CONSIDERATIONS: On November 12, 2019, the Board of County Commissioners (“Board”) accepted the selection committee ranking and authorized staff to negotiate a contract with the top ranked firm, Tindale-Oliver & Associates, Inc. d/b/a Tindale Oliver (“Tindale Oliver”), for planning services for an East Naples Community Development Plan (Agenda Item 16.A.26). Consistent with the Competitive Consultant’s Negotiation Act, Section 287.055 of the Florida Statutes, staff negotiated and reached a proposed agreement with the top-ranked firm, Tindale Oliver, for professional services in the amount of $173,563. Services to be provided include project management, public outreach, needs assessment, and the formulation of a development plan for east Naples. Each of the requested services will be provided by Tindale Oliver, working in concert with the County’s Growth Management Department professionals. The attached agreement includes the following tasks: Project Management, Public Involvement and Presentations; Background and Needs Assessment; Goals, Recommendations and Concepts; and a Final Development Plan. These services are expected to be completed no later than October 2020. FISCAL IMPACT: The total fiscal impact is $173,563 and will be funded by the Unincorporated MSTU General Fund (111) via a budget amendment. GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the goals, objectives, and policies of the applicable sections of the Future Land Use Element of the Growth Management Plan. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work state d. BACKGROUND 2017-18 – US 41 corridor study accepted by the Board of County Commissioners. During the February 14, 2017, public hearing, the Board of County Commissioners (BCC) directed staff to engage the community in a public planning process to determine the commercial land uses most desired by the community and develop incentives to promote those desired land uses. Through a series of public meetings, the emphasis was upon identifying the specific types of businesses currently located on the Corridor and creating a baseline, with emphasis upon traffic infrastructure (roadways design) influence on commercial market viability and attraction. With Coordination with the East Naples Foundation, CRA, and other stakeholder’s groups, Staff developed a public meeting schedule. The recommendations provided for within the final report were based upon feedback received from over 200 participants at four publicly advertised community meetings, based upon direct feedback to a visual preference survey and written comments. Building off the work of the US41 corridor study and the recommendations contained within the County is interested in taking the next step in identifying the vision of the community for the area and translating that vision within a Community Development Plan to facilitate that vision. The Future Land Use map for the area, established in 1989 provides the framework for which the current zoning is anchored, but the Community has expressed frustrations in that the area lacks a vision for the assets of the area and a clear understanding of the built environment and the opportunities associated within the economic and demographic composition of the area. Based upon those desires, the County is seeking to develop the East Naples Community Development Plan (ENCDP). TERM OF CONTRACT County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approv al of the final payment. Prices shall remain firm for the initial term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK The Growth Management Department (GMD) is issuing this RPS to hire a consultant team to serve as the team Project Manager and coordinate the planning, analysis and public involvement services. GMD retains all rights and ownership to the data, reports, presentations, maps, video and figures delivered by the Consultant in order to complete the tasks in this Scope of Services. The consultant will undertake the following tasks during the development of the East Naples Community Development Plan (ENCDP): Collier County is looking for proposals from qualified consultants to contract for consulting services to guide a Community Vision and Community Development Plan for the East Naples area. Consultants are invited to submit a proposal, which includes an outline of their experience and qualifications in performing work directly related to the services required. 16.A.14.a Packet Pg. 1453 Attachment: 19-7563 Solicitation (11397 : 19-7563 East Naples Community Development Plan) The consultant will propose a work plan to develop a Community Vision through public involvement and participation, lay the groundwork for what the citizens of East Naples would like the identity of the area to be. The vision will also guide decision makers to focused growth areas throughout the Study area as well as target industry and viable economic development. The Community Vision should understand the whole community, reflect core community values, address emerging trends and issues, imagine a preferred future, and promote local action. The vision findings of this exercise will then be prioritized and added to a Community Development Plan. The Community Development planning determines where an area is going over the next few years and how it plans to get there. The intent of the Community Development Plan is to help the County and the East Naples area direct its efforts and resources toward a defined vision for the future. The plan should include benchmarks or milestones that measure the Study Area’s