Recommendation to review and approve staff's ranking of the proposals submitted in response to
Invitation to Negotiate (“ITN”) No. 20-7689 concerning a Public Private Partnership (P3) to
provide a golf and entertainment component at the former Golden Gate Golf Course and direct the
County Manager’s office to begin contract negotiations with the selected vendor.
OBJECTIVE: To select a firm that the County can partner with in providing a golf and entertainment
component at the former Golden Gate Golf Course at no cost to the County so that staff can begin
contract negotiations with the selected vendor.
CONSIDERATIONS: At the October 22, 2019 meeting the Board directed County staff to develop an
ITN seeking a public private partnership with a vendor that could provide a golf and entertainment
component at the former Golden Gate Golf Course. As part of ITN No. 20 -7689, the County sought to
locate a partner that could work in an integrated fashion with the planning and engineering firm the Board
previously selected through Request for Professional Services (“RPS”) No. 19-7650 to ensure that the
property’s use, space and infrastructure is considered throughout the development process.
With the above in mind, ITN includes the following key elements:
· Develop a public-private partnership to provide a golf and entertainment experience that includes
9 to 18 holes of golf;
· Include other complementary experiential opportunities such as miniature golf, modern driving
range, quality food and beverage services, and community space;
· Partner with non-profit organizations that support community and youth golf that develop life
skills;
· Support the redevelopment objectives of Golden Gate City (see attached Ordinance 2018-56); and
· Integrate with the local community and other aspects of the 167-acre site redevelopment (i.e.
existing housing, future housing, hotel parcel, and planned State veterans nursing home)
The County publicly advertised ITN No. 20-7689 on November 1, 2019, on the County's online bidding
system and closed the period to submit proposals on December 4, 2019. The County received the two
proposals attached to the Executive Summary by the ITN deadline.
The ITN included a process where a selection committee initially ranked and shortlisted the t op three
proposals, who would then be given an opportunity to make presentations to the Board for a final
selection. The Selection Committee met on December 19, 2019, and ranked and recommends the two
proposals received in the following order of preference:
1. ClubCorp USA, Inc.
2. Bonura Hospitality Group
Each firm will be given 10 minutes to present to the Board with questions to follow. Staff recommends
selection of the top ranked firm, ClubCorp USA, Inc. The Board can either concur with staff’s ranking or
alternatively make their own selection. Following the Board’s final selection, the ITB directs that County
would then begin negotiations with the selected firm and bring back a negotiated contract for the Board’s
consideration.
FISCAL IMPACT: These proposals do not have any fiscal impact since the proposals do not require
County subsidy.
GROWTH MANAGEMENT IMPACT: The proposals may have to go through a conditional use
amendment process to allow for the proposed use. The selected proposers would work with the County’s

planning and engineering firm and the Growth Management Department to facilitate the development of
the former Golden Gate Golf Course. Through this development process community compatibility,
property use, and transportation needs will be considered.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT

INTRODUCTION
As requested by the County Manager’s Office (hereinafter, the “DEPARTMENT”), the Collier County Board of County
Commissioners Procurement Services Division (hereinafter, “COUNTY”) has issued this Invitation to Negotiate (hereinafter, “ITN”)
with the intent of obtaining proposals from interested and qualified firms (hereinafter, “OFFERORS”) in accordance with the terms,
conditions and specifications stated or attached. The OFFEROR, at a minimum, must achieve the requirements of the Specifications
or Scope of Work stated.
It is the intent to develop a portion of the recently purchased Golden Gate Golf Course property for golf and entertainment. These
components are part of a larger redevelopment project of the former golf course. The goal of this element is to provide opportunities
for individuals of all ages and skill levels to participate in and learn the game of golf. In addition, the County sees the provision of
food and entertainment offerings on the property.
The COUNTY is requesting proposals from qualified OFFERORS to work with the DEPARTMENT and our contracted planning
and engineering firm to identify the appropriate space for golf and entertainment on the property. One of the primary objectives
would be for the OFFEROR to develop, manage, and operate the golf and entertainment facility at no cost to the County. The most
qualified firm(s) that offers a proposal that is deemed to be in the County’s best interest both economically and operationally will
move forward in negotiations for a final contract.
The OFFEROR is expected to develop and manage the facility without County subsidy and at no risk to the County. The County
would participate by providing the land with entitlements. The form of the land participation will be determined in the contract
negotiations.
BACKGROUND
The former Golden Gate Golf Course is approximately 167 acres that was developed as an 18-hole golf course between 1963 and
1973. The property is on the southwest corner of the intersection of Collier Boulevard and Golden Gate Parkway in Collier County
within the Golden Gate City Economic Development Zone. The County is developing a new amateur sports and entertainment
complex less than a mile away from this location. The location is also less than a mile from the intersection of I-75 and Collier
Boulevard. The County took ownership of the former Golden Gate Golf Course on July 31, 2019, and since has entered into an
agreement with the First Tee of Naples/Collier to maintain the property and preserve the existing conditions of the course. The
County chose to not continue golf operations at this time. Currently, the County does not provide a public golf course or golf facility.
Through solicitation RFS 19-7650 the COUNTY sought a planning and engineering firm to work with the County to identify the
property’s utilization. The County intends to include space for housing, a State veterans nursing home, and a golf component on the
property. The Collier County Board of County Commissioners (hereinafter “BOARD”) recognized the value of having a partner
early in the development process that can ensure the needs of a golf and entertainment facility are adequately considered in the layout
of the property. The BOARD directed staff to develop this ITN to solicit a P3 to work with the DEPARTMENT and the contracted
planning and engineering firm in the development process and to ultimately design, manage, and operate the golf and entertainment
component of the property.

