ADJOURN 02/14/2020 EXECUTIVE SUMMARY Elect MPO Board Chair and Vice-Chair OBJECTIVE: For the Board to elect a Chair and Vice-Chair for calendar year 2020. CONSIDERATIONS: The MPO by-laws (attached) state that the Board shall elect a Chair and Vice- Chair at the first regularly scheduled meeting of each calendar year and that the officers shall be voting members of the MPO. Any Board member may nominate or be nominated as Chair/Vice-Chair. Elections shall be decided by majority vote. The Chair and Vice-Chair shall serve a one-year term or until a successor is elected. Councilman Reg Buxton is the current Chair and Councilwoman Elaine Middelstaedt is the current Vice- Chair. STAFF RECOMMENDATION: That the Board elect a Chair and Vice-Chair for calendar year 2020. Commissioner Taylor seconded. Passed unanimously. 5. PUBLIC COMMENTS FOR ITEMS NOT ON THE AGENDA None. 6. AGENCY UPDATES A. FDOT Ms. Peters gave an update on the restriping on US41 east – type of pavement markings to be used. Using Durapaint when thermoplastic is already in-place. Durapaint has lifespan of 3-5 years. Thermoplastic has lifespan of 8-10 years but is not cost effective when restriping. Is most cost effective when repaving or new construction because it requires milling the surface. . Secretary Nandam provided an update on Multi-Use Corridors of Regional Economic Significance (M-CORES) in response to letters sent by MPO Board and Collier County. FDOT Secretary Thibault came down to hold a series of informal meetings with City of Naples, Collier County, MPO Director. Had third Task Force meeting on same day, so he [Nandam] was unable to attend. Task Force has held broad discussions on issues established by state Legislature. B. MPO EXECUTIVE DIRECTOR Ms. McLaughlin handed out announcement by MPO Advisory Council and encouraged board members to attend MPOAC weekend institute trainings. COMMITTEE CHAIR REPORTS A. CITIZENS ADVISORY COMMITTEE (CAC) 7.A.1. Citizens Advisory Committee Chair Report Mr. Ortman gave the Committee Chair report contained in the agenda packet. Concluded with comment that committee members asked what impact M-CORES would have on Work Program and response was there should be no impact. Commissioner Taylor asked how MCORES would impact FDOT’s Work Program given that state revenues are projected to go down, how can the Turn Pike fund not affect the Work Program. Secretary Nandam responded that the Turn Pike fund is separate from gas tax revenues projected to decline after 2026. FDOT and state will be studying other revenue options. Councilman Hutchison thought we experienced a decline this year. Secretary Nandam clarified decline is projected to occur after 2026, FDOT, needed to make adjustments in draft Work Program that is out for review now. B. TECHNICAL ADVISORY COMMITTEE (TAC) 7.B.1. Technical Advisory Committee Chair Report Ms. McLaughlin gave the Committee Chair report contained in the agenda packet. C. BICYCLE PEDESTRIAN ADVISORY COMMITTEE (BPAC) 7.C.1. Bicycle and Pedestrian Advisory Committee Chair Report Mr. Bonness gave the Committee Chair’s report, which was inadvertently left out of the agenda packet. The highlights of the report were: The committee endorsed by an 8:1 margin the ranking of non-motorized projects shown below and unanimously endorsed using two funding periods – FY26 and FY28 to initiate the projects. 5.A.1 Packet Pg. 17 Attachment: December 13, 2019 Meeting Minutes (11587 : December 13, 2019 Meeting Minutes) 4 The committee also received reports on the FDOT Tentative Work Program for FY2021-FY2025 and a presentation on the MPO’s draft application for SUN Trail funding for the 2.5-mile gap along US 41 from Collier Blvd to Collier Seminole State Park. However, since meeting occurred, has learned that MPO staff was unable to facilitate an agreement between County and FDOT regarding maintenance; so application has been changed to conducting a Feasibility Study of FPL easement adjacent to Livingston Road. Next meeting scheduled on January 21 at 9 a.m. D. CONGESTION MANAGEMENT COMMITTEE (CMC) N/A (no Committee meeting held in November 2019) E. LOCAL COORDINATING BOARD (LCB) E.1. Approval of Appointment of Citizens Advisory Committee (CAC) Member to Represent City of Naples Ms. McLaughlin introduced the item, noting that appointment was approved by Naples City Council on December 4, 2019 to fill a vacancy and is not related to term expiration issue that we talked about and will be bringing forward at your March meeting. Councilman Buxton moved; Commissioner McDaniel seconded. Passed unanimously. C. Approve Third Amendment to Executive Director’s Employment Agreement Ms. McLaughlin introduced the item. Reaffirm MPO Strategic Plan, Mission and Vision Statement for FY 2020 Ms. McLaughlin introduced the item, explained that the Strategic Plan was structured to support the development of the 2045 Long Range Transportation Plan (LRTP) which is still under way and things are going well, so