progress along the way. The County needs to adopt a plan that the community accepts. The process should include both active and passive involvement ensuring diverse and extensive community participation. The Community Development Plan is a “living document” and shall undergo periodic review and adjustment to reflect progress towards the achievement of goals and/or the modification of goals. The process should address and provide direction/goals on the following issues: Community Vision • Determine where the East Naples area is now and help the area decide what it wants to be in the future. This should take into account what makes East Naples unique and special, and how the County can use these characteristics to prepare for the future. • Determine a community accepted brand or identity slogan for promotion and direction. • Provide a process that allows general alignment and focus of the Board of County Commissioners, County administration, and staff, with the citizens, business interests, community groups, and local organizations. • Recognize economic development potential and ways to diversify the local land use allocation • Identify and analyze potential partnerships with other entities; (such as public/public, public/private). Strategic Action Plan • Transform the conceptual goals from the visioning process into realistic, achievable targets. • Evaluate existing and future public infrastructure and maintenance; priorities, phasing; help identify how County resources should be allocated and how to ensure existing infrastructure is maintained and future infrastructure is responsibly planned. • Plan for fiscal sustainability. Phase One – Community Vision • Facilitate a Community Visioning process consisting of public meetings, focus -group sessions, open houses, surveys and other outreach forums. Additionally, this visioning effort shall be built upon the 2018 US41 Corridor Study conducted for the East Naples area and accepted by the Board of County Commissioners in the spring of 2018. Thes e gatherings would result in the submission of a multitude of suggestions from members of the East Naples community. The desired outcome is a community vision entailing guiding goals, each with specific visioning targets that could serve as a framework for the strategic planning process, and direction for a brand or identity. • This should be accompanied with a public involvement program that engages the community in the process as well as provides future public involvement forums to keep the community in th e loop as we meet and change goals. o Provide summaries and analysis of all public input. Phase Two – Strategic Action Plan • Incorporate the targets and ideas from Phase 1 into a strategic Action Plan. • Conduct an internal and external scan, i.e., looking at or reviewing, the community’s resources, strengths and assets in light of trends and influences affecting the community. o Internal scan would include an inventory of community resources, e.g., the area’s resources and finances, people, health, education, business and job opportunities, housing, art and culture, leisure, recreation and entertainment, and geography. o External scan would look at what is happening outside of the community on a local, regiona l and national level that may affect a community, e.g., demographics, economy and lifestyle trends. • Describe the overall strategy and identify key challenges and opportunities. • Develop an action plan and establish implementation steps and schedule. • Establish benchmarks or milestones that measure the area’s progress throughout the Community Development Planning process. Tamiami Trail, Building C2 Naples, FL 34112 Dear Ms. Colon: Tindale Oliver’s Community Planning & Design Team was formed to provide our clients with staff experienced in redevelopment planning, public involvement, urban design, multimodal transportation planning, and public finance. In addition to this internal talent pool, we have teamed with PlusUrbia, a nationally-recognized planning and urban design firm with award-winning experience in adaptive reuse and infill and urban redevelopment projects. We have further complemented our team with QCA, a marketing and public involvement firm with a local Collier County presence to provide support throughout the project. Our team brings the right mix of local knowledge and relationships, outside-the-box design thinking, and on-the-ground engagement that is needed to build a plan that is forward-thinking and practical, visionary and implementable. Understanding the East Naples Context Few firms have more experience or a deeper understanding of the Collier County context than Tindale Oliver. We have more than 25 years of experience working for Collier County and are currently engaged on a project in East Naples, the Bayshore Gateway Triangle CRA Plan Update, which will be finalized in April 2019. East Naples can mean many different things depending on the audience and the topic, and the area is not well-defined geographically. This project provides an opportunity to explore the character of East Naples and bring additional definition to it qualities, needs, and future direction , communicated and promoted through a public-facing plan that is both aspirational and implementable. Some initial findings indicate that the East Naples area (generally defined as east to west from the border with Naples to Collier Boulevard and north to south from approximately I-75 to US-41) is similar to Collier County as a whole in many aspects related to demographics and building trends. They