TERM OF CONTRACT
The contract term, if awarded would be determined during the negotiation period.
Firms should present innovative and creative concepts as part of their proposals. The County seeks to maintain ownership rights to
the land and may lease a portion of the property to the chosen OFFEROR or alternative arrangements to maintain the County’s
ownership rights.
DETAILED SCOPE OF WORK
1. Proposals may be viewed favorably if each of the minimum development requirements listed below are included in the offer
resulting from this ITN.
2. The selected OFFEROR will work with the DEPARTMENT through the planning and engineering phase to ensure that the
appropriate space is incorporated into the layout of the property. The following goals/objectives identify what the County desires to
accomplish with this partnership. OFFERORS are encouraged to show creativity and originality in their proposals.
• Develop a public-private partnership to provide a golf and entertainment experience that includes 9 to 18 holes of golf
• Include other complementary experiential opportunities such as miniature golf, modern driving range, quality food and
beverage services, and community space
• Partner with non-profit organizations that support community and youth golf that develop life skills
• Support the redevelopment objectives of Golden Gate City (see attached Ordinance 2018-56)
• Integrate with the local community and other aspects of the 167-acre site redevelopment (i.e. existing housing, future
housing, hotel parcel, and planned State veterans nursing home)
3. All proposals should respond to the criteria below and should outline the OFFEROR’S financial capability and stability, the
delivery team’s qualifications and expertise, past and present experience, and capability and capacity to deliver the business plan
presented in the following format:
• Cover Letter / Management Summary
• Business Plan & Approach
• Support of Community Objectives
• Past and Present Experience of the Firm
• Financial Capability of the Firm
• Qualifications and Specialized Expertise of Team Members
• Local Vendor Preference
4. Proposals should thoroughly explain the proposed approach, unique features or functions to be constructed, any anticipated
obstacles in development, generally outline how the project will benefit the community, and how the proposer will work with the
planning and engineering firm hired by the County.
INVITATION TO NEGOTIATE (ITN) PROCESS
1.1 The OFFEROR will submit the proposal which will be scored based on the criteria in Scoring Criteria for Ranking Proposals,
which will be the basis for short-listing the firms.
The OFFEROR will need to meet the minimum requirements outlined herein in order for their proposal to be evaluated and
scored by the County. The County will then grade, rank, and short-list firms. The COUNTY will issue an invitation for
oral presentations to the BOARD for final selection. Upon BOARD selection the COUNTY will begin contract negotiations
with the selected OFFEROR. A contract will be developed with the selected OFFEROR and submitted for approval by the
BOARD.
1.2 The COUNTY will use a Selection Committee in the first phase of the ITN selection process.
1.3 The intent of the scoring of the proposal is for OFFERORS to indicate their interest, plan, relevant experience, financial
capability, staffing and organizational structure.
1.4 Subsequent to the selection committee ranking, the top three (3) OFFERERS will then have the opportunity to present to the
BOARD. Oral presentations provide the OFFERORS an opportunity to share their vision, experience, capability, and
expertise with the BOARD ahead of final selection.
1.5 Based upon a review of the presentations and proposals, the BOARD will select the top OFFEROR(S) to negotiate as

authorized in Section 11, Paragraph 7 of County Procurement Ordinance Number 2017-08.
1.6 The COUNTY reserves the right to negotiate any element of the proposals in the best interest of the County.

