Dear Commissioner McDaniel, I am writing to voice my opposition to Rivergrass Village for the following reasons: 1. This village will span Oil Well Rd. That will make the original concept of a walk and bike friendly village impossible. This split plan is not what villages are supposed to look like. 2. Your own oversight commission has already recommended that you not appove this plan. 3. The roads that would have to accept the additional traffic are not yet in place. Traffic in and out of Golden Gate Estates already exceeds the capacity of current infrastructure. Although roads and bridges are planned to accommodate increased traffic, they are not built yet. Approval of any increase beyond the projects that have already been approved should wait. 4. In a county desperate for affordable housing, a goal the commission has clearly set, this plan is just another gated community for those who can afford upper income housing. There is nothing in this plan to offer affordable housing. 5. The panther path that proponents claim will remain will put wildlife in conflict with humans once again. When the new residents of this village complain to you about the panthers, bears and other displaced animals, what will be your response? Please do not vote to approve this plan for the Rivergrass Village as it is not the right fit nor the right time for such a project. Thank you for listening. Board Members- I am not able to attend the meeting on the 28th but want my voice heard in reference to the massive development you are considering approving. Do any of you live in Golden Gate Estates or any part of the rural areas in the estates? If so i would think you would be more mindful in regards to changes that you appear to be willing to approve,i.e. from 200 homes to allowing 2500 homes for a developer to build in the same location- are you looking at anything other than tax dollars? How about impact on the roads, the water/utility systems, and most of all the wildlife and environment. Haven't we sold out enough to developers already? What happened to Conservation Collier protecting and purchasing land- is that just lip service? It was bragged about two parcels bought in 2019. Is that the extent of the conservation effort? Shameful You might want to read the hundreds of comments on Nextdoor sites in the areas that will be affected to get a feel for how disgusted the general population is about all these plans. And these are just the minority that use that site- everywhere you go there is discussions between neighbors about it. It might be wise to listen to your constituents and act on their behalf/interests instead of being beholden to the people waving money in front of you. Esteemed Commissioners, I attended Tuesdays RSLA workshop and I wanted to share my thoughts with you. I URGE you to RECONSIDER approval of this project. I was born and raised in Miami and moved to beautiful Naples just three short years ago. We left because there are just too many people, too many cars, and too much crime. I fear that all of the building that is happening in Naples is leading it in the same direction. There are so many new communities being built all around boasting up to 400 units per community. This is not ORGANIC growth; this is build it so that they come. This is very dangerous because , they will come! There are a couple of key points that I would like to comment on from the meeting. The county mentioned: 1.These new communities would have everything necessary (work, shopping, schools, etc.) so that people wouldn’t have to leave where they live for much. THIS IS RIDICULOUS! People do not move to coastal Florida to be landlocked. They are going to go west of 951 to go to the beach, dine at all of the fine restaurants on 5th Avenue, attend plays and visit museums in the heart of Naples. They are going to go to Mercato and Waterside Shoppes for additional shopping and dining. It is ludicrous and naive to think that you could have every possible need and want for every level of income that will live within these communities. Which brings me to my second point… 2.The communities are going to have a variety of “different” housing options for different income levels. Naturally the person that can only afford, say, a $200,000 house would love to live next to an $800,000 house but I doubt this holds true the other way around. A person who works hard, saves hard, and attains a certain socioeconomic level wants to live around others like him. I live in the estates and can tell you that from first hand experience as we have a new neighbor who thinks his property is a junkyard and now our house has just decreased in value… 3.Low income earners are taking their money out of Collier County because they cannot afford to live here. When I lived in Miami, I could not afford to live in the wealthiest neighborhoods near where I worked so I drove 20 miles (1 1/2 hours each way) to work and lived where I could afford (in these communities that were also supposedly built with everything one would need so they wouldn’t have to go “in” to the city.) Additionally, with more low housing options, the demographics of Naples is going to change dramatically. Please remember that snowbirds and seasonal residents come not only to get away from the cold but also to enjoy the quiet and pristine qualities that make Naples so special. They are not going to want to come to a city that is now crowded, congested, full