have similar racial make-ups (~80% white and ~30% Hispanic) and median ages (~50). Only a small percentage of land remains vacant for new development as opposed to redevelopment (8% in the East Naples area, 6% countywide). Most of the building square footage for each was constructed in the 2000s. A key characteristic about the East Naples area is that 37% of its existing land uses are residential, which makes up 85% of its tax base (compared to 21% and 89% , respectively, for the county, excluding the sizable amounts of State land mainly dedicated to open space). These percentages suggest an opportunity to increase commercial (currently 11% in the sub-area compared to 2% countywide excluding State lands), particularly that which will serve local neighborhood residents and contribute further to providing for more tax base diversity. Initial findings indicate that the East Naples area is distinct from the county in that the median household income is notably lower ($53,017 compared to $61,684). In addition, the median sales price for single-family homes in the sub- area for 2017 was $374,000 compared to $422,000 countywide. In view of these characteristics and circumstances, we believe that the Community Development Plan should protect and benefit existing assets and community members while also providing avenues for new public/private investment to help the area evolve. Our recent work in the Bayshore Gateway Triangle CRA illustrates some of the ways that these existing characteristics and changing market forces are affecting greater East Naples. In the CRA, investment is bringing exciting amenities and new housing to the area, but it is also increasing housing prices in a way that is putting pressure on existing residents. It is a story that is likely to play out across the area in the coming years. Balancing the needs between the existing community and the new residents and businesses that will call East Naples home in the future is the primary focus of this planning process. Getting it right will require creative and flexible approaches that address economic development, multimodal transportation, land use and urban design, and public investment strategies. The Tindale Oliver Team for this project has been created to balance intimate local knowledge with national/international expertise to bring the right mix of bold vision and implementable, incremental strategies. Steve Tindale, P.E., FAICP (TO), will serve as Principal-in- Charge. For the past 50 years, his primary work activities have involved public finance studies and their implementation. He has written papers on public finance methodologies and introduced new concepts. As Public Works Director for the City of Tampa, he was responsible for several departments and has an in- depth understanding of operating budgets and capital infrastructure programs. Evan Johnson, AICP, LEED AP (TO), will serve as Project Manager. He is a Senior Project Manager with the Community Planning & Design Solutions team and has more than 14 years of experience as a redevelopment specialist. He has served on a variety of projects with a primary focus on urban development and redevelopment and is experienced in planning for Community Redevelopment Agencies, corridor redevelopment, comprehensive planning, land development codes, downtown and neighborhood master planning, and complete streets. He currently serves on the Florida Redevelopment Association (FRA) Board of Directors. Wally Blain, AICP (TO), will serve as Multimodal Transportation Task Leader. He has far-reaching experience in long-range multimodal planning, having worked more than half his career for one of Florida’s largest MPOs. His expertise in developing urban design guidelines has been honored with national, statewide, and regional planning awards, and he excels at leading public workshops that have resulted in award- winning master plans, development projects, and land use policies on a variety of scales. Yvonne McClellan (QCA) will serve as Public Involvement Task Leader. She is a public involvement and communications specialist with 10 years of experience in community outreach, media relations, event coordination, marketing, media, administrative support, and stakeholder involvement and is an enthusiastic relationship-builder who works diligently to build consensus and bring positive results to each of her projects. She is fluent in English and Spanish and excels in concise and informative message branding and is experienced in developing and managing successful marketing, public involvement plans and public awareness campaigns. The three major components of the SunTran COA included an intensive data collection phase, subsequent analysis of the system and its related data, and the eventual development of a recommended service plan to address any noted effectiveness issues and/or inefficiencies. The analysis elements included a demographic assessment of the service area to determine transit orientation conditions, a density assessment of population and employment, and a line-by-line analysis of all SunTran routes that considered survey results, findings from a ridecheck, and a field operations review of the system. The insight derived from these analyses was the basis for developing a set of alternative improvements that were then narrowed to a final recommended improvement plan based on goals derived from stakeholder outreach and meetings with SunTran staff. The service improvement recommendations included stop consolidation, route truncations, extensions, and realignments, all