recommends to stay the course. Commissioner McDaniel moved approval; Commissioner Taylor seconded. Passed unanimously. E. Approval of MPO Director’s Annual Performance Evaluation Plan Ms. McLaughlin introduced the item, explaining that her annual evaluation is tied to both the Strategic Plan and her job description, and recommended staying the course through completion of the 2045 LRTP. 5.A.1 Packet Pg. 19 Attachment: December 13, 2019 Meeting Minutes (11587 : December 13, 2019 Meeting Minutes) 6 Commissioner Saunders moved approval; Commissioner Taylor seconded. Passed unanimously. F. Approve 2045 Long Range Transportation Plan (LRTP) Zonal Data for Submission to FDOT Ms. Otero introduced the item. Next step in the process for the 2045 LRTP and that we are on a time line to get the information to FDOT so they can begin modeling the data. Mr. Spikowski gave the presentation included in the agenda packet. Highlighted deadlines – 2045 socio-economic forecast zonal data due to FDOT by January 15, 2020. 2015 data has been prepared primarily by FDOT and will be used to validate regional travel model for District One. Described use of County Interactive Growth Model (CIGM) 2045 forecast and assignment of data to Traffic Analysis Zone (TAZ) level. Bureau of Economic and Business Research (BEBR) medium 2045 projection will be official submittal to FDOT for use in the travel model. Highlighted changes made to CIGM’s underlying land use assumptions in terms of commercial square footage due to changes in recent development submittals for Rural Lands Stewardship Area (RLSA) – proposing three low density villages instead of the high density, mixed-use town originally proposed by Rural Lands West (RLW), which also reflected demand generated by growth projected in surrounding area beyond RLW boundaries. Commissioner McDaniel – When was CIGM last updated in terms of land use assumptions? Ms. McLaughlin – 2017. Commissioner McDaniel – Pointed out residential dispersal occurring with current development proposals. Significant deviation between CIGM and BEBR forecasts. Would like to put in place a funding mechanism to update the CIGM more frequently. Imperative for decision-makers to have more accurate information. Why are we deciding to move commercial development to location identified when we know the three villages don’t have that much commercial proposed? Mr. Spikowski – we are leaving the commercial in the three villages as currently proposed by developers. Moving out commercial and industrial that cannot be built there. Commissioner McDaniel – consideration has to be given to moving that graphically into proximity with Immokalee given enhanced infrastructure County is investing in, specifically for industrial use. Mr. Spikowski – location is being coordinated with County Growth Management staff. [Commissioner Fiala joined the meeting.] Commissioner Saunders – what timeframe is the 2045 LRTP on and how often is it updated? Ms. McLaughlin – LRTPs must be updated every 5 years. This update must be adopted by December 2020. Commissioner McDaniel moved approval; Commissioner Taylor seconded. Passed unanimously. 10. Report on FDOT Tentative FY21-25 Work Program Mr. Ortman introduced the topic. There will be one more Work Program snapshot taken and we will develop the Transportation Improvement Program (TIP) from that when FDOT makes it available. Ms. Peters gave a report. Not a lot of changes. One project added – Alligator Alley Fire Station funded in 2021 – 2025 for operations at about $1.4 million per year, totaling about $6 million added to Work Program. B. Draft 2019 Annual Report Ms. McLaughlin presented an overview of the Draft 2019 Annual Report. Meant to recap at end of year how we are doing meeting national and performance measures MPO Board has established. Highlights: • Still in early stages of establishing benchmarks, obtaining better data and information • General introduction intended for public information • Map on p5, packet #10B1 – land use characteristics – note extensive conservation areas and growth areas – character defining map in terms of the collective vision for the future • MPO operations – finally fully staffed, providing staff assignments for general information • Personnel expenses roughly half of operating budget; professional services fluctuate; other operating expenses average about 9%; benefit from Collier County serving as fiscal agent – many staff resources available; personnel as percent was higher in actual expenditures and professional services were low – surmise due to delays getting contracts approved. Will see this change next year. Staff was doing a lot of the heavy lifting this year. Commissioner Taylor asked for clarification on fluctuation in personnel costs from year to year. Ms. McLaughlin – it’s relative to each other. Our staff costs are pretty constant, but professional services fluctuate. Will be able to show you a trend line next year. Ms. Otero – personnel costs are pretty static, but we haven’t had a lot of expenditures on professional services yet. We’ve added personnel, so that will be going up, won’t be the exact same as next year. Ms. McLaughlin – noted remaining within, even under personnel budget, went short-staffed intentionally to save PL funds for LRTP. But that hampered our use of SU funds. We’ve learned that we should use PL funds for staff, so can access SU funds when need to. LRTP is a huge expense. Will keep discussion in mind when Ms. Otero rolls out another Unified Planning Work Program Budget. • Public involvement – meeting targets, but measures are tied to 2045 LRTP roll out and that is still in process, will have more to report next year; posting items on Facebook, example of animal underpasses video that FDOT (Ms. Peters) provided is example of potential reach – 1.4 million views. Website has been redesigned. Consultant attended Cyclovia in Immokalee and had substantial number of surveys completed in a number of locations. 5.A.1 Packet Pg. 21 Attachment: December 13, 2019 Meeting Minutes (11587 : December 13, 2019 Meeting Minutes) 8 • Regional Collaboration – FDOT initiatives this year. M-CORES and I-75 corridor studies; Councilman Buxton on M-CORES, Commissioner Fiala is alternate. • Work Program, TIP reported on today • Advisory Committee and Board attendance – CAC low again but were struggling with vacancies we are trying to fill and bylaws amended to lower quorum slightly • Improving GIS and travel demand modeling with Administrative Assistant and new Senior Planner trainings • Congestion Management – will have more to report when Transportation System Performance Report is completed • Bike/Ped Performance Measures – stand alone projects are very expensive, trying to accomplish more by including them in major road projects; current bike/ped priorities coming forward achieve better balance between neighborhood sidewalks and regional connections. • Transit overall is declined over past 5 years similar to nationwide statistics but some routes are excelling Commissioner Fiala – why is that occurring? Ms. McLaughlin – fluctuates with national economy. Ms. Otero – also with drop in fuel prices, tend to see less transit ridership. When fuel costs go up, more transit ridership. Also Uber and Lyft are affecting ridership numbers. Nationwide. Commissioner Fiala – all of this should be on-screen. Ms. McLaughlin – will do PowerPoint next year. • Safety data – just received latest from FDOT, haven’t had time to analyze. Seem to be seeing fatalities and serious injuries going up again. Overtime the absolute number of fatalities and injuries go up and down, but the longer timeframe, averaged out, more we see average annual rolling average more even over time. • Bridges – on 951, Collier Blvd, understood that County would require adjacent developers to maintain, but will review because Commissioners do not recall that decision having been made • Looking at 2020 – completing LRTP on time and doing a good job, and preparing for the next FHWA quadrennial review in August. Commissioner McDaniel – recalls internal discussions about completing work in-house without hiring consultants and that’s a desirable approach; watching expenditures over time will be important. 11. Councilman Hutchinson asked whether FDOT is considering the rising sea level when designing roads in Southwest Florida, in relation to recent article concerning the need to raise roadways in the Florida Keys. Agency Reports Mr. Ortman updated the committee on Board’s decision to move (re)appointments from the consent agenda to the regular agenda. Informed committee members on when their terms would be expiring. Staff supports all members staying on the CAC. Openings have been advertised. Two new applications have been received. Committee Actions: • Unanimously endorsed Mr. Gelfand as Chair and Mr. Tuff as Vice-Chair for the 2020 calendar year. Mr. Gelfand has a standing appointment that results in his missing the January meeting. At the February meeting he will be given the option of accepting the nomination. Should he not accept, there will be another election for Chair. • Unanimously endorsed an amendment to the Bicycle and Pedestrian Master. • Unanimously endorsed an amendment to the FY2020 – FY2024 Transportation Improvement Program (TIP) which included three projects. Reports and Presentations • Committee received a kick-off presentation on the Transit Park and Ride Study. The study will identify a methodology for locating, operating and maintaining park and ride sites within Collier County. Discussion after the presentation was focused on ways to inform the public as to the location s of the sites and how they could become involved as riders. • Committee received a staff briefing on the development of the new two-year Unified Planning Work Program (UPWP) (FYs 21-22), including the planning activities that will carry over from FY 2020 and the amount of funds