EXECUTIVE SUMMARY
Recommendation to approve: (1) substantial amendment to Collier County's U.S Department of
Housing and Urban Development Annual Action plan for FY2017-2018 and FY2019-2020 that
reallocates $75,000 from Collier County Housing Authority Tenant-Based Rental Assistance
program to Oak Marsh Rental Rehabilitation activity and changes the location of a Habitat for
Humanity development; (2) authorizing the Chair to approve amendment #2 between Collier
County and Oak Marsh, LLC.
OBJECTIVE: To further administer the Housing and Urban Development (HUD) entitlement funding to
enhance affordable housing and public improvement opportunities in Collier County and meet other
defined needs for low- to moderate-income persons.
CONSIDERATIONS: The U.S. Department of HUD provides CDBG, HOME, and ESG funds to
address program-specific needs throughout the community. The Board of County Commissioners (Board)
previously approved the FY2017-2018 One-Year Action Plan on June 27, 2017 - Agenda Item #16D14.
The FY2019-2020 One Year Action Plan was approved on June 25, 2019 - Agenda Item #16D2.
Community and Human Services (CHS) staff have recently identified changes to various activities that
need to be made to more accurately reflect community needs. These changes require substantial
amendments to both the 2017-2018 and 2019-2020 Annual Action Plans. HUD regulations and the Five-
Year HUD Consolidated Plan require citizen participation whenever a substantial plan amendment is
proposed. The required notice was published in the Naples Daily News on December 27, 2019. The
advertisement identified a thirty-day public comment period from December 27, 2019 to January 28,
2020. As of the agenda publication, no comments regarding the substantial amendments were received.
The following substantial amendment changes are proposed to the FY2017-2018 & FY2019-2020 HUD
Annual Action Plan and will be incorporated in the appropriate Action Plan:
2019-2020 Action Plan:
Amend Activity Name: Collier County Housing Authority - Tenant-Based Rental Assistance
(TBRA) (HOME-IDIS #618) Reduce 2019 HOME estimated allocation by $75,000
Modify scope as follows: Decrease the amount of 2019 HOME funding available for TBRA by
$75,000 and reprogram those HOME funds to Rental Rehabilitation of Timber Ridge at Sanders
Pines Reserve.
Amend Activity Name: Habitat for Humanity (HOME-IDIS #617) Amend the geographic
location for the utilization of 2019 HOME funds
Modify scope as follows: 2019 HOME funds will be shifted from a Habitat for Humanity
development off of Davis Blvd to a Habitat community being developed off of Pine Ridge Road. The
new location will provide affordable housing units to be sold to income-eligible homebuyers. A
subrecipient agreement with Habitat for Humanity will be presented to the Board at a future meeting.
2017-2018 Action Plan:
Amend Project: Project Name: Oak Marsh Rental Rehabilitation Timber Ridge at Sanders
Pines Reserve (HOME-IDIS #589) - Increase HOME funding from $300,000 to $375,000
Modify scope as follows: Oak Marsh Rental Rehabilitation HOME funding will increase from

$300,000 to $375,000 resulting in eleven (11) units being reserved for tenants who meet the HUD
HOME income limits during the affordability period.
Contract amendment #2 to increase the Oak Marsh Rental Rehabilitation activity #589 to $375,000 and a
HOME Assisted Project Commitment Amendment #2 are included in this item for Board approval and
the Chair’s signature.
FISCAL IMPACT: The proposed actions described in this executive summary have no new Fiscal
impact. The funding source for all three (3) grant awards is HOME. The Oak Marsh, LLC 2017 Rental
Rehabilitation activity (#589) is budgeted in the Housing Grant Fund (705), HOME project 33535. The
increase of $75,000.00 is budgeted in the Housing Grant Fund (705), HOME project 33581. The 2019
Collier County Housing Authority TBRA activity (#618) is budgeted in the Housing Grant Fund (705),
HOME project 33581. The Habitat for Humanity Vincent Acres funded activity (#617) is budgeted in
Housing Grant Fund (705), HOME projects 33581 and 33632.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of these amendments and
corresponding agreements further the Goals, Objectives, and Policies of the Housing Element and the
Growth Management Plan.

Amend Activity Name: Collier County Housing Authority 2019 Tenant Based Rental Assistance (TBRA) -
(HOME-IDIS #618) - Decrease HOME funding by $75,000 from $149,993 to $74,993
Modify scope as follows: Decrease the amount of 2019 HOME funding available for Tenant Based Rental Assistance
(TBRA) from $149,993 to $74,993.
Amend Activity Name: Habitat for Humanity – Vincent Acres - (HOME-IDIS 617) to Habitat for Humanity
Modify scope: This HOME funded housing activity changes geographic locations from Davis Blvd area to Pine Ridge
Road area. The purpose and the funding remain the same - develop housing for sale to income eligible households
utilizing HOME funding of $886,345.
The following substantial amendment change is proposed to the FY 2017-2018 Annual Action Plan (in all areas where
the project description is referenced):
Amend Activity Name: Oak Marsh Rental Rehabilitation Timber Ridge at Sanders Pines Reserve (HOME –
IDIS#589 – Increase HOME funding from $300,000 to $375,000
Modify scope as follows: Oak Marsh Rental Rehabilitation HOME funding will increase from $300,000 to $375,000
resulting in 11 units being reserved for tenants who meet the HUD HOME income limits during the affordability
period.