to help increase efficiencies, improve mobility, and extend the service area to better serve existing and potential future SunTran patrons. Manatee County Area Transit (MCAT) Development Plan Update Bradenton, FL (2017 – 2018) Ms. McClellan served as a public involvement manager facilitating the Public Involvement Plan for the 10-year update to the MCAT Transit Development Plan, which includes a broad public outreach process. In this capacity, Ms. McClellan facilitated key stakeholder surveys, various charrettes, open house workshops and grassroots outreach at major community centers to encourage public awareness and engagement for this project, which provided direction for transit improvements in Manatee County and reflected priorities for public transportation identified by the community. She also coordinated and developed marketing and outreach updates for the Transit Development Plan website and news releases to promote upcoming TDP engagement opportunities, and also supported with translation of Transit Development Plan collaterals to Spanish. Ms. McClellan is responsible for managing public involvement efforts, including overseeing various public workshop events and grassroots outreach that are meaningful both to existing clients of Charlotte County transit as well as new clients. City of Cape Coral – Community Redevelopment Agency, SE 47th Terrace Utility, Streetscape & Roundabout Project – Public Information/Public Involvement & Community Engagement Lee County, FL (2017- present) Ms. McClellan manages public information services for this high-profile utility improvement and streetscape construction project along SE 47th Terrace from Coronado Parkway to SE 15th Avenue in South Cape Coral, including a roundabout at the Vincennes Boulevard intersection. With the project since its inception, Ms. McClellan served as the public involvement liaison, first developing a public involvement campaign and outreach strategy as well as conducting two public meetings during the design phase to build consensus for the project. The streetscape improvement project includes water, sewer, reclaim, stormwater, and conduit for electrical as part of its underground utility improvements to prepare for future growth of the downtown area. For the streetscape, the project will enhance safety and convenience for walkers, cyclists and motorists, while beautifying the district, and enhancing its appeal as an entertainment destination. In her role, she creates impactful collateral and FAQs to disseminate project information, develops content for a project website, maintains the project database and project hotline, and communicates with diverse communities and businesses to facilitate project concerns from stakeholders. Collier County, Public Utilities Renewal Program Basin 306 – Public Information Naples, FL (2017-2018) Ms. McClellan led public information efforts for a large-scale water utility repair and replacement program in Collier County. This program improves wastewater service to large, heavily populated portions of Collier County and will lay the infrastructure foundation for future growth in the region. The program is comprised of three main project areas, each with its own CEI, EOR and contractors. Ms. McClellan has been responsible for public information initiatives for the Basin 306 program in East Naples, handling and cataloguing public input to the 24-hour project hotline for community concerns, providing updates for the program website, organizing and/or providing information at neighborhood meetings, and creating and distributing program information. Collier County CEI Services for Wastewater Basin Program, Branding and Community Awareness& Website Maintenance Collier County, FL (2015 – Present) Working closely with the county and prime contractor project teams, Quest handled the design, development and quality control of the project brand identity, brand messaging and all public information related collateral. This multi-phased construction project includes a logo, project card and a website at www.CollierPUR.com. Additional public information collateral includes public meeting signage and project fact sheets. Quest also drafted the community awareness plan. Ms. McClellan continues to support this project as Quest maintains the project website, adding and revising updates regarding progress of work completed in each of the basins, including Basin 101 and Basin 306, and introductory information on Basin 305. Florida Department of Transportation, District One, US 41 Design Project in Sarasota County Osprey, FL (2017– 2019) Ms. McClellan supported as a public involvement specialist for the US 41 Design Project in Sarasota County from Blackburn Point Road to McIntosh Road, which includes median modifications, and widened bike lanes and sidewalks on either side of the roadway to improve the safety of multimodal transportation on US 41. In her role, Ms. McClellan developed project information flyers, supported public hearings and meetings and developed programming to enhance public awareness about the proposed design changes for US 41 to ensure the public has ample opportunity to become involved and offer input. Florida Department of Transportation (FDOT) District One – Public Information / Community Engagement DeSoto, Glades, Hardee, Hendry, Highlands and Okeechobee Counties, FL (2017) Ms. McClellan served as the in-house community engagement manager providing public information and community awareness support for construction projects as part of this districtwide contract. As a