of traffic, and dirtier because there are more people of a substantially lower socioeconomic level than theirs. Sound snooty and entitled? I think it makes a lot of sense. Let’s instead build communities that people aspire and work hard to be able to live in and raise people and society to a higher economic level instead of bringing what’s already here, down. In closing, again, I urge you to reconsider the approval of this project as it was presented by the county. I hope and pray you will instead take Ms. Olson’s recommendations to heart not only for the sake of our CURRENT residents that have elected you into office but also for the environment that has already suffered tremendously because of the construction that has already been approved. Let us leave our children and grandchildren a beautiful, pristine, species-rich Naples that they are proud to call home. Good afternoon Commissioner, Tomorrow's BCC agenda Items 9A and 9B speak to both a Stewardship Receiving Area (SRA) designation (Rivergrass) and the Stewardship Sending Area (SSA) #15 agreement that accompanies the SRA. I provided testimony regarding the environmental benefits of SSA #15 as it pertained to the RLSA at the workshop last week, and I plan on speaking on this tomorrow as well. Item 9A is an application to designate an SRA that would be entitled through the use of credits generated from SSA #15 (Item 9B). This SSA includes Camp Keais Strand- which, as you know, is a significant regional flow-way and wildlife corridor. CREW & the SFWMD have long sought the protection and restoration of Camp Keais Strand and you can see it highlighted on the attached map from the 2013 SFWMD Land Use Assessment. Solidifying SSA #15 as articulated on the map will help fulfill this long-standing environmental goal of protecting and restoring this region at no cost to taxpayers. The generation and consumption of the credits associated with SSA #15 means the preservation of 5,253.4 acres of land. The level of preservation is based on the varying land use layers that are being removed, but all of these acres approved in SSA #15 will be designated for some level of preservation in perpetuity at no cost to the tax payer. This means there will be no development or mining allowed, and most of the acreage will be taken down all the way to the 7th land use layer, which would simply allow for potential cattle grazing. In addition to that preservation acreage, the applicant is designating restoration and will have commitments to actually complete those restoration improvements over 2,678.5 acres. Overall, the approval of the SSA #15 credit agreement and subsequent consumption of those credits through an SRA entitlement does the following: eliminates development and mining land use layers on over 5,250 acres of environmental sensitive lands, effectuates about 2,566 acres of flow-way restoration, restores native habitat in about 104 acres of existing agricultural fields, and restores about 8 acres of habitat through exotic removal. These environmental outcomes that are associated with SSA #15 are important pieces to consider for tomorrow-- and they only come to fruition once the credits are consumed by an SRA designation: the consumption of credits associated with SSA #15 effectuates landscape level preservation and restoration. I have read extensively regarding the proposal, and I realize your time is as limited as anyone else's. I'll limit my concerns here to two illustrative points. Rather than looking at this as 'the least bad way forward' , consider the impact of such a development on water flows emanating from the developed property. I know you are all quite familiar with fertilizer ordinances and the struggles to get meaningful adherence and enforcement of these ordinances, do we really think that a new golf course in the middle of wetlands, along with the construction and corresponding rain runoff from parking lots etc, , is going to modulate water run off quality? Of course it is, and this is where the land owner is engaged in distraction. Additional water flows into the Panther Refuge is great, but only if the water is cleaned up through a "Stormwater Treatment Area (STA)" approach, as used in the Everglades.. Ask the Collier Company where they stand on the SR29 widening project and the M- CORES proposal to build a road "from Collier to Polk". I believe Rivergrass is a trial balloon for them (the thin end of the wedge, as it were), and we can "look forward" to much more of this approach if it turns out that SR29 widening is merely a prelude to additional highway installation along the North-South axis . Putting land into conservation is great, but if it leads to habitat fragmentation for animals like the Panther, which it will, then you might as well go out and shoot the animals now. 2. Marco Island Marriott is looking for tax money to promote their business ? A business that is already at close to capacity for much of the year? An example of subsidy for the wealthy at its worst, please just say no! The attachments have their genesis in a request from Commissioner Taylor that I identify which criteria to be considered during the Rivergrass Village Hearing would be considered objective, and which criteria would be considered subjective. Objective criteria are either clearly meet or not. An example would be a requirement that a building’s frontage be set back from the property line by ten