available for additional studies if needed. Staff plans to br ing the draft UPWP to the committee for endorsement in March. Agency Reports FDOT was not present at the meeting. The MPO Director handed out copies of an FDOT press release regarding upcoming Southwest Central Florida Corridor Community Open House to be held in the Turner Agri-Civic Center Exhibit Hall in Arcadia on Thursday, January 30th from 5:30 to 7:30 PM. Committee Actions • Voted unanimously to re-elect Lorraine Lantz as Chair for 2020 and elected Tim Pinter as Vice- Chair. Tim Pinter went on to Chair the meeting in Ms. Lantz’s absence. • Voted unanimously to endorse the amendment to the Bicycle and Pedestrian Master Plan while questioning the need for the amendment given that County staff reported that bike/ped facilities will be addressed in the design of Goodlette-Frank road widening project (between Vanderbilt Beach Dr and Immokalee Rd), which has been funded in FDOT’s Tentative Work Program (using TRIP and Local funds) • Voted unanimously to endorse the amendments to the FYT 2020-2024 Transportation Improvement Plan (TIP) with the recommendation that staff add the Federal Project Numbers (FPN) to the resolution, subject to approval by the County Attorney’s Office. Reports and Presentations • Received a presentation from MPO staff and the consultant team, Jacobs Engineering, to kick-off the Collier Area Transit Park and Ride Study. Committee members asked what was different between the 2005 study completed by CUTR and the current study – the response being that the 2005 study is now out of date and needs to be looked at again in light of current circumstances and with an emphasis on implementation. • Received a presentation from MPO staff to kick-off work on the FY 21-22 Unified Planning Work Program (UPWP); reported that FDOT’s planning emphasis areas – safety, network connectivity, resiliency and Automated, Connected, Electric and ride-Sharing Services (ACES) – are addressed in the 2045 Long Range Transportation Plan (LRTP) Distribution Items • Received a copy of an administrative modification to the FY 2020-2024 TIP to add Appendix L reflecting studies and plans that use SU funds. These projects are included in the MPO’s UPWP, but are not part of FDOT’s Work Program and therefore are not listed on project sheets in the TIP. Agency Reports FDOT – Ms. Chesna updated the committee on the statewide Alert Today/Alive Tomorrow coalition. The coalition is preparing educational materials for elected officials at all levels of governments on the importance of walkable communities. Public Service Announcements form the coalition are being aired in Florida and nationally; a PSA will be made at this year’s Super Bowl. MPO – Mr. Ortman informed the committee of the Board’s decision to move all committee re-appointments from the consent to the regular agenda for Board approval. This will include committee members whose reappointments were on the November consent agenda; these terms will now expire in March. Committee Actions • Unanimously endorsed Mr. Bonness as Chair and Mr. Matonti as Vice-Chair for the 2020 calendar year. Mr. Matonti was absent; at the February meeting he will be given the option of accepting the nomination. Should he not accept, there will be another election for Vice-Chair. • Unanimously endorsed the proposed amendment to the Bicycle and Pedestrian Master Plan including adding a map showing the bicycle and pedestrian deficiencies on Goodlette Frank between Vanderbilt Beach Road and Immokalee Road. The BPAC subsequently endorsed suggesting to the County that a separated pathway be considered during the design phase of the upcoming project to add lanes and reconstruct this section of Goodlette Frank. Reports and Presentations • Staff gave an update on the SUN Trail application and the bicycle and pedestrian priorities that the committee voted on in November. Originally, the SUN Trail application was being completed for the 2.5-mile gap on US41 between Greenway Road and 6L Farm Road. US41 is a state road, this section will be widened at some point in the future at which time a shared use path is likely to be included. The time of this widening, and not having an agency indicate their inclination to serve as the willing manager for maintenance of the pathway, led to a switch in the application’s location. The new location is within the FPL easement that roughly parallels Livingston Road between Radio Road and the Lee/Collier County Line, approximately 11 miles. Several committee members expressed displeasure with the location of the application being moved from the 2.5-mile gap on US41. CONSIDERATIONS: MPO staff received an email on 12/18/19 from Commissioner Solis forwarding communications from Dennis O’Keefe, Senior Director of Corporate Communications for Arthrex (Attachment 1). The Arthrex Global Headquarters is nearing completion and will employ approximately 800 people with 250 living within walking or