OFFEROR shall demonstrate the professional and financial capacity of the firm. The COUNTY is seeking a partner that
will not require any County subsidy. OFFERORS shall demonstrate their ability of the firm to operate the facility separate
from the County.
• Balance sheet that will reveal the current financial status of the business
• OFFEROR shall provide financial reports for a minimum of five (5) years of history with similar endeavors to
demonstrate the financial stability of the proposed business plan.
• Creditworthiness to demonstrate the capability of the firm to construct, capitalize, and operate the facility
• List by case name and number all pending litigation in which the firm is involved as a party or OFFEROR’S officers
are involved as parties in their official capacity. Additionally, list any arbitrations the OFFEROR is involved in as
a party and include the name, location (address of the arbitrator(s)) for each listing
EVALUATION CRITERIA NO. 6: QUALIFICATIONS & SPECIALIZED EXPERTISE OF TEAM MEMBERS

OFFEROR shall demonstrate the professional qualifications and expertise delivered by project delivery team. OFFEROR
shall explicitly identify members of the team and rolls they will play in delivery of the proposal as they relate to the to the
criteria listed in criterion #4 above.
• Description of the proposed contract team and the role to be played by each member of the team
• Attach brief resumes of all proposed project team members who will be involved in the management of the total
package of services, as well as the delivery of specific services

The COUNTY encourages but does not recommend the OFFEROR to provide 3 but not more than 10 references from other
communities in which they currently do business.
EVALUATION CRITERIA NO. 7: LOCAL VENDOR PREFERENCE (10 Total Points Available)
Local business is defined as the vendor having a current Business Tax Receipt issued by the Collier or Lee County Tax
Collector prior to proposal submission to do business within Collier County, and that identifies the business with a permanent
physical business address located within the limits of Collier or Lee County from which the vendor’s staff operates and
performs business in an area zoned for the conduct of such business.

The food and beverage component will incorporate 200+ full‐service dining

complimented by a friendly, high‐tech ‘sports bar’ design as well as private
dining on the first floor and flexible private event space on the second floor and
service provide in the bays.
BigShots and the redesigned 12‐hole course will represent THE place to be in
Collier County, by providing a safe, affordable, family friendly, lifetime sport
activity to the Community. BigShots can be the local public “Club” for residents
to golf or congregate to eat, drink, and enjoy a televised sporting event.

For more than 22 years, The First Tee has been using the platform of golf to
provide innovative and experiential learning opportunities for young people.
Character education and long‐term life skills are at the heart of their programs,
which are delivered by coaches who have been trained in positive youth
development. First Tee offers character education programs at golf
courses, elementary schools and youth centers in all 50 states.
As part of ClubCorp’s commitment to growing the game of golf, ClubCorp holds
fundraising events at clubs across the country for The First Tee campaign for 10
million young people. Each year, golf professionals at golf and country clubs in
the ClubCorp family hold one‐day, 100‐hole golf marathons throughout the year
to benefit The First Tee nationally and locally.
The ClubCorp Charity Classic, open to the public, has raised more than $30
million to benefit causes like Augie’s Quest’s fight to cure ALS, the Employee
Partners Care Foundation’s support of Employee Partners in times of crisis and
other national and local organizations such as Habitat for Humanity, Make‐A‐

David Pillsbury
CEO ClubCorp
David Pillsbury was named CEO of ClubCorp in June of 2018. He has held
numerous leadership roles in the golf industry over the past 30 years, starting his
golf career at American Golf Corporation (AGC) where he gained experience in
all aspects of golf operations and ultimately became Co-CEO.
At AGC, Pillsbury led multiple innovations including the formation of American
Golf Country Clubs, the Private Club Member Platinum Program, the Nike Golf
Learning Centers, centralized tee time reservations, and much more.
After American Golf, Pillsbury became General Manager of Nike Golf,
responsible for all U.S. operations, marketing and sales.
Following Nike Golf, Pillsbury was President of PGA TOUR Golf Course Properties
Tournament Players Clubs (TPC's), and he was then promoted to President of
PGA TOUR Championship Management including THE PLAYERS, and Executive
Vice President of PGA TOUR Tournament Business Affairs.
Most recently, he held CEO roles outside of golf in both the healthcare and
consumer products industries. Pillsbury received his Master of Business
Administration from the University of Southern California and his Bachelor of
Arts from the University of California, Berkeley.
Jason Payne
Founder BigShots
Prior to founding BigShots Golf, Jason owned Payne & Associates, a software
company focused on transportation and logistics solutions that provided services
to 30 percent of the top 200 transportation and logistics companies in North
America, which he eventually sold to a publicly traded company.
Jason, who is based in Peoria, IL attributes his vision and the success of BigShots
Golf to his professional and personal experiences with the game of golf and his
inside look at the golf market over the last 15 years. His experience, combined
with a deep understanding of technology, helped Jason analyze the evolving golf
market and identify the role technology will have on the future of consumer golf
entertainment experiences.
Tony Wehner