feet. It either is, or it is not. Subjective criteria require consideration by the Board as to whether or not it has been met, based on the evidence presented at the Hearing. Whether a project is compatible with the surrounding neighborhood in a rezoning petition would be a typical example of this. The first attachment is a listing of all of the LDC criteria to be considered in tomorrow’s hearing, delineated as to whether it is subjective or objective. It was created by my land use attorneys located at our Horseshoe Office working side-by-side with Growth Management staff. The second attachment is a similar discussion with the relevant portion of the County’s Growth Management Plan (also a joint project between my staff and Growth Management staff). It is a more difficult discussion in that the particulars of these policies are set forth in the LDC, so that you will see references to some of these policies as encompassing both objective and subjective considerations. The roads are dangerous out there at night because of how dark it is. The traffic is already horrendous because 29 is the only access point for trucks coming from the east coast; other than them going way out to Naples area. Do you know how bad traffic already is in the morning for people like myself who are trying to turn right to head towards 29 from Ave Maria? I usually get stuck at the stop sign for about 3 minutes every morning. Unless working traffic lights would be put in place, it would be detrimental to the flow of traffic already existing on Oil Well and would literally put peoples lives in danger. At that point, you would be adding in traffic from more homes and businesses; as well as the existing traffic from Camp Keais, 29, and Ave Maria. While I won't be at the meeting tomorrow, I wanted to lend my support to the Conservancy of Southwest Florida's views, research, and concerns as well as add my own viewpoints on having known Naples from the mid-80s to today and where the future might lead us. We need to think about how the county is heading in the direction of sprawling development patterns that will destroy listed species habitat, add a tremendous amount of traffic to our roads, financially burden taxpayers, and could worsen our water quality crisis. Even more concerning is that the first proposal for a village, the Rivergrass project, fails to meet even the minimum standards of the program. I have witnessed living in cities of tremendous growth before and at first it seems positive because new businesses and jobs come in but it also has a destructive side. Once precious and rare habitat is gone, it's gone. Once the clean water is gone, how do we rectify that and create clean rivers again? I have some opinions on growth that make sense from both a business and environmental perspective. I was really surprised to see interest in all the development in Eastern Collier when I moved back. It's getting farther and farther from the beautiful beaches and activities. It's taking up precious habitat without adding value back to it. Please review my comments below: * Choose more development that rises "upward" in construction in previously developed areas around the Coast - which is where everyone wants to be anyway. * Walkable neighborhoods! Smarter, better for the environment, and more enjoyable. * Diversity in housing development - not just single homes but both luxury and affordable smart apartment housing around current shopping areas. * Better usage of currently developed land. Re-imagine the strip mall. Instead of a flat strip mall plaza with the common one level scenario - build housing above the stores and create walkable, livable areas in the city without encroaching on our precious resources! People can get much of their daily needs met without even starting their car! * Futhermore, and this one won't be easy, but create a very positive view of public transportation and bicycle riding. Using public transportation and bike riding should not be looked down upon but welcomed and encouraged! In conclusion, by developing "Upwards" along the Coast and rejecting intrusive, unneeded development on the Eastern regions, we can both welcome growth and elimate irreversible destruction on precious, irreplacable land. As was evident at the RLSA Workshop on January 21, 2020, the fundamental integrity of the RLSA Program is under scrutiny and being questioned by numerous groups, organizations, citizens and even current and former staff of Collier County. Although I will be addressing a number of issues in separate letters that I will be sending to you later today, herein I will concentrate on addressing the Authority to Expand and Amend the RLSA Program. The terms and conditions under which the development acreage and permissible population of the RLSA was originally approved by the Board of County Commissioners, the Florida Department of Community Affairs (DCA), and Regional Planning Council which permitted the development of 34,466 clustered housing units with a maximum population of 92,288 on approximately 9-10% of 16,800 acres, appear to have been subsequently and informally revised and expanded by an RLSA Review Committee composed of 10 residents of Collier County (including current Commissioner Bill McDaniel in his capacity as land/mining owner, and 4 representatives of (or planners for) landowners including, the Barron Collier Companies and Gulf Coast Citrus Growers Association.