EXECUTIVE SUMMARY
Recommendation to approve an “after-the-fact” grant application in the amount of $15,000 to the
Collier County Community Foundation for a Shade Structure at Tigertail Beach Playground.
OBJECTIVE: To secure grant funding to enhance the playground at Tigertail Beach.
CONSIDERATIONS: On December 5, 2019, the Collier County Community Foundation, released the
Marco Island Community Fund grant application. This grant provides up to $15,000 for new programs,
program expansions, capital needs, or general operating support for projects to benefit Marco Island. The
Parks and Recreation Division prepared the grant application to support playground enhancements at
Tigertail Beach.
Shading young visitors from the hot Florida sun while they play will reduce exposure to UV rays that are
detrimental to young children. It is anticipated that upon completion of the shade structure over the
playground ambient temperature under the shade structure versus an unshaded area will be reduced by
twenty (20) degrees Fahrenheit.
The Collier County Board of County Commissioners (Board) approved the new playground installation at
Tigertail Beach on Marco Island as part of the FY2019 budget cycle. A total of $175,000 of Tourist
Development Council funds are being used to install the new playground. At the time of project approval,
there were no funds available for the construction of a shade structure over the playground. The funds
provided through the Marco Island Community Fund grant would allow for the design, permitting, and
construction of a shade structure over the new playground. The grant provides a maximum award amount
and limits the request to no more than fifty percent (50%) of the total project budget. The grant funds
would total approximately eight percent (8%) of the total project funding if awarded, and the grant
funding request is not more than fifty percent (50%) of the total project cost.
The Collier County Parks and Recreation Division will maintain the shade structure once completed and
will seek to replace it as funds allow after the useful life of the shade structure has expired.
Due to the timing of the grant announcement and the application due date of January 3, 2020, staff was
unable to complete the application in advance of the December 10, 2019 Board meeting. Utilizing Collier
County CMA #5330 that authorizes the County Manager to approve the submittal of grant applications
with subsequent Board action at the next regularly scheduled meeting to ratify approval as an “After-the-
Fact” application. The County Manager approved the grant application on January 3, 2020.
FISCAL IMPACT: If the grant is awarded, funds from the Community Foundation of Marco Island, in
the amount of $15,000 will be appropriated into the Public Service Grant Fund (709) via a Budget
Amendment at the time of the Board’s acceptance.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate Board action. This Item requires a majority vote of the Board for approval -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact due to this request.
RECOMMENDATION: To approve an “After-the-Fact” grant application submission in the amount of
$15,000 to the Collier County Community Foundation for a Shade Structure at Tigertail Beach
Playground. (Net Fiscal impact $15,000)

2020 Marco Island Grant Application
Before You Begin
MARCO ISLAND COMMUNITY FUND
Thanks to the generosity of several donors residing in Marco Island, the Marco Island
Community Fund is a new fund at the Community Foundation of Collier County. A total of
3-5 grants in the $10,000 - $15,000 range will be awarded to grantee partners in 2020.
Tax-exempt organizations based in Marco Island and serving Marco Island residents are
invited to apply. County and city government and the public library are also invited to
apply.
Grant requests should be in the $10,000 - $15,000 range and represent no more than
50% of the total project budget. Requests may be made for new programs, program
expansions, or general operating support.
Grant funds will be awarded at a private event on Marco Island on February 6, 2020 from
5-7 pm. Applicants are asked to please hold that date and time on their calendars in the
event they are selected for funding.
The deadline for submitting this grant is Friday, January 3, 2020

The Parks and Recreation Division is installing a playground for visitors to Tigertail Beach.
There is not funding to erect a shade structure over the playground and funds would be
used to provide this shade over the new playground.

The project would provide needed shade over the playground used by children. The
playground is near the concession stand and gets increased use. Shading participants from
the hot Florida sun while they play will prevent exposure from UV rays that are
detrimental to young children.

With the completion of a shade structure over the playground itself. Parks' staff will survey
participants before and after the shade structure is erected to determine participant
improvement with the shade structure in place.
