EXECUTIVE SUMMARY
Recommendation to approve two (2) mortgage satisfactions for the State Housing Initiatives
Partnership (SHIP) loan program and HOME Investment Partnership Program (HOME) and
authorize the associated Budget Amendments (Net Fiscal Impact $18,760).
OBJECTIVE: To support the affordability of housing in Collier County through the SHIP down
payment, emergency repair, and/or rehabilitation assistance programs.
CONSIDERATIONS: SHIP, a state affordable housing program, provides assistance to inc ome-
qualified and first-time homebuyers for a portion of the required down payment for a newly acquired
property. As a condition of the award, the homeowner must repay the assistance provided upon sale,
refinance, failure to maintain the property as a primary residence, or loss of homestead exemption.
Pursuant to Section 420.9075(1), Florida Statutes, the SHIP Program may provide the local matching
share of federal affordable housing grants or programs as a non-Federal matching contribution. 24 CFR
92.503(c) requires that any SHIP monies used to match federal HOME program monies be repaid to the
HOME program fund and are considered program income under the HOME program.

*Actual approved Mortgage was more than the cost of rehabilitation; the homeowner did not use the full
amount available.
Approval of this Item will authorize the Chairman to sign the attached satisfaction of mortgage and the
executed documents shall be recorded in the Public Records of Collier County, Florida.
FISCAL IMPACT: Budget amendments are necessary to recognize program income in the repaid
amount of $18,760 as a result of the recapture provision as noted above. These repayments have been
deposited in SHIP Grant Fund (791), Project 33613 and Housing Grants Fund (705), Project 33632.
Deposited funds will be used for SHIP and HOME eligible activities. Recording fees of $10 per
Satisfaction of Mortgage have been paid by the parties.
GROWTH MANAGEMENT IMPACT: The SHIP and HOME Programs further the goals and
objectives of the Housing Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