[1] In a BCC Hearing held on April 21, 2009, the RLSA Review Committee recommended an increase in the allowable RLSA development from 16,800 acres (with a maximum population of 92,988) to 45,000 acres[2](with a potential increase in population to 450,000) (the “RLSA 2009 Review Committee Hearing”). During the RLSA 2009 Review Committee Hearing, a member of the Review Committee states, “in its beginning, the RLSA was found consistent with the final order and in compliance with the Growth Management Plan Act”[3]and acknowledges that at transmittal base credits were 128,000 for 16,000 acres. However, he and other members of the Review Committee considered the RLSA Program as a “planning tool” that should be used to potentially grant development rights to 100% of the landowners in the rural lands[4]in exchange for credits and, apparently, regardless of the development acreage limitations originally approved by both the State and the BCC. Within this apparent framework, members of the Review Committee proceeded to discuss the number of additional credits that had been granted[5]and additional potential credits in sending and receiving areas which could, allegedly, generate “about 400,000 credits” and affect approximately 45,000 to a potential total developable acreage of 87,000. The Review Committee states, “we established an entire new SSA group Agricultural Stewardship Sending Areas…that encompass some 40-some-odd-thousand acres of agricultural lands that can ultimately be set aside and protected and preserved” “saw that there was going to be an increase in the potential for ultimate credits generation, and in so doing, adjusted the necessities for credits to be converted to units from a current ratio of [6] eight-to-ten to ten-to-one …as an offset for the additional credits that could potentially come, assuming there’s 100-percent participation in the program.”[7] The Review Committee did recommend capping the development footprint to 45,000 acres equating to approximately 400,000 credits and preservation of 134,000 acres. In fact, the BCC was assured by Mr. Jones that “if any landowner comes up with a way to generate additional credits and the cap of 45,000 has already been met, then it’s not very hard for staff to recommend that it not be approved, and it’s not very difficult for a future commission to recognize that we’ve met the cap. There’s no market for these. We’re not going to approve it.”[8] Although the Review Committee presented their recommendations to the BCC and urged the Commissioners to move the recommendations forward as part of a Growth Management Plan amendment which would then have incurred a State review, such never occurred.[9]Consequently, the recommendations of the Review Committee, without further formal and requisite action by the State, the County or the BCC, did not or should not have resulted in a defacto amendment to any portion of the (a) RLSA Program (as authorized), (b) the Growth Management Plan which would result in an increase in development acreage, the number of residential units permitted per acre, the consequent population increase or (c) the standards, terms and conditions by which County Staff granted credits to landowners. If, in fact, the original RLSA program was capped at 16,000 acres, the Review Committee did not have the authority to then revise or cap the RLSA development acreage to 45,000 nor, obviously, did County Staff have the right or authority to act on such presumed new credit issuance standards or cap. The Florida Department of Community Affairs (DCA) approved the RLSA Overlay based on using 10% of the RLSA acreage for clustered development and a maximum population of 92,988. The Regional Planning Council conditioned its approval of the RLSA on “no additional population or housing units…being added….” Similarly, the Board of County Commissioner’s Final Adoption Hearing for RLSA indicated that the RLSA “will not result in an increase to the total number of allowable dwelling units or population.” Collier County’s Growth Management Plan currently states that the projected population of the RLSA is to be accommodated on approximately 10% of the RLSA acreage. At not time, did the BBC approve or were public hearings held to amend the Collier County Growth Management plan to increase the projected population of the RLSA to accommodate 25% of the RLSA acreage. As is quite evident, the BCC and the County’s Attorney should certainly review and scrutinize a number of issues before any final determinations are made with respect to Rivergrass Village or the RLSA. These issues include, but are not limited to, whether a hearing and final order from the BCC (whether now requiring State review or not) is required to (a) review the terms, conditions, formulas and calculations which the Review Committee used to reassess the calculation and grant of the RLSA Program credits, expand or cap the development acreage (whether at the original 16,000 acres or at the new recommended 45,000 acres, (b) review and determine the County’s authority (including Staff) to reject any landowner credits (after the original 16,000 acre cap or the new recommended 45,000 acre have been developed) and whether such would or could result in a landowner’s ability to sue the County for some presumed value on those credits, (c) amend the RLSA Program (as originally approved) and the Growth Management Plan to incorporate the Review Committee’s recommendations, or (d) form another ad- hoc RLSA Review Committee to undertake another review of the RLSA Program that would better and more accurately reflect existent conditions (including, endangered species habitat, agricultural, environmental and natural resource concerns), as well as the fiscal impact, benefit or possibly liability to Collier County in relation to development credits and proposed developments in the RLSA.