biking distance. Arthrex may consider employee incentives to walk/bike to work should sufficient facilities be constructed; currently 30 employees regularly cycle to work. The President and Founder of Arthrex, Reinhold Schmieding, and Dennis O’Keefe hav e requested that the sidewalk on the east side of Goodlette-Frank be continued the entire length between Vanderbilt Beach Road (VBR) and Immokalee Road. That is one possible solution, but others should also be considered. Goodlette-Frank has a posted speed limit of 45 mph between VBR and Immokalee Road, and is shown as having a paved shoulder on Figure 17 (p36) in the BPMP - Existing + Proposed Facilities (Attachment 2). In response to the email, MPO staff took a closer look at the existing facilities and discovered there are sections (mostly on the west side of road) without any bike/ped facility, and that the sidewalks that are in place are too narrow to function well as Shared Use Paths. (Gap Analysis - Attachment 3) MPO staff prepared an amendment to the BPMP to recognize additional project priorities arising from local roadway improvement projects. Attachment 4 is the recommended amendment with the suggested language shown as underlined text. County staff provided a brief written report on the status of the Goodlette-Frank road widening project to the Technical and Citizen Advisory Committees. Construction will occur in FY 24 using Transportation Regional Incentive Program (TRIP and TRWR) and Local (LF) funds, according to FDOT’s Tentative Work Program - see FPN 4463411, below. The project, which is still in the design phase, will include bike/ped facilities, but it’s too early in the analysis make a final determination of which type and in what combination. COMMITTEE RECOMMENDATIONS: The Bicycle and Pedestrian Advisory Committee (BPAC) met on 1/21/20 and voted to endorse the amendment with the inclusion of the Gap Analysis shown on Attachment 3 as part of the amendment. In a separate action, the BPAC unanimously voted that it be suggested that the County consider a separated shared use path during the project’s design phase. The Technical Advisory Committee (TAC) and Citizens Advisory Committee (CAC) met on 1/27/20 and endorsed the amendment including the inclusion of the Gap Analysis. An initia l report received from County staff indicated that a sidewalk would be provided along the entire length of the project. It is good to be back with you in the new year and to be reporting the details of the first week of the full Florida Legislative Session. So, what is happening in the Legislature and in transportation? Transportation has been relatively quiet, there are a couple of bills we are watching and I have highlighted them in next couple of paragraphs. The hot button issues facing the legislature at this time are gun control proposals, parental consent for minors seeking abortions, debates about how to define and address racially biased groups, voting rights and some other issues bubbling around. To touch on a couple of these issues I will mention the bill which would close the gun show loophole as it is known and in Florida passing anything that resembles gun control is difficult. That has not been a characteristic of Florida in years past, however this year may be different. We will see. The bill requiring minors to obtain parental consent prior to getting an abortion has been a big debate and the bill is advancing. This will suck the oxygen from the session as will the gun show bill. If both bills pass early, then there may be renewed focus on other topic areas. For now let’s see what comes from the spotlight issues and enjoy not being the center of attention. The first transportation bill to highlight in this week’s newsletter is from Representative Fetterhoff. The bill is HB 1315 and it is a general transportation bill. The content of the bill cleans up statutory language to make the operations of Florida DOT easier, more sensible and efficient. There is one provision in the bill that advances the submittal date of the MPO project priorities from October 1 st to August 1st. I emailed the MPOs to ask if this would create difficulties in the MPO schedules and operations. The answer was universally NO, no difficulties and in fact many MPOs are already submitting their project lists prior to August 1 st annually. I ask that you support HB 1315 and request your legislative delegation to support this bill as it is written now. It can be amended and we will evaluate each amendment as they appear. Expect a Senate companion bill soon, when it is filed I will send out an email notifying you. The second set of bills I want to highlight this week is from Representative Fine in the House and Senator Perry in the Senate and it relates to traffic safety. The bills are HB 1371 and SB 1000. These two bills will require a mid-block crossing to have flashing signals installed or remove the mid-block crossing. Florida has a reputation of injuring and