EXECUTIVE SUMMARY
Recommendation to surplus County-owned property located at 343 Saint Andrews Boulevard,
advertise the property for sale pursuant to the provisions outlined in Section 125.35(1)(c), Florida
Statutes, and set a minimum bid of $126,583.
OBJECTIVE: To declare the County-owned property located at 343 Saint Andrews Boulevard as
surplus and accept bids.
CONSIDERATIONS: On July 24, 2012, Agenda Item 16.C.7, the Board approved the purchase of
property located at 343 Saint Andrews Boulevard for the purposes of future infrastructure improvements
and the relocation of sub-master pumping station 300.06.
On April 23, 2019, Agenda Item 16.C.8, Board direction was to sell County-owned Lot 16, Block 20, of
Lely Golf Estates, St. Andrews East to the Lely Homeowners Association (HOA) at a price at or near
market value, but not less than $67,500. The HOA requested an “assignment clause” be added to the Real
Estates Sales Agreement to allow a designee cash buyer, to buy the property, rather than the HOA. This
request was inconsistent with previous Board direction.
Since the intent of the HOA was to sell it to be developed as a single -family home and not retain it as
open space, it is incumbent on the County to dispose of the lot consistent with the law. Staff is
recommending that the property be advertised for sale as a single-family parcel, as currently zoned,
pursuant to Section 125.35(1)(c), Florida Statutes which requires that no sale of any real property shall be
made unless notice thereof is published once a week for at least two weeks in some newspaper of general
circulation published in the County.
The minimum bid price represents the average of two independent State certified in-house valuations by
Roosevelt Leonard and Harry Henderson at $98,000 and $125,000, respectfully and the Property
Appraiser’s Land Value/Market Value of $156,751. Copies of the valuations and Property Appraiser data
sheet are attached for reference.
A Location Map is attached for reference.
FISCAL IMPACT: If the property is sold, all proceeds including the cost of advertising will be
deposited in Wastewater User Fee Capital Fund 414.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan at this
time.
LEGAL CONSIDERATION: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners surplus County-owned property
located at 343 Saint Andres Boulevard, authorize the property be advertised for sale pursuant to the
provisions of F.S. 125.35(1)(c) setting a minimum bid of $126,583, and bring back the bids received for
further action by the Board.

SCOPE OF WORK: The scope of work for this appraisal is defined by the complexity of this
appraisal assignment and the reporting requirements ofthis appraisal report form, including the
following definition of market value, statement of assumptions and limiting conditions, and
certifications. The appraiser must, at a minimum: (1) perform a complete visual inspection of the
interior and exterior areas ofthe subject property, (2) inspect the neighborhood, (3) inspect each
ofthe comparable sales from at least the street, (4) research, verify, and analyze data from
reliable public and./or private sources, and (5) report his or her analysis, opinions, and
conclusions in this appraisal report.
INTENDED USE: The intended use of this appraisal report is for the BCC / Facilities
Management to evaluate the property that is the subject of this appraisal for a mortgage finance
transaction.

DEFINITION OF MARKET VALUE: The most probable price which a property should bring in
a competitive and open market under all condition's requisite to a fair sale, the buyer and seller,
each acting prudently, knowledgeably and assuming the price is not affected by undue stimulus.
implicit in this definition is the consummation of a sale as on a specified date and the passing of
title from seller to buyer under conditions whereby: ('l ) buyer and seller are typically motivated;
(2) both parties are well informed or well advised, and each acting in what he or she considers
his or her own best interest; (3) a reasonable time is allowed for exposure in the open market; (4)
payment is made in terms of cash in U. S. dollars or in terms of financial arrangements
comparable thereto; and (5) the price represents the normal consideration for the property sold
unaffected by special or creative financing or sales concessions* granted by anyone associated
with the sale. 'Adjustments to the comparable's must be made for special or creative financing or
sales concessions. No adjustments are necessary for those costs which are normally paid by
sellers as a result oftradition or law in a market area; these costs are readily identifiable since the
seller pays these costs in virtually all sales transactions. Special or creative financing
adjustments can be made to the comparable property by comparisons to financing terms offered
by a third-party institutional lender that is not already involved in the property or transaction.
Any adjustment should not be calculated on a mechanical dollar for dollar cost of the financing
or concessions, but the dollar amount ofany adjustment should approximate the market's
reaction to the financing or concessions based on the appraiser's judgment.

somewhat compantbL octiw listing ol a vacanl residential lot located on Palmetto Dun s ci.cle in iely Estatcs but it is
not located on a relativcly busy connector road (like the subiect on s.int Andrcrrvs Elvd) and its asking pdce seems way