Tony Wehner was named CEO of BigShots Golf in 2019. He has more than 30+
years of experience in food and beverage, franchise, and leadership roles.
Most recently, Tony was the COO of Bar Louie restaurants and oversaw the

and Regional Operations Director. Jeff has also managed the company's culinary
incentive program at the Culinary Institute of America for the past twenty years.

Randall Cousins has focused on business development during his time at

Catalyst Community Development and Brooks & Freund LLC to provide the vision and expertise
necessary to fulfill Collier County’s first phase goals for this property. Thanks to their extensive experience

Brooks & Freund has completed all of the required documentation in their name as they are the partner

Detailed Plan of Approach
If selected, BHG Development Florida, Catalyst Community Development and Brooks &
Freund LLC will form a joint venture, shared equity firm to co-develop the former Golden
Gate Golf Club property. The firm will immediately engage a nationally renowned golf
course designer to re-imagine a dynamic 12-hole course on the site, one that meets all
PGA requirements. Simultaneously, a team of professional consultants—including legal,
engineering, and architectural—will begin developing design and regulatory
review documents.
Detailed Timeline for Completion
Regulatory review is expected to take approximately 8 months to achieve required
approvals. Construction of the re-designed golf course, miniature course, parking lots,
landscaping and the nearly 35,000 square foot restaurant and catering building (including
indoor simulated golf facility) can be expected to take 12-16 months to complete and be
ready for public use. This estimated $10 million investment would be targeted for opening
in late 2021.

Management and Operation Plan
The New Golden Gate Golf Club will be directly supervised by BHG Principal Joseph
Bonura Jr. who has recently purchased a home in Collier County and has formed BHG
Development Florida, a subsidiary company that will also be based there. He and the
company will bring four decades of hospitality management experience to bear on
developing and managing the facility. To date, BHG has developed more than
$200 million in recreation, hospitality and residential projects in New York State’s
Hudson Valley Region.
BHG also owns and manages its properties, providing employment to 1,200 individuals
in several distinct communities. They will draw upon the unique and highly appropriate
entrepreneurial experience gained from the acquisition and re-development of the failing
Orange County Golf Club in Middletown NY in 2012. BHG’s approach—similar to its
vision for the New Golden Gate Golf Club—resulted in the creation of West Hills Country
Club, a world class private country club experience that is now a thriving centerpiece of

Community Redevelopment
As described earlier, the nearly $10 million redevelopment of the former Golden Gate Golf
Course will accomplish the first phase of Collier County’s desire to resurrect the failed
facility and return the property to a new and sustainable use. If implemented as described,

Team Members
Joseph A Bonura Jr. is a Principal at Bonura Hospitality Group where he is the driving
force behind development and innovation. Joe’s vision has led BHG to now own and
operate restaurants, catering facilities, hotels, country clubs, marinas, and rental properties
throughout the Hudson Valley.
Joe earned degrees in Computer Science and Finance from the University of Virginia
before starting his career as a software engineer in Washington, DC. He later moved
back to the Hudson Valley to assist BHG in revitalizing the dilapidated Poughkeepsie
Waterfront, transforming an abandoned sewer treatment plan into the successful
Shadows on the Hudson Restaurant, Marina and Grandview Catering facility.
Joe later spearheaded the multi-million dollar renovations of the Poughkeepsie Grand
Hotel, Anthony’s Pier 9, and the hurricane damaged West Hills Country Club.
He’s also led in the construction of Billy Joe’s Ribworks, a 12,000 SF retail center in
Newburgh, a multi-family residential complex named The Water Club and a 102 home
neighborhood development called Tradition at Red Hook.
Apart from commercial work, Joe continues to serve the local community in many roles
including: Board of Directors for the Economic Development Corporation of Dutchess
County and Walkway Over the Hudson. Chair of the Community Foundation of
Dutchess County Advisory Board and served on the Board of the Community Foundations
of the Hudson Valley from 2002 until 2016. Chair of the Board of the Dutchess County