[10] Thank you for your consideration of the issues raised herein. Good morning, I was just reading an article in the Naples News regarding Rivergrass and it not being at final approval and might not be. I am confused by this. It would seem that if they were all approved and finalized there would not be any issues. But that is not the case. Why if they are not approved/finalized is the pipe addition project moving forward? I am very disappointed with this whole project as you already know. I have never gotten straight answers on water additions to the house, except that I need some kind of tax adjustment established. I do not do taxes, construction, or utilities or any related for a career so I have no idea the process, and free like when I ask questions I am just being blown off. I pay my taxes so I shouldn’t have spend countless hours trying to investigate the whole process. The water utilities department should have nice little detailed letter that explains exactly what is needed for a street of residents. And have that mailed to each resident. I had mentioned this at the last meeting and the follow up was an email with a website to try to find answers to my questions. I honestly thought after talking with you months back and the promises you said you get back to me on I would have a better feeling about this whole project. Instead My feeling of making a mistake to continue live in Naples after coming back from College is growing more and more. Below is a description of those attachments: 1.Conservancy’s presentation from today with our recommendations. 2.Most current count of approved/pending credits from staff: This document was provided to me from Kris Van Lengen, Collier County staff, showing the approved and pending Stewardship Credits from 3/1/2019. The credits (approved and pending) from Mr. Van Lengen’s document totals 226,406. Slide 4 of our presentation is based on this total of credits. 3.Conservancy Analysis - Underestimation of Stewardship Credits: This document is from the Addendum of Conservancy’s report titled “Critique and Recommendations of Collier County’s RLSA program: 2018-2019 Restudy.” The Conservancy calculated the maximum number of credits that could be generated under the RLSA program. We calculated, based on LDC and GMP policies, that the RLSA program provides the potential to generate a total of 658,552 credits at 100% participation. This equates to a minimum of 90,551 acres of development! (658,552/8 credits per acre = 82,319 + 10% public benefit acres = 90,551 SRA acres). The actually acreage would be higher due to very lax open space requirements. In contrast, Wilson Miller (2008) estimated that 315,000 credits could be earned, assuming 100% participation. WilsonMiller’s estimate was based on faulty assumptions regarding the percentage of landowners who would apply for restoration credits. Since 2008, landowners have applied for significantly more restoration credits than WM assumed, especially the R-1 credits, which provide no restoration. During this 2018-2020 review, staff and the landowners are recommending new policies that would bump up the credits even further to 404,000, but they suggest a recalibration to 10 credits per acre, instead of 8 to shrink the development footprint a bit. Since we know that more than 404,000 credits could be earned, it is important that the County determines what happens when the 45,000 acre cap is hit. (Slide 4 of my presentation shows you that we are getting close to generating enough credits toward the 45,000 acre cap). Thus far, nearly all credits generated and utilized has been by HCP landowners. What will the County tell other landowners, not affiliated with the HCP, but who wish to build their towns and villages (Slide 5 of our presentation)? Those landowners will want to profit from their lands. -A few months back, we made a request for staff to evaluate our analysis of the credit situation. We would like staff to take a hard look at our analysis and let us know if we are right or wrong, and if so why. The credits (approved and pending) from Mr. Van Lengen’s document totals 226,406. Slide 4 of our presentation is based on this total of credits. 