EXECUTIVE SUMMARY
Recommendation to appoint three members to the Emergency Medical Authority.
OBJECTIVE: To reappoint one member and appoint two new members to the Emergency Medical
Authority.
CONSIDERATIONS: The Collier County Emergency Medical Authority was created by Ordinance No.
2016-44 on December 13, 2016, to assist the Board of County Commissioners (BCC) and other agencies
with issues affecting pre-hospital emergency medical services, to work to improve pre-hospital medical
care, to evaluate current and future EMS needs, to serve as a catalyst to effect cooperation among
agencies, to evaluate requests for all Certificates of Public Convenience and Necessity (COPCN) in
Collier County and make recommendations to the BCC. This is a five (5) member citizens committee,
with members having no affiliation with any hospital, fire district, EMS, municipality or the Collier
County Sheriff's Office. Terms are four years. A list of the current membership is included in the backup.
Two terms on this committee expired December 31, 2019, and another member is moving out of district
and has resigned. The vacancies were advertised and applications were received from the following:

ATTENDANCE: Mr. Chalhoub has had only one excused absence during the past two years.
COMMITTEE/STAFF RECOMMENDATION: On December 11, 2019 the committee met and voted
to recommend that Mr. Chalhoub be reappointed to a four-year term expiring on December 31, 2023.
On January 8, 2020, the committee met again, but did not have a quorum present. Due to the two expired
seats and one subsequent resignation, the committee cannot currently achieve a quorum as they only have
two valid members. Staff is recommending that Mr. Alexander be appointed to the vacant term expiring
on December 31, 2023, and that Ms. Davis be appointed to the vacant term expiring on December 31,
2022. Recommendation memos are included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee/Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the appointments.