killing our pedestrians and cyclists, known as vulnerable road users, at a higher rate than other states. We could go into a deep dive on the reasons why such as havinga climate that is conducive to year- round cycling, etc. That is not the purpose of these bills or my writing about these two bills. The bills are the direct result of a 12 year-old who was hit by a car at a mid-block crossing that was not signalized. We will never oppose traffic safety, it is a priority of MPOAC and the MPOs to make our system safer for our residents and visitors. The concern here is in the cost of implementing the bill if passed. Through data analysis we can determine the best way to apply our limited dollars to insure the greatest safety for our residents and visitors. To apply signalization at every mid-block crossing would probably exceed the annual budget of many counties and cities. The bill is aiming to do the right thing and safety is not wrong, we need to focus this bill a bit. The last set of bills we will cover in this week’s newsletter is SB 1192 by Senator Gruters and HB 6061. These bills will repeal the aviation fuel tax which is used to fund improvements to our public airports in Florida. Senator Gruters is also the Chair of the Republican Party of Florida which makes him a very powerful man. It will hard for members of the Senate to vote against this bill given the statewide position that Senator Gruters holds. On the other hand, our airports like any transportation facility need to be maintained and improved. This bill, if passed, could have a significant negative impact on airports. This week has produced only minor changes to transportation bills so the second half of this newsletter is a very easy read, you only need a small cup of coffee for this week’s newsletter. As usual, we report on what is happening around the Capitol to keep you apprised of the factors influencing our decision makers. Several issues were mentioned last Saturday and there isn’t much value in repeating what was in last week’s newsletter. Here are a few issues that either were not mentioned or only had a quick line last week. There is a push to create a task force on sea level rise through an organization which is expected to be called the Statewide Office of Resiliency. Sea level rise affects transportation and our communities, many of our coastal roads are already low-lying or could be eroded away. For areas with barrier islands, sea level rise could put some connecting roads under water. Our Governor has demonstrated in the past he is interested in protecting our environment and we have seen both the House and Senate tackle the issue of algae in our water, so it feels like this new office could be a reality. The legislature is looking at how local governments regulate short-term rentals; we can call this the Airbnb bill. How big of an issue is this? How big is the Airbnb rental market? A number thrown out this week stated that the short-term rental market in Florida alone reached $1.2 Billion last year. Estimates for the number of Miami- area rentals for just the super bowl are astounding. For local communities, these short-term rentals can sometimes be “the party house” and they create angry neighbors, maybe too many visits by the police and yet others are good neighbors. This is a tough issue. Local governments want to ensure that they have control, and a direct say, over these short-term rentals while the proposed bill wants to regulate it from a statewide level. A bill proposed would have short-term rentals handled by the Office of Business and Professional Regulation. Our local government friends are fully aware of this issue and it is keeping them busy. For those of us who focus on transportation, we need to be aware of what is on the minds of our partners. An interesting piece of legislation that has been introduced relates to modifying the state employee ban on receiving gifts. This bill comes from a situation in which a state employee was diagnosed with cancer and as treatment progressed so did the medical bills. It turns out that under the state employee gift ban a state employee cannot accept the proceeds from a go-fund-me effort or other financial assistance to help address crushing medical bills. A bill introduced would create exceptions for situations like this one. Our thanks to the legislature for considering a bill which helps state employees and makes great sense. Key West banned certain sunscreens that contain chemicals which harm the coral reefs. The legislature is looking to prohibit these bans of specific sunscreens. Their concern is that limiting sunscreen availability may lead to higher rates of skin cancer. This is a transportation focused newsletter so let’s delve into a few transportation issues. There are a couple of bills related to electric bikes and last year we were working on a bill related to the regulation of electric scooters. So how is the scooter business doing? Well in some