first step to address this issue, the City of Doral retained Tindale Oliver to complete an assessment of existing housing, programs, and polices to encourage the development of workforce housing focused at both government employees and professionals in target industries identified by the City. The Housing Master Plan includes an evaluation of housing stock and needs, analysis of federal and local regulations, and recommended policies to address workforce housing issues. The plans included recommendations focused on a number of themes that were developed through the public engagement process and included websites, online surveys, workshops, and focus groups. The specific recommendations included capital projects and programming initiatives designed to address neighborhood issues while encouraging the building of community participation and organizations. Tasks included developing the Public Involvement Plan; creating the LRTP slogan, logo, and website; scheduling meetings; preparing and distributing meeting notices and display ads; performing facility evaluations; assisting with meeting presentations; preparing meeting materials such as handouts, newsletters, sign-in sheets, and comment forms; arranging meeting set-up and break down; preparing meeting summaries; and drafting responses to comments. Lee MPO—City of Sanibel Bike-Ped Shared Use Path Network Master Plan Update, Public Involvement & Community Engagement Lee County, FL (2018–present) Quest is overseeing public involvement and community engagement services for the 10-year update to the Bike-Ped Shared Use Path Network Master Plan for the Lee MPO and City of Sanibel. This well-traveled and nationally-acclaimed Bike-Ped Path Network extends 26 miles across Sanibel Island and is heavily traveled by residents and visitors to the area. The Master Plan Update is being conducted to recognize the improvements completed over the past decade and establish a blueprint for future enhancements to the award-winning Path system. Quest is responsible for public involvement planning, leading development of informational and compelling collateral to inform stakeholders about the project, overseeing planning of survey outreach efforts, planning open- house workshops, and conducting grassroots outreach at established community events to raise awareness and increase engagement for this significant planning project. A key agenda item will be the establishment of a preliminary study area for the purposes of conducting initial data analysis. This meeting may be performed via conference call. 1.2 Public Engagement Plan With input from County staff, we will draft a public outreach and engagement plan for the project to guide these efforts through plan approval. The plan will consider the range of communities to engage in the East Naples area and make appropriate accommodations. At a minimum, the outreach plan will identify a menu of preliminary engagement activities that will be undertaken. However, public engagement is a dynamic process, and we will continuously adjust approaches as needed to maximize input and engagement.  1.3 Ongoing Project Coordination Meetings The Tindale Oliver Team will conduct regular coordination meetings with the County Project Management Team. These meetings will be held at least once per month, with a total of 12 meetings assumed. An online survey will be developed with the website to gather input to identify a vision for the East Naples area and preliminary goals, objectives, and policy framework to achieve proposed vision. Engagement may include gathering feedback on ideas generated from prior planning efforts and existing conditions. Website materials and survey will be made available in Spanish and Creole (if needed). We also will contact a set list of stakeholders to promote the project website and related public outreach events. 2.2 Draft Vision & Preliminary Plan Framework Based on initial assessment findings outreach conducted in Tasks 2.1 and 2.2, we will draft a vision statement and PROJECT APPROACH, WILLINGNESS TO MEET TIME & BUDGET REQUIREMENTS 4 - 3 4 Collier County | East Naples Community Development Plan supporting preliminary goals, objectives, and policy framework with graphics to achieve proposed vision. Recommendations will include but are not limited to: Identification of key opportunities and challenges Goals, objectives, and policy recommendations Capital and non-capital projects Performance metrics and suggested benchmarks for measuring implementation progress 2.3 Public Workshop & Results Validation The Tindale Oliver Team will organize and facilitate a public workshop to share findings from Tasks 2.2 through 2.4 and gather feedback from the community on the draft vision statement and key issues/opportunities identified through the preliminary phases of the project. The draft vision and preliminary plan framework developed in Task 2.4. The workshop will include materials translated in Spanish and Creole (if needed). Workshop materials and an opportunity to provide feedback on Task 2.4 outcomes will also be provided on the project website, including Spanish and Creole materials. 