3.Conservancy Analysis - Underestimation of Stewardship Credits: This document is from the Addendum of Conservancy’s report titled “Critique and Recommendations of Collier County’s RLSA program: 2018-2019 Restudy.” The Conservancy calculated the maximum number of credits that could be generated under the RLSA program. We calculated, based on LDC and GMP policies, that the RLSA program provides the potential to generate a total of 658,552 credits at 100% participation. This equates to a minimum of 90,551 acres of development! (658,552/8 credits per acre = 82,319 + 10% public benefit acres = 90,551 SRA acres). The actually acreage would be higher due to very lax open space requirements. In contrast, Wilson Miller (2008) estimated that 315,000 credits could be earned, assuming 100% participation. WilsonMiller’s estimate was based on faulty assumptions regarding the percentage of landowners who would apply for restoration credits. Since 2008, landowners have applied for significantly more restoration credits than WM assumed, especially the R-1 credits, which provide no restoration. During this 2018-2020 review, staff and the landowners are recommending new policies that would bump up the credits even further to 404,000, but they suggest a recalibration to 10 credits per acre, instead of 8 to shrink the development footprint a bit. Since we know that more than 404,000 credits could be earned, it is important that the County determines what happens when the 45,000 acre cap is hit. (Slide 4 of my presentation shows you that we are getting close to generating enough credits toward the 45,000 acre cap). Thus far, nearly all credits generated and utilized has been by HCP landowners. What will the County tell other landowners, not affiliated with the HCP, but who wish to build their towns and villages (Slide 5 of our presentation)? Those landowners will want to profit from their lands. -A few months back, we made a request for staff to evaluate our analysis of the credit situation. We would like staff to take a hard look at our analysis and let us know if we are right or wrong, and if so why. I have been closely following land development issues in Collier County and have done so from the lens of a scholar who has studied and taught about urban and suburban issues for much of my nearly 50-year career. Indeed, my latest book, Metropolitan Governance in America (2015), came about because of my concerns about suburban sprawl and its many harmful consequences. As a result, I have been very saddened by the proposed Rivergrass development (and several others like it that are in the pipeline for approval) in the Rural Land Stewardship Area (RLSA). Rivergrass, and the other proposed developments in the RLSA, have nearly all of the worst characteristics and negative consequences of leapfrogging, low density suburban sprawl, including serious environmental damage. Beyond the environmental damage, Rivergrass and other proposed developments will cost county taxpayers multiple millions of dollars in unnecessary infrastructure and service delivery costs. These developments will also very likely result in the extinction of the Florida panther. The Conservancy of Southwest Florida estimates that the additional road miles that are planned because of the proposed developments in the RSLA could result in 37 additional panther deaths by automobile per year. Adding this to the roughly 30 panther deaths per year, most by automobile, would bring the total to approximately 67 panther deaths per year. Among a total estimated panther population of between 120 and 230, this would result in killing between 55.8 percent and 29.1 percent of the current population of this critically endangered species. Even at the lower rate, this exceptional level of mortality could very likely cause the extinction of the Florida panther as a species because it would ensure that the now reasonably stable panther population could go into a spiraling decline. Proponents of development in the RSLA argue that Rivergrass and other proposed developments are necessary to absorb the likely increase in population within Collier County by the turn of this century. This is a falsehood that is largely being spread by land owners in the RSLA and their allies who would be perhaps the only winners if these proposed developments are approved by the County Commission. The rest of us, including the Florida panther, will be the losers. It is a falsehood because there is ample available land west of Collier Boulevard for residential and supporting commercial development or redevelopment to meet the needs of the county’s growth for the foreseeable future, particularly if developed using the principles of “smart growth.” Such development would have the benefit of being compact and contiguous and of requiring far less county spending on infrastructure and county service delivery. It would also, importantly, be far less environmentally destructive, especially to the panther and other endangered species in the areas proposed for development. For these reasons I urge you to follow the advice of your own Planning Commission (which overwhelmingly opposed Rivergrass) and vote against the Rivergrass development and all like it that may follow. They are based up on population projections for years from 2020 to 2050. They utilize the two current county models - CIGM and BEBR. Projections beyond 2050 are available but become highly uncertain considering County financial risks, recessions, demographics and environmental factors, and thus not included. The calculations and analysis show that only 2 villages the size of Rivergrass are required by the year 2030. I have been closely following land development issues in Collier County and have done so from the lens of a scholar who has studied and taught about urban and suburban issues for much of my nearly 50-year career. Indeed, my latest book, Metropolitan Governance in America (2015), came about because of my concerns about suburban sprawl and its many harmful consequences. As a result, I have been very saddened by the proposed Rivergrass development (and several others like it that are in the pipeline for approval) in the Rural Land Stewardship Area (RLSA). Rivergrass, and