Agenda 01/28/2020 Item #16A 7 (FDOT Design and Construction of Sidewalks)01/28/2020 EXECUTIVE SUMMARY Recommendation to seek approval for the after the fact submission of a Safe Routes to School application with the Florida Department of Transportation to fund the design and construction of a sidewalk along 31st Pl. SW, 31st Ave. SW, 45th St. SW and 44th Ter. SW to Golden Terrace Elementary School - South in the amount of $837,453.75. OBJECTIVE: To provide safe pathways for our children and families to walk and bike in the Golden Gate City area. CONSIDERATIONS: Florida's Safe Routes to School (SRTS) program's goal is to enable and encourage children in grades Kindergarten through High School to walk and bike to school. SRTS programs strive to make walking and biking to school safer and more appealing and to facilitate the planning, development, and implementation of projects that will improve safety and reduce traffic, fuel consumption, and improve air quality in the vicinity of schools. In addition to encouraging more children to walk or bike to school, the program also seeks to address the safety needs of children already walking or biking in less than ideal conditions. On September 1, 2019, The Florida Department of Transportation (FDOT) announced a call for applications for the SRTS program in Florida. All applications must be submitted to the local FDOT office by January 10, 2020. FDOT will select SRTS infrastructure projects which directly support increased safety and convenience for students and achieve the program's goals. In partnership with the Collier County Public School (CCPS), staff identified these sidewalk locations which are in close proximity to Golden Terrace Elementary School - South (GTE). The project location is along 31st Pl. SW, 31st Ave. SW, 45th St. SW and 44th Ter. SW, in Golden Gate City. The project consists of the construction of a 5-foot wide sidewalk for approximately 1.0 miles. GTE is divided into two campuses. Kindergarten through second grade are at the North campus and third through fifth grade are at the South campus. There are very few sidewalks on streets away from the immediate vicinity of the schools. There is no direct connection on the street network between the two campuses. Many parents are currently walking children to both campuses and have to travel further than necessary to use th e existing infrastructure. This project is focusing infrastructure needs at the South campus of the elementary school. This project is intended to assist older students walking to the South school who are unaccompanied by providing a safer facility to walk on. Parents and children walk and bike along this network of streets to also attend Golden Gate Middle and Golden Gate High. This network of streets is heavily traveled and frequently used as connections to avoid the traffic along Tropicana Blvd. and 44th St. SW. The total estimated project cost is $937,948. There is no matching requirement for this grant; however, an estimated local contribution of $100,494 is required to cover the ineligible construction engineering and inspection costs. This project is supported by the Collier County Sheriff's Office, the Collier Metropolitan Planning Organization (MPO), CCPS, the GTE School Principal, the Community Traffic Safety Team and the Blue Zones. Letters of support from these agencies will be included in the application. This item is being presented “After-The-Fact” because Collier County received the final application documents from the School District on December 20, 2019, and is required to submit the application by January 10, 2020. This time frame makes it impossible to timely process the application for the Board’s 16.A.7 Packet Pg. 1330 01/28/2020 consideration. Pursuant to CMA# 5330 and Resolution No. 2018-202, the County Manager is authorized to sign the application. The application is therefore being presented for Board ratification. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which is appropriate for Board action and requires a majority vote. -JAB FISCAL IMPACT: Should Collier County receive funding from FDOT for the proposed project, funding would be awarded in the amount of $837,453.75 ($167,490.75 for design and $669,963.00 for construction). The CEI, which is estimated to be $100,494.45, will be paid for with local funds. At this time it is anticipated that the local funding source will be Transportation Capital Fund (310). The Board of County Commissioners (Board) will have the opportunity to accept or reject the f unds if the grant application is approved. GROWTH MANAGEMENT IMPACT: This project for transportation infrastructure improvements is consistent with the Growth Management Plan (GMP). In addition, the application supports the Goals, Objectives, and Policies outlined in the Transportation Element, Intermodal and Multi-Modal Transportation Sub Section of the GMP.