areas not so well. Those areas aren’t Florida though, in fact the scooter company Lime is growing in Florida. Meanwhile Lime has pulled out of a few major metropolitan areas, namely Phoenix, San Antonio, San Diego and Atlanta. Apparently, Florida has the magic touch. Last week we highlighted a couple of bills and in particular we spoke of HB 1371 and the companion bill SB 1000. Earlier this week I had a chance to sit down with Senator Perry’s staff and chat about SB 1000. We would be remiss if we did not take a little space in this newsletter to point out that each session Senator Perry has sponsored traffic safety legislation. We greatly appreciate his work to support traffic safety and if you happen to get a chance to be with Senator Perry please tell him “Thank You” for his leadership. He works hard for his bills and it shows in the results he produces. We are fortunate to have Senator Perry looking out for us. My visit with the Senator’s staff about the bill was good and we both readily agreed that advancing traffic safety is very important for Florida. The big unknown is how much the implementation of this bill will cost. Perhaps more on this later, the bill is up in committee Monday afternoon. This week MPOAC held quarterly meetings in Orlando and it was great to see everyone. At the meetings we reviewed some of the pieces of legislation and from comments received there are some changes in red in the back of the newsletter. Earlier this week I had the opportunity to visit with the Governor’s Director of Legislative Affairs, Ms. Stephanie Kopelousos. For those of you who have been in transportation for some time, you will remember this name, she was the Secretary of Transportation previously. In the room was also the Florida League of Cities, the Florida Association of Counties and representatives of local government. The talk really seemed to focus on the short-term rentals bill, teacher pay and local preemption efforts by the legislature. Transportation was a not a big topic, we are comfortably not in the spotlight. Last week we mentioned SB 1000 and HB 1371, the bills addressing safety at mid-block crossings. Both bills passed a committee this week. In fact the bills passed easily, so they both seem to be moving along. The Senate staff analysis stated that in two projects where Florida DOT installed mid-block crossings with full signals the costs were $368K for one signal at a crossing and at another location a project with 5 signals along a corridor, the installation costs were $1M. The financial impact to local governments, and Florida DOT, could be very substantial. My compliments to Mr. Jeff Branch, who testified in the Senate Committee meeting and asked that engineering reviews be used to determine if a full signal is appropriate. Senator Perry, the bill sponsor in the Senate, sounded agreeable to this approach. We are anxiously awaiting to see an amendment and how that amendment is worded. Something always important to each legislative session is the budget. It is a core function of the legislature. Both the House and Senate released their proposed budgets this week. The Senate version is larger than the House version at a proposed $92.8B. That is about $1.8B more than the current year budget. The House version comes in at $91.3B. These two budget proposals are fairly close to each other and that is a positive sign that differences can be worked out between the two chambers. We will have to watch this and see what agreements are reached. I would add more to this week’s newsletter, but the Florida DOT building is testing the fire alarms this Saturday morning. It is good to do such things when the building is not full of employees, but for the very few of us here, it is terribly distracting and annoying. Let’s make this a short read this fine Saturday. Make sure you get out early and grab your snacks for tomorrow’s Super Bowl. Even if you don’t have a team playing on the field, watching for the humorous commercials is entertaining. As a result of this action, the MPO added $200,000 of its Surface Transportation Funds for Urbanized Area (SU) to the development of the LRTP bringing the total LRTP budget to $590,418. A LRTP is a long-range planning document that comprehensively considers the future needs of all forms of transportation based on projected economic growth and an increasing population. 2019 Planning Study Priorities Local Road Safety Plan (LRSP) The Local Road Safety Plan was formerly called the Strategic Highway Safety Plan. On October 11, 2019 the MPO Board unanimously approved a $200,000 contract for development of a Local Road Safety Plan (LRSP). The Plan will be completed in the second half of 2020. The LRSP will prioritize opportunities to improve highway safety and recommend strategies and budgets for programs and policies that can reduce the loss of life, injuries and property damage from crashes occurring on the county-wide network of streets and highways.