the other proposed developments in the RLSA, have nearly all of the worst characteristics and negative consequences of leapfrogging, low density suburban sprawl, including serious environmental damage. Beyond the environmental damage, Rivergrass and other proposed developments will cost county taxpayers multiple millions of dollars in unnecessary infrastructure and service delivery costs. These developments will also very likely result in the extinction of the Florida panther. The Conservancy of Southwest Florida estimates that the additional road miles that are planned because of the proposed developments in the RSLA could result in 37 additional panther deaths by automobile per year. Adding this to the roughly 30 panther deaths per year, most by automobile, would bring the total to approximately 67 panther deaths per year. Among a total estimated panther population of between 120 and 230, this would result in killing between 55.8 percent and 29.1 percent of the current population of this critically endangered species. Even at the lower rate, this exceptional level of mortality could very likely cause the extinction of the Florida panther as a species because it would ensure that the now reasonably stable panther population could go into a spiraling decline. Proponents of development in the RSLA argue that Rivergrass and other proposed developments are necessary to absorb the likely increase in population within Collier County by the turn of this century. This is a falsehood that is largely being spread by land owners in the RSLA and their allies who would be perhaps the only winners if these proposed developments are approved by the County Commission. The rest of us, including the Florida panther, will be the losers. It is a falsehood because there is ample available land west of Collier Boulevard for residential and supporting commercial development or redevelopment to meet the needs of the county’s growth for the foreseeable future, particularly if developed using the principles of “smart growth.” Such development would have the benefit of being compact and contiguous and of requiring far less county spending on infrastructure and county service delivery. It would also, importantly, be far less environmentally destructive, especially to the panther and other endangered species in the areas proposed for development. For these reasons I urge you to follow the advice of your own Planning Commission (which overwhelmingly opposed Rivergrass) and vote against the Rivergrass development and all like it that may follow. Projections beyond 2050 are available but become highly uncertain considering County financial risks, recessions, demographics and environmental factors, and thus not included. Results are based upon population projections and data on dwellings per household and for a range of household densities. The calculations and analysis show that only 2 villages the size of Rivergrass are required by the year 2030. From 2030 to 2050, excluding Ave Maria only 4-5 additional villages are needed to accommodate the projected population growth for a total RLSA of 8 to 9 villages. Acreage required for year 2030 is 1,600 acres for 2030 and 8,600 acres for 2050. These acres at a relatively low density of 2.5 dwellings per acre. Conservation Collier (items 10A and 11B): The Federation is very supportive of this program and we are looking forward to a successful 2020 referendum. I ask that you support a recommendation to move forward with a ballot initiative to re- establish the Conservation Collier Land Acquisition Program and also to support the staff recommendation to approve the Technical Advice and Assistance letter that will aid in public polling for the initiative. The program has wide public support and truly provides exceptional benefits to Collier County through both protecting vital natural resources and also providing recreational access to these natural areas! SSA #15 (Agenda item 17E): The agenda also will consider the Rivergrass SRA designation (9E)-- this goes hand in hand with the SSA #15 credit agreement on your summary agenda. Rivergrass is being entitled through the use of credits generated from SSA #15. This SSA is the east side of Camp Keais Strand and is an area where restoration is needed--- it is a significant regional flow-way and wildlife corridor that connects northward from Lake Trafford and Corkscrew Swamp to the Florida Panther National Wildlife Refuge in the south. CREW & the SFWMD have long sought the protection and restoration of Camp Keais Strand. SSA #15 will help fulfill that environmental goal at no costs to taxpayers. Attached is a map from the 2013 SFWMD Land Use Assessment showing this priority area. The generation and consumption of the credits associated with SSA #15 means the preservation of 5,253.4 acres of land (The level of preservation is based on the varying land use layers that are being removed, but all of these acres approved in SSA #15 will be designated for some level of preservation in perpetuity at no cost to the tax payer). In addition to that preservation acreage, the applicant is designating restoration and will have commitments to actually complete those restoration improvements over 2,678.5 acres. Overall, the approval of the SSA #15 credit agreement and subsequent consumption of those credits through the SRA entitlement does the following: eliminates land use layers on over 5,250 acres of