plant and/or tree replacements on Golden Gate Parkway from the Naples city limits, just
west of the overpass to Collier Boulevard.
VIII. Project Manager’s Report
A. Budget Report
Mr. Schumacher summarized the “Golden Gate MSTU Fund Budget 153 dated
January 21, 2020” for information purposes and provided an overview of the budget noting:
FY20 Ad Valorem property tax revenue budget is $443,200.00, an increase of 9% over
FY19. The Millage rate is 0.5000 mils.
Total revenue FY20 is $989,209.50 including investment interest, transfers and
contributions (minus a 5% reserve of $22,600).

Current Operating Expense Budget, excluding Landscape Maintenance and Incidentals, is
$313,309.50 of which Commitments total $94,826.85; Expenditures $28,313.27.
Uncommitted Operating Expense funds available are $190,169.38.
A & M Property Maintenance interim contract in the amount of $49,000.00 has a
commitment balance of $34,750.00; expenditures $14,250.00
Landscape Incidentals budget, Line 19, is $30,000.00.
A Purchase Orders for Green Effex in the amount of $21,209.50 will remain active pending
receipt of final invoices.
Improvements General Fund, Line 35, reserved to fund capital projects or multi-year
landscape contract deficit, available balance is $580,000.00.
Total available balance, less committed expenses, is $856,767.77.
B. Multi-Year Contract - Grounds Maintenance
Invitation to Bid (ITB) package (Landscape & Irrigation)
An Invitation to Bid ((ITB) for a multi-year Landscape and Irrigation Maintenance contract, will be
submitted to the Procurement Division for review and on approval be posted on BidSync, the
County’s Internet based bid notification system. The contract will be awarded by the Board of
County Commissioners to the lowest qualified bidder.
Mr. Schumacher will update the Committee on the status of the contract at the next meeting.
C. Mulch
Mr. Schumacher, Mr. McGee and Mr. Yzaguirre will determine the schedule for application
of seventeen (17) pallets of mulch once weeds are sprayed with herbicide and plant material
fertilized.
D. Welcome Sign – Collier Blvd (South)
Mr. Schumacher reported:
Availability of light and irrigation resources is a requirement for installation of new
“Welcome to Golden Gate” signs on the west side Right-of-Way (ROW) of Collier Blvd.
by the canal bridge and the first median north of Green Boulevard.
An inquiry was submitted to the Public Utilities Department (PUD) to determine ownership
of a meter located at the site.
A drawing provided by Signs & Things as part of renovation of the existing welcome sign
at Golden Gate Pkwy and Santa Barbara Blvd will be utilized during the permitting
process.
Landscaping will be installed on the rear side to enhance the area.
Subsequently, a similar sign be considered for a location on Collier Blvd near the north end
of the MSTU boundary.
Mr. Schumacher will update the Committee on the project at the February 2020 meeting.
E. Bridge Paint
Mr. Schumacher reported:
He requested Albert English, Director, Road Maintenance and Landscape Division, provide a
list of bridges in Golden Gate.
Pending confirmation of the number of bridges to be renovated, a budgetary quote will be
sought to approximate the cost and scope for a project of this type.

A base paint coat plus optional anti-graffiti coat for application to the Golden Gate bridges
will be specified.
Approval of the project by the by the M.S.T.U. Advisory Committee would be contingent on
an agreement with the county Road Maintenance Division to assume future maintenance of
the painted surfaces.
Mr. Schumacher will update the Committee on the project status at the February 2020 meeting.
IX. Old Business
A. Advisory Committee Member Vacancy
Ms. Spencer has not received a response from Sunny Hertz to confirm interest in appointment to the
Golden Gate M.S.T.U. Beautification Advisory Committee. Mr. Schumacher will reach out to Ms.
Hertz once more. The Vacancy will be advertised and addressed at the February 2020 meeting.
X. New Business
A. Light Pole Replacement Quote
A light pole was damaged by an auto accident on Sunshine Boulevard, Median #1. An Insurance
claim will be filed if Ms. Sillery verifies recording of an accident report by the Sheriff’s Office.
A $500.00 deductible applies to County insurance claims.
Ms. Spencer motioned to approve Hart’s Electrical Inc’s proposal, dated January 21, 2020, for
an amount Not-To-Exceed $6,500.00 to supply and install one (1) new Lumec LED Pole, install a
box over the wires and install the new pole with new fuses and TVSS on Sunshine Boulevard,
Median #1. Second by Ms. Holmes. Carried unanimously 4 – 0.
XI. Public and Board Comments
Ms. Spencer reported a resident requested the M.S.T.U. enhance the landscaping abutting the residential
properties on Golden Gate Parkway and 44th Street.
During Committee discussion the following was noted:
The land, owned by the City of Naples, is not an M.S.T.U. asset.
The Sheriff’s Office in partnership with the Golden Gate Task Force utilizes the site for
community clean-up.
Ms. Spencer will notify the parties of the Committee’s findings.

needs to continue for all turf areas. M&A: 12-12-14 It is
estimated that all median with turf have broadleaf
weeds within over 75% to 90% of the turf areas. M&A:
06/11/15 Turf replacement planning is in process. Multiple
medians have been reviewed for replacement by County
staff and the Contractor. An on-site meeting was held and
the following issues were discussed. The broadleaf weed
coverage within the turf areas has improved, but many
median turf areas still need review for replacement of the
turf. It is also recommended that all planting beds be
reviewed with regards to the turf edges being too close to
the plants causing a conflict to occur between the plants,
mowers and edger’s. If the turf is too close then it is
recommended to remove one or two strips of turf with a
sod cutter so to expand the plant bed and create a open
mulch area between the plants and turf. In some locations
this type of turf removal may result in a turf area that is too
small to mow between the back of curb and the plants. It is
recommended that these small turf areas be removed
entirely and the areas be mulched. There will also be areas
between planting beds that will become smaller turf areas
and it may be better to remove these small turf areas and
expand the plantings from the existing beds to cover these
areas where the turf is removed thus tying the planting
beds together. M&A: 8/13/15 Plan preparation is underway
for turf renovations in all medians. M&A: 10/15/15 Sod
Renovation plan completed and submitted. Contractor has
been contacted to prepare proposal/estimate. M&A: 12-10-

has been damaged as a result. Based upon the main trunk damage it is recommended
the tree be considered for removal because of the long-term potential of the main trunk
rotting from standing water and debris. The tree will try to compartmentalize around the
damaged area, but we feel it will have weaken the main trunk to a point of possible major
failure in the future.
M&A: Tree has been removed. Recommend replanting
with Crape myrtle eastward and northward of original
Mahogany tree locations.
