EXECUTIVE SUMMARY
Recommendation to enter into a donation agreement with Community Foundation of
Collier County, Inc., to accept a sculpture to be placed in the public right -of-way on Collier
Boulevard at Tamiami Trail East and agree to the maintenance of the sculpture in
perpetuity (Project Number 60206).
OBJECTIVE: To create a sculpture placement that will serve as a gateway to Collier County,
enhancing the landscaped median along Collier Boulevard at Tamiami Trail East.
CONSIDERATIONS: At the February 26, 2019 Board meeting (Agenda Item 11.B), staff
presented the Landscape Beautification Master Plan budget update. Staff discussed that funding
was programmed for the sculpture project and would continue even though the landscape capital
program was being suspended. Commissioner Fiala graciously spearheaded a community project
to create an art installation at a prominent intersection in Collier County. Working with a diverse
group of art patrons, she assembled donors that were interested in initiating a project to place
world class art in the public domain in Collier County. The Community Foundation of Collier
County stepped forward and worked diligently to facilitate a contract so that a renowned artist,
Marton Varo, was able to source, cut, carve and transport the Carrara marble sculpture from Italy
to Naples, Florida. Here, the sculpture will be prominently displayed, serving as a gateway to
Collier County. The County has worked industriously to design, bid and construct the
foundation for the sculpture placement, using funds set aside as a part of the Collier Boulevard
landscaping project. The sculpture project is slated to be completed in early 2020. There will be
a dedication plaque placed onsite honoring the donors. The sculpture will be named by the
donors and that name placed on the dedication plaque which will be installed at a later date. The
sculpture will be maintained thereafter by Collier County Road Maintenance -Landscaping
Section.
FISCAL IMPACT: Funding for this project installation, approximately $152,500, consists of
structural engineering design costs of $54,607, sculpture installation costs of $61,300, plaque and
pedestal installation costs of approximately $2,500, and landscape, irrigation, and electrical
costs estimated to be $34,093. Funds for this project are budgeted within Landscape Capital
Fund (112), Project Number 60206. The ongoing maintenance costs of approximately $500 per
year will be provided from the current landscaping maintenance budget, Landscape Capital Fund
(112), Project Number 31112. The approximate value of the sculpture is $250,000 which will be
accepted as a donation from the Community Foundation of Collier County to Collier County.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality and requires a majority vote for Board approval. -JAK
RECOMMENDATION: That the Board of County Commissioners approve the attached
Agreement and authorize its Chairman to execute same on behalf of the Board.
