Chair Lewis called the meeting to order at 3:00 PM.
A quorum of five was present. The Pledge of Allegiance was recited.

III. APPROVAL OF AGENDA
Mr. Lewis moved to approve the Agenda of the Radio Road Beautification M.S.T.U. as presented.
Second by Mr. Cooper. Carried unanimously 5- 0.
IV. APPROVAL OF MINUTES—October 14,2019
Mr. Cooper moved to approve the minutes of the October 14, 2019 meeting as presented.
Second by Ms. Schoenfelder. Carried unanimously 5—0.
V. LANDSCAPE MAINTENANCE REPORT—Gary Gorden, Superb Landscape
Mr. Gorden reported landscape maintenance is now scheduled for Tuesday.
• Plants including the Firebush will be trimmed and shaped.
• Seed pods will be removed.
• Chinch bug activity in the grass has been treated.
• Jasmine shrub replacement quantities quote is pending.
Mr. Sells directed the following maintenance services be performed:
• Weed Perennial Peanut.
• Cut down Saw Palmettos in the medians.
• Remove dead Gold Mound plants and provide a quote for replacement.
VI. PROJECT MANAGER REPORT—Harry Sells
A. BUDGET REPORT NOVEMBER 4,2019
Mr. Sells distributed the "Radio Road MSTU Funds 158 Budget for November 4, 2019 for
information purposes highlighting as follows:
• The FY-20 millage rate of 0.0000, was approved by the Board of County Commissioners (BCC).
• Taxable Value increased 4.15%FY-19 to FY-20.
• Total revenue FY-20 is $763,200.00 including Investment Interest, 2019 Carry Forward
Transfers and Contributions (minus a 5%reserve of$400—based on Investment Interest of
$8,000.00).

• The budget will be funded by Carry Forward Funds. Income is recorded as a negative
number; expenses positive.
• Operating Expense Budget is $124,200.00 of which $97,129.12 is committed; $1,037.00
expended.
• Unencumbered Operating Expense funds available are$26,033.88.
• Engineering Funds, Line 15, of$2,000.00, and Landscape Incidentals,Line 17, of
$20,160.00 (plus $800.00 expended), will fund design and refurbishment of the Rich King
Memorial Greenway Entryway Project.
• Transfers to 111, Line 41, is for Staff salaries.
• Purchase Orders for mulch and fertilizer have not been issued, however funds are allocated in
the budget.
• Postage expense of$3,000.00 for the annual Community Newsletter, is reflected on Line 19.
• Improvement General Funds in the amount of$100,000.00, Line 39, are available to finance
special projects or operating expense shortages with a budget amendment approved by the
Board of County Commissioners.
• Total Available Balance is$664,754.20.
Mr. Sells will add the notation "Reimbursement for Staff Support"to the Transfers to 111, Line 41,
category.
B. IRRIGATION SYSTEM AND CONTROLLERS STATUS
The automated HydroPoint irrigation system, operating on a single isolation transformer,
is performing well. The system calculates water requirement usage for which the Road and
Maintenance Division bills monthly.
Hotwire Communications is installing fiber optics telecommunications for the Berkshire Lakes
community. Sod damaged from the installation on Devonshire Boulevard will be repaired.
C. PRUNING RADIO ROAD
As discussed at the October meeting,Radio Road is due for pruning by the Road and Maintenance
Division.
D. COMMUNITY OUTREACH PROGRAM
PUBLIC OUTREACH
The"MSTU Community Outreach Plan, "outlining the efforts to provide information and solicit
input from tax paying residents, has been implemented with Homeowner Associations within the
M.S.T.U. boundaries.
Meetings were held October 16th and October 24th at 7:00 p.m.with Berkshire Lakes Master
Association and Maplewood Homeowners' Association,respectively. Staff was accompanied by
Frank Cooper as the M.S.T.U. Advisory Committee representative.
Topics discussed included:
• M.S.T.U. activities, accomplishments, future project suggestions and solicitation of feedback.
• Introduction to the County's 311 system whereby inquiries go to a"call center"and the party
is transferred to an individual to address their questions or told where to go to get the
information needed. Directing all calls into one center provides better service to residents.

Two takeaways from the meetings were:
• Positive support for the Rich King Memorial Entryway refurbishment project.
• Expansion of landscape refurbishment projects to include the area north of Rich King and
Radio Road. Mr. Sells noted this section is private property with multiple owners so the
project would be challenging to accomplish.
The Monthly Association Meeting schedule, for November 2019 is:
• Melrose Gardens HOA,November 19th at 6:00 p.m.—Maria Schoenfelder volunteered to
represent the Committee.
• Countryside Master Association,November 21st at 10:00 a.m.—Mr. Lewis and Mr. Wilson
volunteered to participate in the event.
VII. OLD BUSINESS
A. RICH KING ENTRYWAY PROJECT
Mr. Sells reported the Florida Power& Light (FPL)Right of Way (ROW) Consent Agreement was
approved by the Board of County Commissioners (BCC) on October 28, 2019.
Estimated construction commencement is April/May 2020 upon completion of FPL's new power line
installation, extension of the water line and controller installation for irrigation, and roadway
stabilization, with an estimated time frame for completion of one (1) month.
Mr. Sells distributed Irrigation and Planting Plans,the latter with a glossary of trees, plants, and sod
selected, and requested Mr. Kindelan, Superb Landscape, provide an opinion on vegetation selection.
The original landscape proposal included plantings to camouflage the fence, however pruning
maintenance restrictions necessitated elimination of plants from the area.
In response to the Committee's inquiry, Mr. Sells will determine if the sidewalk will be closed and
pedestrian traffic diverted during construction.
VIII. NEW BUSINESS
A. DECEMBER/JANUARY MEETING DATES
The Committee agreed to cancel the December 2019 and January 2020 Advisory Committee
meetings noting a meeting can be scheduled to address time sensitive items if necessary. The next
scheduled meeting is February 10, 2020.
Chairman Lewis motioned to cancel the December 2019 and January 2020 meetings of the Radio
Road Beautification M.S.T.U.Advisory Committee reserving the right to schedule a special
meeting if necessary. Second by Mr. Wilson. Carried unanimously S- 0.
IX. COMMITTEE MEMBER COMMENTS
Mr. Sells will request Traffic Operations to install a"Do Not Enter"traffic sign on the median exiting
Windjammer Village of Naples to alert drivers a U Turn is not allowed.
X. PUBLIC COMMENTS

Tony,
Attached is a picture of the median across from the exit of Windjammer Village showing
the left turn lane for West bound traffic on Radio Road. People leaving Windjammer are
driving directly across and making an illegal left turn to go west on Radio. Is it possible
to place a "DO NOT ENTER" sign facing Windjammer to help stop this?