2.4 Neighborhood/Community Organization Outreach: Vision Roadshow The Tindale Oliver Team will conduct a maximum of five presentations to neighborhood/community organization to present the draft vision statement and plan framework. Phase 2: Developing the Strategic Action Plan Task 3: Community Development Plan Preparation Task 3.1 Refined Internal & External Inventory Based on the refined vision and preliminary plan framework from Task 2, the Tindale Oliver Team will conduct an internal scan of resources and external scan of influential trends tailored to these preliminary ideas to further refine them. Task 3.2 Draft Community Development Plan Based on findings from Task 3.1, we will draft a Community Redevelopment Plan with the refined vision and plan framework to achieve vision. The plan will include corresponding graphics and capital and non- capital project plans with associated funding considerations. Task 3.3 Workshop & Draft Plan Review The Tindale Oliver Team will organize and facilitate activities for review of the draft plan, including County staff review, a public workshop, online opportunities to provide feedback through the project website, and coordination with stakeholders and agencies to promote these opportunities for feedback. 3.4 Neighborhood/Community Organization Outreach: Plan on Tour The Tindale Oliver Team will conduct a maximum of five presentations to neighborhood/community organizations to present the draft plan and workshop results. Any input collected will be incorporated into the draft plan, where appropriate. Task 3.5 Final Community Development Plan We will process results from Task 3.3 and revise the draft plan to create a Final Community Development Plan. Task 4: Community Development Plan Approval Once the Final Community Development Plan is drafted, it will be provided to the Planning and Zoning Commission and the Board of County Commissioners for review/approval. Budget Control and On-Time Delivery Since 1989, Tindale Oliver has demonstrated its ability to complete projects on time and within budget, rarely requiring change orders. This track record has been accomplished through a commitment to a project scheduling and budgeting process that begins with the application of Tindale Oliver’s Quality Assurance/Quality Control (QA/QC). Executing the QA/AC Program Tindale Oliver’s Project Management Plan Tindale Oliver understands the diverse needs of its clients and has developed project management procedures to help ensure the execution of the QA/QC program. A Project Management Plan (PMP) is prepared to facilitate management of major task work orders and includes the following major items: Project goals and objectives Client Bill of Rights Project contacts Project responsibility assignments Scope of work Project deliverables Project schedule, including milestones and meeting dates The PMP is distributed and reviewed with the entire project team to ensure that all are working toward the same goals and objectives, creating a cohesive team and providing the client with consistent, superior deliverables. The PMP also is an excellent tool for the client to track the project’s progress and the Tindale Oliver Team’s performance. As we have done under current contracts with Collier County, we will continue to maximize our contact with County staff throughout the life of the East Naples Community Development Plan. We believe in operating as an extension of staff and will be able to accomplish this through frequent phone and electronic communication, on-site meetings, and regular project updates. As demonstrated through our Quality Assurance Approach in Tab 4, frequent and regular meeting times are part of our communication on each and every project. At the project kick-off meeting, we will review the Project Management Plan with the County. Review of the project schedule will occur during scheduled coordination meetings to ensure timely delivery of task deliverables. Wally Blain, Multimodal Transportation Task Leader proposed for this project, is located in Collier County. This will allow him to be on site for coordination with County staff and other team members located in Southwest Florida. Interfacing with the key staff and members of the project management team located outside of Southwest Florida will occur primarily from Tindale Oliver’s Tampa office as necessary for staff and project coordination. With the recent relocation of Wally Blain to Collier County, the County can expect the same level of dedication and responsiveness. RECENT, CURRENT & PROJECTED WORKLOADS OF THE FIRM Tindale Oliver uses a Project Staffing Plan for forecasting monthly work loads that provides a detailed focus for a 90-day time period and a planning-level analysis of 6-month and 1-year project obligations. This process helps to ensure, within reason, that we can provide a consistent team for each current and anticipated project with the appropriate skill sets and experience levels to deliver a high-quality product at a good value to the client. Tindale Oliver has a Senior Staff Collaboration Committee from our four planning disciplines (Transportation, Transit, Public Finance, and Community Planning & Design) to manage staff workload and availability. The committee meets monthly to discuss project schedules, staffing, and upcoming deadlines so project managers can ensure that appropriate staff are available and assigned to upcoming tasks and projects. This approach allows for the development of cross-disciplinary teams with the right mix of expertise to meet task requirements and expectations. Closeout of Recent Work Tindale Oliver’s Community Planning & Design Team has had availability over the past 12 months. Several projects have been completed recently or will be wrapping up over the next 2-3 months, as indicated by the declining utilization. Our proposed Project Manager is completing three major projects over the next 2–3 months and will have two others completed by mid-2019.
