Agenda 01/28/2020 Item #16A 9 (Removal of Marine Debris - Ten Thousand Island by USDI, USFWS, FDEP & CC)01/28/2020 EXECUTIVE SUMMARY Recommendation to authorize the County Manager or designee to execute and submit a US Department of Interior Grant application and associated documents as part of a Cooperative Agreement between the U.S. Department of the Interior, U.S. Fish and Wildlife Service, Florida Department of Environmental Protection, and Collier County to facilitate marine debris removal on Land Units of Ten Thousand Island National Wildlife Refuge, Collier County and State of Florida. The total grant is $290,003.41, and no match is required. OBJECTIVE: To authorize the County Manager or designee to execute a grant application with the US Department of Interior as part of a Cooperative Agreement with the US Department Fish and Wildlife in order to address the existence of storm related debris in waterways on Land Units of Ten Thousand Island National Wildlife Refuge, Collier County and State of Florida. CONSIDERATIONS: On September 9, 2019, Collier County Capital Project Planning, Impact Fees and Program Management, was notified that additional funds became available through the US Department of Interior to facilitate marine debris removal. As a result of Irma’s extensive size and intensity many homes, buildings, docks, and man -made structures were damaged or destroyed resulting in wind and water blown debris that was deposited onto mangroves, shorelines, and open water throughout the Rookery Bay National Estuarine Research Reserve “RBNERR” and Collier County but particularly into areas near Goodland, Marco Is land, Isles of Capri, Henderson Creek, and Haldeman Creek. This storm debris consists of wood, metal, foam, fiberglass insulation, plastic, and other materials found as part of buildings, docks, and other built structures. Although much storm-related debris has already been identified and mapped, mapping efforts are ongoing to identify the location and type of debris still spread throughout RBNERR and the county and continues to disperse over time due to wind and tidal movement. As part of this effort, the U.S. Department of the Interior, Fish and Wildlife Service, Florida Department of Environmental Protection, and Collier County would be collaborating to fund and direct the debris removal project, as a result of Hurricane Irma. Marine debris removal ac tivities would be limited to marine debris that poses a threat to human health and safety and/or natural resources (flora, fauna, and their habitats), such as, but not limited to derelict vessels, derelict fishing gear, and various construction/demolition debris related to Hurricane Irma. The application includes the SF-424, assurances, and any documents that are required to complete the application. FISCAL IMPACT: If the grant is awarded, a budget amendment would be required to appropriate the anticipated total budget of $290,003.41, within GMD Grant Fund (711). No match is required as part of this grant. GROWTH MANAGEMENT IMPACT: The proposed construction projects are in accordance with the goals, objectives, and policies of all applicable sections of the Stormwater Management and the Conservation and Coastal Management elements of the Growth Management Plan.
