January 16, 2020 Re: Rivergrass Village Dear Commissioner Fiala, My husband and I are year round residents of Collier County living in your district, District One. I write with great respect
for your years of service to our county, to ask you to withhold your approval of Rivergrass Village at this time, on the basis of its fiscal impact, a lack of transparency, and the high opportunity c
osts of the public investment required. First, I am greatly concerned about the fiscal impact of this new Village. The County may not get paid back until 2040-2050, creating a long-term burden for o
ur current taxpayers and future generations. Keep in mind; Ave Maria broke ground 15 years ago (2005). It has yet to achieve fiscal neutrality. Approximately 2,000 of the potential 10,000 homes have
been sold. Second, there is a lack of transparency concerning Rivergrass Village. At the Planning Commission meeting in November the planning commission asked the applicant’s consultant to provide
details on the assumptions that were used to calculate fiscal impact. The applicant’s team said, “No”. The team simply refused to share this information. In another example of poor transparency, sp
ecific operations and maintenance costs for proposed road systems and other infrastructure to service the new planned communities of the RLSA have routinely been left out of the economic analysis --e
ven though they could easily be as high as 20 percent of total project costs. Good practice today calls for operations and maintenance costs to be transparent at the start of infrastructure project
s. Another example of a further lack of transparency is the Natural Resource Index (NRI), which provides the main methodology for the valuation of the land in the RLSA. You may know that the County c
urrently does not have possession of the NRI baseline data. This remains with the landowners and their agents. As a result, it is the landowners who measure and manage the value of the land in the
RLSA, while the County and its taxpayers are currently disadvantaged by this lack of transparency, when it comes to planning for a sustainable future in the new towns in the eastern lands. I was plea
sed to learn that this data has recently been made accessible to the County. This is an encouraging development. Please continue to ask the landowners to make transparent their assumptions, for exam
ple how the threshold figure of 1.2 was derived to determine what lands should be protected. Please push the County to update the Land Development Code when necessary to more accurately reflect land
use values. Third, the opportunity cost is high. There is an urgent need to replace our road systems and aging storm water infrastructure in the County’s existing urban coastal communities, where
populations are highest, and most vulnerable to sea level rise, more frequent and severe storms, and higher rainfall. Our need to build more resilient coastlines will likely require expanding sea wal
ls. Estimates for this infrastructure are over $3.8 Billion dollars for Collier County1, and are among the highest for counties in the state. When we compare this to the nearly $8 billion dollars (
the estimates made public by the landowners’ consultants) that will be needed for new roads systems in the RLSA, to serve newly planned communities such as Rivergrass, we can begin to understand the
high costs of the tradeoffs that will be necessary. Our tax dollars would be better spent on protective measures to serve established coastal communities, than in building infrastructure to attract n
ew residents to the undeveloped lands of Eastern Collier County. As our elected representative to local government, you have a responsibility to pr
otect our citizens, our communities, and quality of life. So, I would like to ask, what are the benefits to building new communities for new residents of Collier County so far from our urban centers
, and prioritizing this over the protection and replacement of the infrastructure needed now--to protect our current citizens and their properties that are increasingly at risk within urban coastal a
reas? Where is the underlying analysis? Our world is changing and this is no time for business as usual. This is not the last time Rivergrass will come before you, nor will this be the last villa