environmental sensitive lands, effectuates about 2,566 acres of flow-way restoration, restores native habitat in about 104 acres of existing agricultural fields, and restores about 8 acres of habitat through exotic removal. These environmental benefits are important points to consider while thinking about the intent of the RLSA. The Federation does believe that there is plenty of room for improvement in the RLSA program and we are working with county staff to ensure the GMP and LDC language that will be coming to you all for approval addresses our concerns. However, at the landscape level, the type of preservation and restoration that will be implemented through this credit agreement meets the environmental intent of the RLSA program: it effectively eliminates the potential for intensification in a very environmentally sensitive area and will actually restore areas of this critical flow-way in Camp Keais Strand. The environmental outcomes that are associated with SSA #15 are important pieces to consider: the consumption of credits associated with SSA #15 effectuates landscape level preservation and restoration. Immokalee Road will still divide the Village, which at the Planning Commission Meeting the lawyer for the project said that it really were two villages under one name. That only one part would have the amenities and park, But that it was accessible by all residents, they only had to cross Immokalee Road, which the Planning Commissioners stated would be 4 lanes. This would create safety and traffic problems. It is a dense community of 3.1 units per acre. This is too much growth- even the board room has its limits. Rural Golden Gate Estates is set up with only one unit per acre; they should not be permitted any more that the original plan. This will also destroy what wildlife environment that is left. These properties are Rural Agricultural and/ or wet lands. There is already an invasion from this area by Bears and panthers that live in the area. The developers are planning to build Hyde Park, next to the northern half of River of Grass - Hyde Park, on the Southern side next to River of Grass Long Water and further down Bell Mar at the end of Golden Gate Blvd. The very area that wildlife are living. This is nothing but a remake of Rural Lands West. The residents did not want that and we don't want this either. We do not need another village of residents that want to be in an urban area. These villages will tax the aquifer, and cause flooding as there will be even less property for the stormwater to be absorbed. So Please deny River of Grass and all of the other projects and honor the homeowners wishes - we live here. These "Needs" for more, wider and bridges across canals connecting "Dead-end Streets" IS BECAUSE OF THIS GROWTH OR POSSIBLE GROWTH IN THE FUTURE!! Please table this until the decision for these Villages have been decided, which I hope the concerns and wills of the existing homeowners will be considered over those of the developer, owners and agents. It would set a terrible precedent for the future of the fragile ecology of eastern Collier County. The proposed Rivergrass Village would destroy over 700 acres of endangered Florida panther habitat. The Rivergrass Village design goes against the type of development Collier County citizens were promised for eastern Collier. Frankly, it would be just another depressing example of urban sprawl. Please insist that the plans be redrawn to provide for a self-sufficient and walkable development that accommodates residents of all ages, incomes, and abilities, including those without cars. The plan is also very dangerous for pedestrians and bicyclists because they must cross Oil Well Road, a 55-mph freight road, to get the Village Center. Furthermore, the project’s lack of housing diversity would only worsen the county’s affordable housing crisis. Please vote “No” on Rivergrass Village in order to maintain high standards of development in Collier County and to require developers to play by the rules. We are not receptive to another new gate community near Golden Gates Estates until our roads have been expanded and retail becomes part of these projects. As you all probably know, Immokalee and Randall are a traffic mess during working hours, and this will only complicate more traffic, There have been vehicle collisions and deaths because of the increase of driver's stress due to traffic along these roads. We also have a construction boom of individual houses that is increasing traffic. Residents in these new developments will have to move through existing GGE roads to gain access to I75, beach, and retail facilities. We know that there are road expansion projects in the future, including Vanderbuilt beach and Randall blvds, but I would recommend we focus on these projects first before any new housing developments. Seems these road projects continue to get delayed for what ever reason, and new housing continues to increase. We are tired of listening to these new gated community town hall speakers explain to the audience that these roads will come, and the county will built it. We are also tired of having to pay additional property taxes for services that will be part of this project, including schools, first responders, etc. Seems these town halls are scheduled at the convenience of the developers (5-6pm) than the residents where most residents are just getting out of work and can not attend.
