EXECUTIVE SUMMARY
Recommendation to approve one Satisfaction of Mortgage for full payment of a Mortgage Security
Instrument with St. Matthew’s House, Inc., in the amount of $138,000 to acquire land for
construction of the Wolfe Apartments, a 46-unit transitional housing development.
OBJECTIVE: To support the affordability of housing in Collier County through the State Housing
Initiatives Partnership (SHIP) Program.
CONSIDERATIONS: SHIP, a state affordable housing program, provides funding to assist in
developing affordable housing. In 2002, the County approved a SHIP Mortgage to St. Matthew’s House,
Inc. for $138,000 to acquire land and construct forty-six (46) units of transitional housing at 4590-4650

The $138,000 mortgage was set-up for St. Matthew’s House to make annual payments to the County
SHIP Program of $9,200 beginning in November 2007. Seven (7) annual payments of $9,200 were
received from 2007 through 2012. St. Matthew’s made a final payment of $73,600 on January 27, 2014.
A satisfaction of mortgage was not prepared in 2014, pursuant to FAC 67-377 (11), requiring rental units
constructed to be monitored for (15) fifteen years or the term of assistance whichever is longer. The
property received its final Certificate of Occupancy in April 2004 and occupancy commenced through
2004, therefore the affordability was not subject to release until 2019.

FISCAL IMPACT: A payment of $73,600 on January 27, 2014, satisfied the 2002 mortgage. The loan
was paid in full and repayment is considered SHIP Program income. Funds were deposited between 2007
and 2014 in SHIP Grant Fund (191), Projects 44208 and 44209, Grant Fund (121), Project 44209, Grant
Fund (791), Projects 33222 and 33258. Deposited funds were used for SHIP eligible activities. Budget
Amendments were recognized between 2007 and 2014.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: The SHIP Program assists the County in meeting the goals
and objectives of the Housing Element of the Growth Management Plan.
RECOMMENDATION: To approve one Satisfaction of Mortgage for full payment of a Mortgage
Security Instrument with St. Matthew’s House, Inc. in the amount of $138,000 to acquire land for
construction of the Wolfe Apartments, a 46-unit transitional housing development.
