EXECUTIVE S UMMARY
Recommendation to award Invitation to Bid # 19-7651, International Truck Parts, to Wallace
International Trucks, Inc., for supply of Original Equipment Manufacturer (“OEM”) and non-
OEM parts to maintain and repair the County’s International Truck fleet.
OBJECTIVE: To efficiently maintain County equipment through an approved network of vendors and
dealerships for parts and supplies.
CONSIDERATIONS: The County owns 26 International trucks that are maintained by the Fleet
Management Division. A readily available supply of OEM and other non-OEM parts are required daily
to maintain and repair those trucks.
The Procurement Services Division posted Invitation to Bid (“ITB”) # 19-7651, International Truck Parts,
on October 7, 2019. Considering the significant amount of funding coming from grants, staff determined a
formal ITB was needed to maintain compliance with grantor agency requirements. Interested vendors
downloaded thirty-four (34) bid packages, and the County received one (1) bid from Wallace
International, Inc., by the November 6, 2019 deadline. International Dealerships are generally regional
and competition from other dealerships is unlikely.
Staff recommends that the Board approves the bid award to Wallace International, Inc., as the OEM
and Non-OEM parts supplier for maintenance and repair of the County’s International Truck fleet.
Wallace provided all line items and was responsive to all the County and grantor agency requirements .
Purchases will be made using either a County purchase order or credit card. Staff is requesting that
the Board approve the award of ITB # 19 -7651 for three (3) years, with two (2) additional one (1) year
renewal options.
FISCAL IMPACT: Funds for repair parts and maintenance services are budgeted in the Fleet
Management Administration, Fund 521, operating budget. Historically, expenses for International truck
parts have been estimated at $120,000 annually.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To award Invitation to Bid # 19-7651, International Truck Parts, to Wallace
International, Inc. and authorize the acquisition of parts from Wallace by issuing a Purchase Order or
utilizing a County credit card.