Michael Bonura is a founding principal of Bonura Hospitality Group. Mike is responsible
for all aspects of hospitality and entertainment operations as well as oversight over all back
office and accounting functions of the group. Concept development, menu development,
programming, and implementation are some of his specific functions. Mike is especially
versed at developing a mix of product offerings tailored to a specific marketplace under
ever-changing socioeconomic pressures.
A magna cum laude graduate of the Wayne Calloway School of Business and Accountancy
at Wake Forest University, Mike returned home to the family business right out of college
in 2000. At that time, what would become the Bonura Hospitality Group consisted of a
wedding venue in need of a rebranding and a hotel in need of a renovation. Over the
next dozen years, under the stewardship of Mike and his brother Joe, Bonura Hospitality
flourished into an eight-concept enterprise employing over 1200 people and hosting over
4000 events per year.
Beyond development of commercial endeavors, Mike has committed himself to giving
back to the community in which he was born and raised. He is the incoming chair of
the Board of Directors of the Community Foundation of Orange and Sullivan Counties.

Joseph Bonora is the founder and President of Catalyst Asset Management. Joe is

Investment Management, a national specialty finance firm focused on government
guaranteed loan programs, and developer of multifamily, senior housing and mixed-use
properties. From the time he formed the company in 2010 until 2018, Joe led Aileron in
providing in excess of $550 million in funding to small business owners nationwide, and
developed over $200 million in multifamily, commercial and senior housing projects.
Prior to starting Aileron, Joe was the founder and CEO of Joseph Scott Financial, a
residential and commercial mortgage lending firm. As CEO of Joseph Scott, Joe grew the
company to four offices doing business in 9 states, with over 50 employees originating over

Richard formed the General Contractor/Construction Management firm Brooks and
Freund, LLC in 2000. He brings more than 30 years of Construction Management to
the team. Richard is a graduate of The University of Florida, with a degree in
Construction Management and he is a Class A Certified Contractor. Early in his career,
Richard served as an estimator and project manager for S.A.C. Construction in Miami
before relocating to Southwest Florida. In 1996 he formed F & D Construction, Inc.
where he served as president.
Richard, a hands on leader, is involved in every aspect of the Construction Management
process at B&F. Richard is a firm believer in aggressively pursuing the goals of every client
and attributes B&F’s success to the hard work and dedication of his team. Richard’s no
nonsense attitude and impeccable attention to detail enables Brooks and Freund to deliver

Our Solution
Three uniquely qualified firms will form a dynamic joint partnership in order to
carry out Collier County’s vision for resurrecting the failed Golden Gate Golf Club.
When selected, we will immediately begin design, engineering, regulatory review
and construction of the estimated $10 million rejuvenation of the former golf course.
Phase I features will include a professionally designed 12-hole golf course,

I am writing to express my strong support for the family owned and operated Bonura
Hospitality Group (BHG) as they look to invest in Collier County, FL.
Over the past few decades, BHG has redefined the hospitality industry in New York’s Hudson
Valley Region. Lead by brothers Joe and Michael Bonura, BHG’s projects have transformed
downtowns, waterfronts and a golf course, working in partnership with local, county and state
governments. Their projects often receive “Priority Project” designation by the state’s
Regional Economic Development Council based on their reputation and capacity to complete
projects that have a positive economic impact on the region and improve the quality of life of
the community.
Aside from their significant food and beverage operations in the region, BHG has
redeveloped and revitalized two waterfronts along the Hudson River—transforming them
from abandoned industrial sites into thriving destinations with public access. In 2012, Joe
and Michael rescued one of Orange County’s oldest golf courses from bankruptcy and
protected it from development or from becoming a drain on the local economy. They invested
millions and transformed the facility into one of the best golf and country clubs in the region.
This decade they expanded their enterprise to include mixed-use development. Their first
project, The Water Club, was an immediate success meeting the community’s demand for
quality, attainable, and amenity rich housing. Two other housing projects, one in Dutchess
County and the other in Ulster County, are in the final stages of the development process,
and both will not only compliment the area where they are being developed, but “complete”
them.
While the Bonuras have operations throughout the region on both sides of the Hudson River,
there are no borders when it comes to their community investment—they serve on numerous
non-profit boards, sponsor charity events, and volunteer their time and energy on community
projects throughout the region.

declining Orange County Golf Club and turned it into one of the premier golf/entertainment venues in the Hudson Valley,
West Hills Country Club. Their laser focus on customer satisfaction and delivering innovative and state of the art
amenities is undaunted by challenging topography or infrastructure. They provide a championship course, well planned
and executed. We have held some of our golf outings at this venue and hold many of our monthly breakfast meetings
